New Delhi: Centre unlikely to accept any foreign aid for Kerala including UAE’s Rs 700 crore

Mangaluru, Aug 22: It is learnt through reliable sources the Central government may not accept the financial aid offered by foreign countries and agencies. This means that Rs 700 crore aid offer by UAE also will not be accepted.

The sources say that the government feels that it can handle the calamity by itself with in-house resources without depending on overseas donations. However, the final verdict in this regard will be taken by the Ministry of External Affairs (MEA). The sources at MEA said that they have not received any communication in this regard as of now.

Since 2007, India has not accepted any aid from a country or a multinational organisation and the policy will remain the same for the present calamity also as per the sources. Even during the floods in Uttarakhand and Kashmir, the Centre had declined any foreign assistance.

Syed Akbaruddin, who was the spokesperson for the ministry of external affairs in 2013, had said after the 2013 Uttarakhand floods that India had declined Russia’s offer of help as India had the adequate ability to deal with an emergency of any nature.

The United Arab Emirates (UAE) had offered a mammoth amount of USD 100 million (around Rs 700 crore) as financial assistance for flood relief operation in Kerala on Tuesday, August 21.

As per the information given by Kerala chief minister Pinarayi Vijayan in Thiruvananthapuram, Sheikh Mohammed Bin Zayed Al Nahyan, the crown prince of Abu Dhabi, called up Prime Minister Modi and made this offer.

It is understood that the UN is also offering aid for Kerala. The government of Maldives has also offered to donate USD 50,000 (Rs 35 lac) as an aid for flood-affected people in Kerala. However, sources said that the government of India is unlikely to accept the assistance.

But it seems that the decision to accept or decline UAE’s offer for help is politically motivated. It might be recalled that the Kerala CM Pinarayi Vijayan has in a series of tweets expressed his gratitude to UAE for their generosity.

In one of the tweets, Pinarayi had said, “The state has a privileged relationship with the UAE. It is like a second country for the Kerala community, and we express our thanks and appreciation to the brotherly state of the United Arab Emirates for this support.”

231 people have lost their lives in the last 10 days in the floods that is the worst ever to hit Kerala for over a century. In addition, 14 lac people are rendered homeless.

The state government of Kerala has sought a special package of Rs 2,600 crore from the Centre for the massive rebuilding exercise of its people. So far the center has released a grant of only Rs 600 crore. The chief minister had earlier said the state had suffered damages of about Rs 20,000 crore.

The situation in Kerala was declared as a ‘Severe Calamity’ but not amounting to declare as a national calamity by the ministry of home affairs on Monday, August 20, and clarified that there is no provision to declare any calamity as national calamity under the Disaster Management Act.

The rains have subsided considerably in the last two days in Kerala. However, vast stretches of land still remain underwater in the districts of Ernakulam, Thrissur, Pathanamthitta, Alappuzha and Kollam.

The state government of Kerala has asked the center to increase its borrowing limit and also sought permission to impose a 10 percent cess on GST to mobilize funds for rebuilding the devastated state.

    This is double standard played by people in authority. The same govt is unable to provide employment to its citizens and the people go abroad to the gulf countries and elsewhere to earn suitably and send their overseas earned money where the govt enjoys foreign exchange. When our people can work abroad and the govt unable to provide employment within the country then why not accept the
    donation or flood relief offered by the good samaritans who are also appreciating Indian employees

    I tell you a real incident that happened to me.

    One day, when me and my friend, after finishing prayers at Masjid, were standing outside masjid and happily talking and enjoying for some time. Then suddenly a Kuwaiti came towards us and offered us 1 Kuwaiti Dinar (almost 230 rupees) each. We refused repeatedly telling him that we are not at all in need of any money. But that Kuwaiti insisted us to take that money as a gift. So we both of us took that money and thanked him for his gift; so that he feels happy for receiving his gift. Our ego or self respect did not stop us from receiving that money; as that was given with good intention. Then we laughed for some time thinking about what happened and left to our houses in our vehicles.

    Did I do anything wrong in accepting his gift? Similarly, when some countries do offer help it's really bad to reject it. We should respect their good intention. After all, we need money for our mothers, fathers, brothers, sisters and children in Kerala.

