Bengaluru: Terms of presidents, vice-presidents of panchayat raj bodies to be halved

Bengaluru, Mar 18: The terms of the Presidents and Vice Presidents of the Panchayat Raj bodies in Karnataka will be reduced from the present 5 years to 30 months under the Karnataka Gram Swaraj and Panchayat Raj (Amendment) Bill, 2020, tabled in the State Assembly on Wednesday, March 18.

Rural Development and Panchayat Raj Minister K S Eshwarappa, who tabled the bill, said no motion of no-confidence would be moved against president and vice-president of all three tiers of local bodies before the 15 months from the date of his or her election.

The Bill is aimed at amending the 1993 Act.

At present, no-confidence motion cannot be moved against the president and vice-president of three bodies within 30 months from the date of his or her election.

The Deputy Commissioner would preside the meeting while no-confidence motion is considered in taluk panchayat and the regional commissioner would preside in the case of ZP.

It has rationalised property tax in respect of industries and vacant land.

The Bill proposes that no tax on vacant land in airport or industrial area or industrial areas where plantations are grown. It has proposed to levy 0.10% tax on the capital value of the property on runway area of an airport.

It has made mandatory on the part of the GPs to provide sanitary latrines to all new house constructed every year.

At present, GP have been asked to provide sanitary latrines to only 10% of the households every year to achieve full coverage as early as possible.

The Bill states that the Panchayat Development Officer has to execute all lawful decisions and resolutions taken by the GP.

With regards to rotation of seats reserved, the Bill said seats reserved for SCs, STs and OBCs will be rotated in every five years instead of every 10 years.

The TP and ZP member would be disqualified for six years if he or she found guilty with regard to misuse or abuse of power.
Currently it was only three years. Again, the disqualification would cease to operate after the expiry of six years from the date of the order.

The new Bill has made MLCs, registered as voter in that taluk, as vice-chairman of the taluk planning and development committee. The MLA was the chairman. Currently, the MLC was not part of the committee. The TP president is co-chairman.

    If this is the case enhance the term of orporation Mayors from one year to 2 and hald half years as cant achieve more during this tenure of one year. For name sake they become Mayors to get a title Ex-Mayor. This should be stopped.

    Need of the hour is to spend less time and money on elections. Also any person needs atleast 5 years to make meaningful impact especially if he has to overcome opposition.
