Police must plan a Encounter as soon anyone involved in anti social acts. This will prevent chain involvement of gang members to kill each other and there will be no end. One member will attack other one and in return they will attack this gang.

So bad when we see young once aged 22-28 involved in such act.
Born in poor family - Those where days when religious institution used to support young once in need- educating and finding a job.

Orphan are handled in care, I feel religious institution should take a note and gather information of needy. Guide them to good civilians.
