New Delhi, Jul 3: Amid expectations of improvement in railway amenities, railway minister Mamata Banerjee on Friday presented the 15th Railway Budget in the Parliament.

Presenting a promised 'pro-people' budget, the railways minister said that economic viability is not the only index of development.

She went on to add, "People expect to get better rail and train facilities. Development should not be restricted to only few people. People want better connectivity between stations in the nation. My priorities will include better passenger amenities, safety and security and provision of good quality food and drinking water".

Mamata added that an expert committee will be set up to advise her on implementation of the so-called economically unviable but socially desired projects

Mamata Banerjee said that 12 non-stop intercity air-conditioned trains will be introduced. More 'Ladies-Special' trains will be introduced in suburban trains during peak hours.

Railways will sell tickets from 5,000 post offices and tatkal booking time will be reduced from 5 to 2 days.

Banerjee announced that Izzat scheme will be launched for unorganized sector workers- Rs 25 pass up to 100km journey

Banerjee also said that multi-function complexes will be set up in 50 station premises. "Fifty stations will be developed into world class facilities," she said naming those at Mumbai, Kolkata, Bangalore, Varanasi Guwahati, Chennai, Mangalore, Porbundar and Kochi, among others.

Banerjee also said that doctors would be available on long-distance trains.

Special facilities will be provided at 375 stations and economic viability will not be the only index, said Mamata.

Rules for student concession will be relaxed, said Mamata.

Special concessions for media- concession would raised from 30% to 50%.

This is Mamata Banerjee’s first Rail Budget for the United Progressive Alliance (UPA) government and third in her political career.

Highlights of Railway Budget for 2009-10

- No increase in passenger, freight fares

- Rs 1,102 crore allocated towards improving passenger amenities

- Kolkata metro to be extended

- Rs 50 billion increase in budgetary support in 2009-10

- Freight target for 2009-10 set at 882 million tonnes

- Target set in interim budget unrealistic

- Freight cargo increased 5% in 2008-09

- One doctor to be posted on each long distance train

- Rs.25 monthly pass for unorganised sector employees with income below Rs 1,500 for travel up to 100 km

- New "Yuva" fully air-conditioned train for youth

- Yuva fares Rs.299 up to a distance of 1,500 km and Rs 399 up to 2,500 km

- Student concession to be extended to madarssa students

- Student concession of 60 percent on Kolkata Metro

- Introduction of trains for women during peak seasons

- 12 non-stop trains

- New train information system to be started in Kolkata, Chennai, Delhi

- 50 mobile rail ticket vans to be introduced

- ATMs on 200 mid and small-sized stations

- Integrated security scheme for 140 vulnerable stations

- Setting up of a 1,000 MW power plant

- Special recruitment drive for the physically challenged, minorities

- Committee under Sam Pitroda to commercialise railways' optic fibre network

- Private operation of freight terminals to be encouraged

- New factory in West Bengal for making 500 state-of-the-art coaches annually

- "Janta khana" (peoples' food) to be provided at railway stations

- Railways will not be guided by economic viability, but by social commitment

- Seven nursing colleges to provide employment to railway spouses

- Medical colleges proposed to be opened through public-private partnership model

- Cold storages and cargo facilities to eliminate wastage of perishables

- 50 world class stations to be developed on public-private partnership model

- 309 out of 375 stations will be developed with modern facilities

- 50 stations at tourist, religious places to have integrated facilities

- Infotainment facilities on Rajdhani Express for long distance passengers

- Unreserved ticketing systems to be expanded from 5,000 to 8,000 terminals

- Passengers can buy unreserved tickets at 5,000 post offices

- Air-conditioned double-decker trains for inter-city travel

- SMS updates for wait-listed passengers

- 200 automatic vending machines at key stations for selling tickets

- Discount for press correspondents increased from 30 to 50%

- Discount of 60% on fare if press correspondents travel with spouse

    Its waste of talking now.If state & central govt. different means we wont get any facilities as we wish.Its better to make strike in M''lore station till our needs not filled trains should not run.The main needs are:1.B''lore-M''lore day train plus extending to upto Goa.2.Mumbai-Karawara train extending upto M''lore

    .I request all D.K people protest & get the needs by stopping trains in M''lore till our needs fulfilled.Request Rakshana Vedike to cum up in dis isssue.I''m sure if we make strike we will get our needs like matsyagandha express case.

