UPA Government to Ensure Food to Poor, says President Patil


New Delhi, June 4 (IANS) : Prime Minister Manmohan Singh's Congress-led coalition will guarantee 25 kg of rice or wheat each month to impoverished families, President Pratibha Patil said Thursday.

Unveiling the new government's agenda, the president said it would also give priority to boost urban employment and to battle recession.

"In 2004 my government had set before the country a vision of an inclusive society and an inclusive economy. My government sees the overwhelming mandate it has received as a vindication of the policy architecture that it put in place," Patil told a joint session of parliament, which met for the first time after the Lok Sabha elections brought back the Congress-led United Progressive Alliance (UPA) to power.

The president spelt out the policies and programmes of the Congress and its allies, highlighting that 10 areas would get top billing during Manmohan Singh's second tenure in office.

These include internal security, growth in agriculture and manufacturing, health and education, governance reform and energy security.

"A continuing priority of my government would be to consolidate the ongoing flagship programmes for inclusion. This will require re-energising government and improving governance," Patil said.

"The yearning of our young people for inclusiveness - economic, social and cultural - and the rejection of the forces of divisiveness and intolerance that my government spoke of in 2004 continues as both its inspiring vision and unfinished business."

The president also dwelt on the 100-day action plan on Manmohan Singh's government that is expected to give emphasis to the UPA's unfinished agenda.

This will cover early passage of the Women's Reservation Bill providing one-third reservation for women, constitutional amendment to provide 50 percent reservation for women in Panchayats, strengthening the Right to Information, roadmap for judicial reforms in six months and a delivery monitoring unit in Prime Minister's office to monitor flagship programmes.

The president said a national counter-terrorism centre would be set up along with special forces and quick response teams. Intelligence sharing on real time basis would be created through a net-centric command structure.

On the economic front, the government's immediate focus would be on sectors that are adversely hit, especially small and medium enterprises, exports, textiles, commercial vehicles, infrastructure and housing.

"This must be accompanied by measures to achieve a counter-cyclical expansion in public investment and in infrastructure sectors."

  • Internal security and preservation of communal harmony; 
  • Stepping up of economic growth in agriculture manufacturing and services; 
  • Consolidation of the existing flagship programmes for employment, education, health, rural infrastructure, urban renewal and introduction of new flagship programmes for food security and skill development; 
  • Concerted action for the welfare of women, youth, children, other backward classes, scheduled castes, scheduled tribes, minorities, the differently-abled and the elderly along with strengthened and social protection; 
  • Governance reform; 
  • Creation and modernisation of infrastructure and capacity addition in key sectors;
  • Prudent fiscal management;
  • Energy security and environment protection;
  • Constructive and creative engagement with the world; and
  • Promotion of a culture of enterprise and innovation.

    Dear Mr. Nagesh Nayak, Bangalore, Karnataka state is the most corruptive state in India and the bjp used its might to corrupt citizens during elections which were rampant. The most code of conduct violations were from BJP. Developments in the state of Karnataka were a big display with mindless planning of roads. Rain water flows on the roads. JDS and BJP were responsible for misembezellment of funds utilized for Shiradi Ghat road. The burocrates are terrorized/spoon fed/dadagiri by the bjp men in the state of Karnataka for the party purpose. Why not Mr. Yeddyurappa stop corruption in the state of Karnataka and the administration. India is the fourth largest economy in the world diligently pursued by congress in the past 50 years.

    The priorities looks good in the paper, hope it is implemented so that we can fulfill the dream of becoming a super power in 2020. Dear President kindly include Anti corruption bill, this will make our system Transparent and also will help the goverment to implement the schemes in a effective manner. Jai Ho Hindustan

    I fully concur with Vincy that the curse in the country today is the legal system- unfair to the old, the aged, the poor and the uneducated. Imagine litigation that spans 15/20 years on the civil side- thats why the goondas and the mafia thrive they meet out their type of justice bad as it is but is effective.

    Break bones and the poor man will sign on the dotted line giving away his ancestral property- threaten bodily harm and all witnesses will become hostile- throw money around and even get a favorable verdict in a lower court that has to be appealed and more to get justice- bribe and get the wrong made into right.

    Madam President,if reforms and swift judicial justice is not offered to the aam admi then they will get frustrated. Tell your Govt to move on this please and move fast

    One Key component is missing in this address, that is of legal reform. To develop as a great nation, it is very important that a person even with no money in his pocket, gets fair justice - swiftly. If it does not happen soon, criminality and corruption will overtake society. Dr. Manmohan singh addressed this once, but it is left open now. I hope Mr. Moily, takes due interest and gets the needful done urgently. A swift and fair justice system, criminal and civil both, I am sure will compliment any progress or development.
