UAE is not any other nation: Kerala CM Pinarayi Vijayan


Thiruvananthapuram, Aug 22 (IANS): The UAE "cannot be considered any other nation", Kerala Chief Minister Pinarayi Vijayan said on Wednesday, amid reports that the Centre had turned down aid offers from foreign governments in the wake of the flood disaster.

"As I understand, the UAE on its own has proposed this aid. The UAE cannot be considered as any other nation as their rulers have underlined," Vijayan told the Indian Express in an interview.

"Indians, especially Keralites, have contributed immensely in their nation building," he said.

The central government has not accepted the offer of $100 million (Rs 700 crore) made by the crown prince of Abu Dhabi for relief and rehabilitation work in Kerala.

Sheikh Mohammed Bin Zayed Al Nahyan had telephoned Prime Minister Narendra Modi and made the offer of assistance, the Chief Minister had said earlier.

Since 2004, India has been turning down help from foreign governments during natural disasters.

The daily quoted Vijayan as saying: "I do not intend to enter into any politics over it. Let's study and understand the nuances."

Asked if he would take up the matter with Prime Minister Narendra Modi, he said: "Let's see."

    I heard a saying "once a beggar, always a beggar", they say habitually he continues to beg. Some of the comments made on this forum are really astonishing and shame worthy. I must confess that we Indians have no self respect or self worthiness. Yesterday, I was watching a debate in one of the English channels and I could see the "greediness" on the faces of some of the ministers as they do not want to miss the opportunity of getting this huge offer of Rs. 700 crore (please note, formally no government, including UAE, has offered any donation to India until late evening yesterday). Do you all believe that donations really reach the affected people? if you think so, you all are living in a different planet!

    Please have some self respect. With all my experience I can say, we Indians are dis-respected all over the world, because of our this kind of attitude. The proof of this can be noted from the way people are commenting on this forum just based on refusal of a donation which is not your money any way. Mr. Manmohan Singh's government's decision to stop accepting donation was the correct decision and I entirely agree with the current government continuing with it. Please note, out of the donations collected, I can bet with you even 10% of it will not reach the affected people and 90% of it will go to the coffers of you know who...

    I don't understand why is the Chief Minister at this stage just talking about funds, they have received interim aid, and first focus should be on rehabilitating victims or managing the relief camps, there's a lot of assessment to be done to calculate and ascertain the overall cost of rebuilding the state , which i think is secondary , first focus should be on rehabilitating victims and managing their welfare in this regard he has been receiving enough funds his focus should be on working. whatever that has to happen later is something to be discussed and executed at a later stage .

    Too much funds can lead to a scam also, so its wise to take things steps by steps by monitoring as well.

    Right now is not the time to sit and only thing from where is the money coming, he should be focusing on whatever hes doing next.

    over the years Government of india has handled the flood crisis situation in the same way.
    its not just modi government , in the past i remember ewn Dr Manmohan Singh Back then had refused foreign aid.

    what you said is true, chief minister was for asking relief fund from the second day of flood i still don't understand why they were not focusing on rescue most of them were busy in sharing for relief fund account number on social media and in kerala already the relief materials are not reaching those who really deserve. I still doubt about Relief Fund.

    The policy of not accepting foreign aids was implemented in 2005 during the Sonia's Congress thru MMS. The then puppet PM denied donations and foreign aid after Tsunami, Kashmir Earthquake and Uttrakhand Floods.

    During the 2004 Tsunami in India I was visiting Canada and several young Indian origin Sikh Canadian Citizens came together to organize aid to India and an elderly Indian American gentleman advised them not to collect and send anything to India and he gave the following reason not to send Financial aid to India: 1) If you send the aid through Government the Government officials will use it for themselves or will deposit in their foreign accounts. 2).If you send it through religious organization it will be used for the benefit of Religious priests and their families. 3).If you send directly to the needy the middle man will use it for himself. My advice Do not send aid through any person or organization because I don't trust myself and my fellow Indians in India. If you want to help India go and volunteer yourself and you will find lot of ungrateful souls . Indians are different in India.

    You definitely are a fool not to understand that the man was voicing his imaginations and degrading India. There are sincere people both inside and outside the government and in India, they outnumber the corrupt.
    Priests and religious leaders too do sincere social services, but we hear about only some Bishops and Asarams just because , media report only there negative issues. Haven't you heard of nuns' charity works across India? Haven't you heard of Siddaganga Swamiji?

    Our fake pride does not permit us to acknowledge that we are one of the poorest country on earth. Majority of our population does not afford a good meal per day. Our National wealth is with government backed few rich upper class Hindu people and it is exported overseas by Government backed rich well connected Hindu persons. Our culture does not know charitable giving or adopting poors or orphns and we have to learn it from other faiths. Our millions of poor population always survived from hand out from Foreign countries since 1947. Without foreign remittance or charitable hand out India will be Bankrupt and we do not have grate friends like China & USA to bail out. Forget the Government which is corrupt and take whatever someone from Gulf countries gives and use for the Good of all.