    Even if it is a matter of self respect, our country can take it as a loan ( I am sure these Gulf countries will not take any interest for that loan) from these Gulf countries.

    For the Centre to declare that the aid received by a state is not acceptalle, in my opinion, is invalid under law.

    Under the laws prevailing, India's federal structure of the Government/s, allow the states to independently raise funds from abroad. Centre may not have the power to stop such activities by the states.

    So, if the Government of Kerala challenges the Central directives in the Supreme Court, I am sure Kerala cannot fail.

    PS: It is odd that the private organisations like the political parties keep getting foreign funding.

    But this instance is different. Here the aid is offered directly to a state.

    When it was the case of earthquake on the Republic Day many years ago in Gujarat, I remember there was wide spread accusation against RSS affiliated and RSS sister concerns about the misuse of earthquake relief funds. They were accused of diverting to their own organistions, the money that was collected as relief work.

    If big corporate houses and billionaires, top sportsmen, film fraternity of India extend their help we do not need any external help. Gathering 20 K to 25K crores for these giants should not be difficult. They have huge CSR funds.

    External help should be for the poorest country. They need it as they cannot raise funds internally.

    If we can manage internally then it is good. But we should not put additional taxes and burden the poor or lower middle class with extra burden because of these natural disasters.

    Modi's Govt. got the shock of their life when UAE offered more than the center's offer! Naturally, they will find all possible excuses to reject it. If it was poured into their coffers, as it happens from USA into BJP coffers, they would not have rejected it. Unfortunately, UAE will make sure that the funding goes to Kerala and for rebuilding Kerala, and that is not palatable for unpad Modi. The planned city is a part of ambitious China-Pakistan Economic Corridor (CPEC) . This is part of China's larger plan to gain influence in the region mean Pakistan will be used as a colony now. We do not want the same to happen in India.

    Instead India can relax some rules for companies from these wannabe donor countries and give them contracts for rebuilding the infrastructure in Kerala which may also help in generating jobs. Unregulated funds may only reach the middleman and politicians kitty and people may not benefit anything out of it.

    What is this Pakistan, China , Colony.? How that is relevant in this case.? We are affected by flood and someone is helping us and people like you even though not lending any kind of help, are not allowing the poor people to get help either.

    Did the gulf countries ask anything in return?

    What contracts you are taliking about to give these countries? Are we in shortage of labourers or skills in India to give them.contracts?

    You have not experienced any disaster as such, but it is expected from any humble person not to block the help reaching the needy person. Please keep aside your bhakth mentality at least in this type of cases.

    Ego; on the expense of poor people's well being; even if you cannot help. Anyways it is not a BJp ruled state. This can be expected from Sanskari party.

    Chief Minister should look for alternate channel to get this same help from gulf countries.

    Boss, you do not understand international diplomacy, foreign aid is for poor countries.
    India has been refusing such aids for a decade now, remember 2013 Uttarakhand floods where more than 6,000 people lost lives but Union govt. refused funds from US & Japan.
    Don't be biased, foreign aid should come through regularities, not like you borrow sugar & tea powder from your neighbor, a foreign country can offer such aid to the Central govt. not any state govt. or municipal council.

    Didn't Modi pass Finance Bill which enables a foreign company to fund his political party? So BJp can receive money for his own party, but not for poor people who are helpless. Don't say me I am biased for requesting funds to reach poor people.

    At a time when all PSU banks and most PSU units in heavy losses how can the centre raise huge amounts of money to rebuild the massive destruction caused by rains? Poor man will again be burdened to garner the money for aid!!!

    Man when they are receiving foreign aid why the hell the are declining it? If u don't want foreign aid and are capable of doing self then why the hell want to increase GST? Have they gone insane?
    Let them increase, we will have a strong protest on street.

    When we don't have the amount better to accept it than doing show off to the world and burdening middle class people. Let all politicians donate first.

    In 2013, at the time of Uttarkhand floods, Union finance minister P. Chidambaram declined any foreign aid and said India could cope with this kind of disaster on its own. Today Uttarakhand is standing tall again sustaining such a devastation and loss of 6,000 lives.

    It's not who but such aid will show us in poor light! India has not been accepting foreign aid since 2007 and I support it. We are capable of handling such calamities and aid should be given to poor and ill equipped countries!8
