Bantwal, Nov 29: Superintendent of police Ravikanthe Gowda has suspended Bantwal town police station ASI Raghuram Hegde over negligence of duty and also ordered a probe.

The suspension came after the Thota Bengre rape victim visited Bantwal town police station on November 20, to report the rape incident which happened on November 18. However, the victim was sent back by the ASI who asked her to file a complaint in the jurisdiction where the rape happened.

The victim then had to visit Mangaluru and later her complaint was registered at Mangaluru Women’s Police Station. The Panambur police station, a special team with Anti-Rowdy Squad was formed to track the seven accused in the rape. The seven of which three are minors have been apprehended and have been charged with IPC sections 376(D), 323, 354, 506.

In case of rape, a victim can file a complaint in any police station. In case it is filed outside the jurisdiction of crime, it is called a zero number FIR. The police station must transfer the zero number FIR to the police station in charge of investigation.

    The Inspector concerned will keep denying that he never told the victim that he will not register a FIR. What is the proof - is there any documented evidence. At the end of the day the onus of responsibility falls on the rape victim to prove he refused to register a FIR.

    I have very cool experience with this ASI regarding a petition on behalf of another person.
    He did take prompt action visited the spot & took me outside station & demanded for a treat if he solves the problem.
    But he didn't solve it due to some influence by opposite party, he called me later & gave their version of reply & I thanked him for the same, but he publicly wanted to get the treat without a shame or remorse for the work he failed to do, & very arrogantly spoke not to come or give anything when he realized I won't grease his palm.
    Karma has a habit of revisiting & I hope he would change to behave properly in future for he gets paid by our tax money every month to discharge his duties.

    Our police lack training on how to handle complaints.
    Neither they know the rules nor do they know how to communicate with the people.
    They only get trained on how to be corrupt.
    They should be first basically taught that they are there to provide service to the community and maintain law and order.
    This ASI instead of guiding or helping the victim on how to register the complaint has sent the victim back.

    Quite abnormal I would say.when a person comes to the police station to file a complain and seek help,this Police personal say she should go to a different place and file there.is it normal?Why cant she do it there?and takeup the case?why are they there only to direct people?He should have been not only suspended but action should have taken on him.He should get punishment just like any other person who does wrong.when raped victim has to travel long and findout where to file case and if they too reject to file and say go to your own place again she has to come back?should understand whether victim is in a position to travel?or she is fit ,has any wounds health etc should be checked.He is not normal ,sick.Good he is out of this ring.

    Now the suspended ASI will be able to realize the pain and agony of the victim for his lifetime.

    He need to be dismissed from his job permanently, and charges filed against him as per the law.

    The seven of which three are minors have been apprehended. I wrote in this column before about one minor involved in Nirbhaya rape case, that he is the worst animal in that group, and should have given death sentence immediately because he has long way to do such crimes again and again. Others were nearing their expiry date, but still enjoying free food and accommodation. Even these street boys will come back and do worse than what they did now if they are let free with the help of well wishers.