    Is it okay for millions of Indians to earn daily bread in ME, and particularly UAE, and remit their hard earned savings to the motherland, contributing, huge sums of foreign exchange, and fueling economic growth?

    Is it okay for Modi to make propaganda trips to UAE and ME to beg their rulers, and business leaders to invest in Indian infrastructure which India needs so badly, which he is unable to do fully on his own strength?

    Due to very old relationship (even before Modi was born, and until the last UPA govt. in India), and above all, the credibility Indians were able to establish in these countries, today, millions of us are able to stand on our feet, and not as Modi claims it is because of him, Indians get respect now!!

    Today, locals, Indians, specially Keralites all over UAE and GCC came together to help badly devastated Kerala, which in ma opinion will never be possible by any Central or State govt. ever, i repeat, ever , given the poor record of such issues of past, which is fresh in the memory of every Indian.

    Handling of Tsunami is just an example. We are a people who forget easily and then claim as though everything went well even years later.

    BJP, which claims a party with difference has no right to reject humanitarian help extended by any friendly country(ies) which in itself is an insult and double standard, particularly in the case of GCC and UAE in particular, who contribute so immensely for the growth of India since several decades.

    Do the richest of rich and technologically advanced countries refuse financial aid from friendly countries?

    Can Modi himself match the funds offered to Kerala? Can he solely reconstruct Kerala and put things in order in the real sense(without cheap publicity) and not by just doing lip service for the sake of gaining votes and due to the fact he is bitter about BJP not being able to impact Kerala in past and future elections too??

    Strong protest needed at this hour.

    1. It was MMS led UPA govt made National disaster policy not to take any donations from foreign nation.
    2. As per policy UPA govt rejected any foreign nation donations when Tsunami hit TN and A&N Island in which 12,000 people died.
    3. As per policy UPA govt also rejected any foreign nation donations for Kashmir earth quake in 2005, Cloud brust in UttarKhand.

    So these are the facts.. Now It's up to people to show their intelligence or stupidity on public forum.

    The Modi Sarkar is apparently going to the deny the aid which is being received from the governments of foreign countries in support of Kerala, especially since the UAE government has offered an aid of Rs. 700 Crores to Kerala.A point to be noted here is that while Foreign Organizations are allowed to give such aid, this is being applied to aid received from foreign Governments.The BJP supporters are claiming that this is based on the policy decision made by Manmohan Singh on receipt of Foreign Funding from other Governments.
    And yes, there is a small basis of truth to this.In 2004 after the devastating Tsunami struck the Indian Ocean, Manmohan Singh had refused aid from foreign Governments with the indication that India will be able to "Take Care of Themselves"
    Remember that in 2004 Tsunami there were almost 14 Countries which were hit and the death toll was around 230,000 people.The death toll in India was around 10,749, most of the deaths taking place in Tamil Nadu. The center had then given an aid of Rs. 2,600 Crores and the collective aid received by the Tamil Nadu Government was around Rs. 5,700 Crores, this includes private donations. No help was taken from Foreign Governments. Infact India became an International Donor by giving aid to other affected countries like Sri Lanka and Indonesia, approx amount donated was $26 million.During the Uttarakhand Floods of 2013, another major disaster, there was an approximate death toll of 5,500 people. Manmohan Singh once again refused the foreign aid offered by US and others. US had offered an aid of $150,000 (around Rs. 90 lakhs). Instead of taking foreign aid the Indian Government at the Center aided the state of Uttarakhad with an amount of Rs. 1,000 Crores.The Indian Government also requested US and Japan that instead of giving a direct aid to Indian Central Government they should give it to a NGO of their choice which was working in this area.

    so there is a cultural connect .
    Remember Burj Khalifa was lit with Indian colours on Independence day which no other nation has done before.

    When somebody, particularly as important a nation as the UAE, offers help on humanitarian grounds, I am of the opinion that we should set aside our ego and accept it. It is a fact that lakhs of Indians are employed in the Gulf countries. While some are enjoying very good positions, there are quite a lot of our unfortunate compatriots who are forced to do all the dirty jobs there. Where does our ego go when we allow them to travel to these countries to do all these dirty jobs? It is all very well for our politicians to refuse help. After all, they are enjoying all the luxuries and comforts and they are not affected by any natural calamities. Spare a thought to the person who has lost everything and is struggling to stand up. When somebody is willing to lend a helping hand, how fair is it for our policy makers to cut off that hand? It is not that we are a very wealthy nation. In spite of our tall claims, we are still a developing country. Let's accept that fact.

    Now coming to rejecting the offer it is the decision taken by Govt Of India since 2004 not to take the help of other nations during d natural disasters. Even we refused the help of Russia our friendly country in 2013 Uttarkand disaster

    There is no denying the role of Army. The Indian Govt. is duty bound to do what they did in Kerala. Now come to the fact that UAE has offered US$ 100 Million.

    This can be used to rebuild the heathcare and infrastructure which will save further lives. Modi seem to have developed a Ego now. There is no harm receiving any amount of money towards rebuilding Kerala or to that matter any other state. It is better than going with the begging bowl and paying hefty interest on the funds borrowed.

    Do not ever decline the helping hands.
