Rafale controversy: France, Dassault Aviation denies involvement in choosing Indian partners


New Delhi, Sep 22 (IANS): The French government and Dassault Aviation have denied their involvement in the choice of Indian industrial partners in the multi-million dollar Rafale jet deal.

The statement by the French government issued here late Friday comes after former President Francois Hollande's reported claim that the Indian government suggested a particular private firm for Rafale offset contract.

Hollande was quoted in an article by a French website as claiming that the Indian government had asked the French government to nominate Reliance Defence as its India partner in the deal.

"We did not have a say in this," Hollande was quoted by the website as saying. "The Indian government proposed this service group and Dassault negotiated with Ambani."

In response to the claim, the Friday night statement said: "The French government is in no manner involved in the choice of Indian industrial partners who have been, are being or will be selected by French companies.

"In accordance with India's acquisition procedure, French companies have the full freedom to choose their Indian partner companies that they consider to be the most relevant, then present for the Indian government's approval the offset projects that they wish to execute in India with these local partners so as to fulfil their obligations in this regard."

Dassault Aviation, the makers of the Rafale jets, in a statement also on Friday night, said: "This offsets contract is delivered in compliance with the Defence Procurement Procedure (DPP) 2016 regulations. In this framework, and in accordance with the policy of 'Make in India', Dassault Aviation has decided to make a partnership with India's Reliance Group. This is Dassault Aviation's choice."

The Paris-based company said that the partnership between the two giants led to the creation of the "Dassault Reliance Aerospace Ltd (DRAL) joint-venture in February 2017.

"Dassault aviation is very proud that the Indian authoritie have selected the Rafale fighter," it added.

The deal to purchase 36 Rafale fighter jets from France was announced by Prime Minister Narendra Modi in 2015 and signed in 2016.

The UPA government was earlier negotiating a deal to procure 126 Rafale jets, with 18 to come in flyaway condition and 108 to be manufactured by HAL under licence.

The Modi government has repeatedly said it was Dassault that chose its India partner for offsets and that the government had no say in the deal.

    There are 3 ways to build military jets - either we spend huge amounts of money on R&D and develop the technology, or someone shares the technology with us or we steal the blueprints like China does.

    We are not a rich country. Since 1947 we have had to balance our resources with our growing population. As no country has opted to share technology with us, we have opted to buy these planes. Since 2000, nations have made half hearted approaches and if a technology transfer occurrs, it should be with an Indian company with the requisite industry expertise and not because of favouritism.

    Andh bhakhtji don't think that we Indians are stupid and believe you and your corrupt leaders say. Defense suppliers only agree for local manufacture and not export to other countries. Otherwise they themselves will go out of business. Contrary to your claims, HAL has done extremely well in local manufacturing to the extent overseas suppliers permit under the contract despite the resource constraints. Open your eyes at least now and see the truth.

    @ sri_elder, Karkala: This specialized industry does not work by simply hiring experts (if that were so, then many countries would done so already). In India, we have not fully opened key sectors such as defence, nuclear, space etc to private players due to security reasons. Personally I don't mind a private-public collaboration, if they are capable - so for example if Reliance were currently manufacturing say commercial jets and had a proven safety track record with reliable turnaround build-assembly schedules - then the resistance would have been less.

    Technical specs are half of the story. The burning question is why the country's security is being handed over to a company with no experience of handling military jets.

    Private companies handle defence contracts in the US, but we in India are miles behind the US in terms of knowledge and experience. If at all Modi wanted to induct efficient management via private entrepreneurship he should have gone for a public-private partnership with selection based on strict criteria.

    Modi failed on all counts and hence the problem.

    These were the words said by Dr Subramanya Swamy during UPA, when he was against this deal and threatening the UPA to sue the government if it seals the deal. However Satya Harischandra is quite now....

    Dassault will give any statement to keep this deal....There are desperate......
