Registration requirement for Non-ECR Indian passport holders put on hold

Daijiworld Media Network

New Delhi, Nov 29: The registration requirement for Non-ECR (Emigration Check Required) Indian Passport holders traveling for employment to 18 ECR countries has been kept on abeyance until further notice.

This comes as a major relief to Indian emigrants as on November 14, Ministry of External Affairs had issued an advisory stating, “Starting 01.01.2019, no Indian emigrant holding Non-ECR passport would be allowed to go to these 18 ECR countries for employment without prior registration in eMigrate, as a measure of extending protection and ensuring their welfare overseas.”

This meant, one could not travel on work visa to 18 ECR countries such as Afghanistan, Bahrain, Indonesia, Iraq, Jordan, Kingdom of Saudi Arabia, Kuwait, Lebanon, Libya, Malaysia, Oman, Qatar, South Sudan, Sudan, Syria, Thailand, United Arab Emirates, and Yemen without registration.

On November 28, Ministry of External Affairs issued a Public Notice stating, “With reference to the Ministry of External Affairs Advisory dated the 14th of November 2018, it is informed that the Ministry has been receiving representations from various quarters, including non-ECR passport holders already registered in ECR countries regarding difficulties faced by them in registration on wwww.emigrate.gov.in. The Indian missions in those countries have also forwarded representations received by them from the local community. In view of the above, the competent authority has decided to keep this advisory regarding registration of non-ECR passport holders, in abeyance with until further orders. However, if any emigrant wants to register voluntarily as earlier, he/she can do so.”

The notice is signed by Joint Secretary and Protector General of Emigrants M C Luther.

ECR passport holders are those who have not passed Class 10. Their passport will include a stamp from the passport office. And those who have passed Class 10 don’t need a stamp on the passport and their passports are called Emigration Clearance Not Required (ECNR) ones.

Currently, those who possess an ECR passport can migrate to the above said 18 countries only through eMigrate, an online system set up by the Indian government in 2015, to ensure fair and ethical recruitment. However, those who possess an ECNR passport don’t have to go through eMigrate system to migrate anywhere on a job visa.

Perhaps the Govt. realized it’s not worth simply storing data of overseas employers especially when it is not in their jurisdiction to take action against unscrupulous employers. Secondly the govt. already has acquired verified data while issuing passports to emigrants.

This would have been the 2nd phase of demonitization! Talking about offloading people who have jobs abroad, on whose cost?? How they will be looked after?? Who will pay them?? That's why people must vote for the right candidate as their MP/MLA, so that we get a better Leader. This video is an eye opener for all of us...https://www.youtube.com/watch?v=SOYiFgh9pWs. Let them give details of their donors first and then ask for peoples details. Let them create 2 croe jobs per year and then ask peoples job details who are working abroad. BJP mukth bharath is the only way forward.

Rahul Gandhi as PM of INdia? Like they did for Siddaramiah in Ktaka, Cong is trying to field Rahul Gandhi in a safe constituency this time, since Amethi too is a doubt for him.

I am no fan of Modi. But please tell me frankly – what do you see in Rahul baba that you have declared him the next PM of India?

Whenever I see him, I only see ENTITLEMENT. A person who never had to work even one day of his life to earn one square meal. Born and brought up in a Government 5-star accommodation; travels in state funded 5-star facility; secured by NSG guards 24/7 since childhood; and only time he had to stand in an ATM line was merely a photo op.

And now every Congi says he is ENTITLED to be the PM just because his dad / grandma / great-grandad were the PM. Are we living in Republic of India or Kingdom of India?

Useless decisions by the Ministry of External Affairs Advisory.
First implement (without any ground work) then make a U-turn.
People have been put to un due concern and confusion. The e-registration process may subject unskilled people to great disadvantage and difficulties.
Thank God some relief for the time being.

This union government of India run by Bajapa seems to be confused about everything. First they said Indian passport will not have address and other details of the passport holder and withdrew it after some days, Now again this withdrawal of registration order of ECNR status passport. Clearly lack of foresight and administrative skills.
