When liquor was not available there was hue and cry and even Govt and Minsters lobbied to open the wine shops. Reason being
    1) This is legal hence layman or minister will not loose respect.
    2) Many ministers & their relatives own wine shops
    3) Govt. also getting free good amount revenue with out any work being done.

When it comes to drugs no one has a guts to ask for it as this is Illegal . Many people suffered due to non availability of drugs on time same like drunkards.
Whoever gets caught in drug peddling they will be out soon or their family members gets ration. This business is done by rich people with the influence of politicians.