    A good Political gimick by Congress. Upgradation to world class of the railway stations will give chances for kick-backs in process of passing tenders. Morever it leaves an opportunity for reaping in the name of expenditure. Again, KPCC is silent on the taking away of the end point from Mangalore to Kannur. May be they are happy with the good share that they had received in the minstership few months back. Aam Jantha ka bath hene, who cares !

    Its bad news that Bengaluru-Mangalore-Kannur instead of Karwar. Kannur is already well connected by Mangalore. But for Karwar or Goa its only one passenger. So atleast if train connects Karwar then it will be easier to catch Karwar Mumbai or any other parts of India.

    When we compare Indian Railways to China Railways we are years and years behind them in Technology. The Number of people who travel by train in India is ten times more than china. In such a situation whatever facilities we receive in a way it is quite ok and acceptable.

    There are also Certain services like the Indian Postal Service, The Mumbai Dabbawallahs provide accurate and good services. Overall these 3 Public Utility service stands up well in the eyes and mind of the people. When it comes to Govt. Hospital it is the worst in the world. Time special attention is paid to it.

    we all should strongly oppose the proposal of extending the Bangalore - Mangalore train upto Kannur. This should not be allowed to happen. We will be deprived of the train facilities to Bangalore. They can introduce a new train which goes upto Kannur. H M Watson

    extending the train to kannur is a logical step as currently the only train from bangalore to North Kerala does not run between kannur and Mangalore(it goes thourgh a convoluted route through Coimbatore).But introducing one more train and doubling mangalore - bangalore route is very much required.

    indian railwy recognized mlore railway station atleast now, to upgrade it........ thank god....... but it is very very bad news to here that the train is extended till kannur, its is sure that malbari hands worked on it!!!! it was very useful if the train was extended till karwar...... it was good to give one more night train to blore from kannur via mangalore, instead of extending present train to kannur...... also day train to blore is day dream only!!!!

    mangalore is always left behind we need trains only to mangalore and not enroute trains,its same with matsyaganda train why we are been targeted. first preference should be given to mangloreans then to kerala states. please do something. i hope that railway minister will take care of mangloreans.

    No news of Bangalore-mangalore-Karwar/Goa Train. Bad nwes that the extention of Bangalore-Mangalore Train upto Kanur. Good news that the Mangalore Station will be made world class-when God alone knows because earlier Railway Budgets have already given 3 trains to Mangalore but so far only one is running. No news of separate Mangalore Division. Over all something is better than nothing. As usual we have wait for one more Budget 2010.

    Henceforth for Tatkal booking, Mangaloreans will hv to pay, in addition to Tatkal chgs., for the extended mileage upto Kannur also,since the rule is to pay fare from originating to terminating stations.

    Mr. Muniyappa has failed to get a day train from Mangalore to Bangalore. Now the existing train extended up to Kannur, may not touch Mangalore Central. Definitely, this is not going to help who board train from Mangalore Central.

    The comments made by these people are reasonable and agreeable. People of Dakshina Kannada are also human beings. Now is the time for the congress leaders from Karnataka, Oscar, Moily, Poojari etc to come up and fight for the people of Dakshina Kannada.

    Mangalore station will be made as world class is really a good news for the citizen of Managlore. But at the same time this good news is vanished by hearing that Mangalore Bangalore train will be extended to Kannur. Now that train will be called as Kannur Bangalore train and the citizen of Mangalore will not get the sufficeint seats to Bangalore. What about the day train to Bangalore. One more issue has been added to fight against the Government and Railway Board along with the Mangalore Bangalore day train issue.

    It is a big loss to passengers who are travelling to Mangalore. Now it is difficult to get seat in sleeper class since the train is extended upto Kannur. If ticket to be booked in Tatkal quota Ticket fare also increases if the destinations are Bangalore and Kannur. (Full fare of Bangalore to Kannur Rs 150 Tatkal Charges). If day train has been introduced atleast people travelling between Mangalore and Bangalore might have beniffitted. But government thinks only the profit of Railways by running goods train. Human beings of Dakshina Kannda are neglected in front of Revenue of Railways.

For over all development of Karavali Karnataka it is very essential that Bangalore - Mangalore train must traverse to Karwar through Udupi, Kundapur, Byndoor & Bhatkal . This will also help link with the proposed new Super fast train between Karwar - Mumbai. Wake up Karavali citizens and those who rule this beutiful land and fight for your RIGHT!. Otherwise our Karvali will be mergerd with Kerala!! like Kasargod!!!

    Is it necessary to extend current train to Kerala? Instead they could have introduced a new train to Kerala via Mangalore. Same thing happened with Mumbai train .As it is train is running full.
