When the Top Boss him self is corrupt, how we can expect the lower ranks in any government bureucracy. That is the way it is. So every year they repair Roads, They repair Water Pipelines, They keep the city clean ??? It is very hard to break the nexus untill unless Lokayuktha can be empowered by the State Government to arest, convict and punish the culprits with immunity. Ultimately it boils down to Political Will

PWD Engineers taking up big projects are the biggest culprits. Those engineers ask for 50% of the profit from the contractors, which goes into crores as kick backs. These engineers play a big role in releasing of fund for the completed project''s part payments. A project of 5 crores will end up paying 200% more by the PWD due to delay in disbursement of fund etc. and half of the 30% profit from the project do go to the PWD engineers. It’s a big racket.
