Davanagere: Doctor turns auto rickshaw driver after alleged harassment by IAS officers

Davanagere, Sep 8: A medical officer who served the health department for 27 long years and had been elevated as district-level officer, has opted to operate an auto rickshaw now, as he found it impossible to bear the harassment allegedly meted out by IAS officers.

Dr M H Raveendranath's case happens to be a classic example of harassment of efficient officers. Dr Raveendranath had been conferred with the 'best medical officer' award for the year 2009-10. However, he faced harassment from his higher officers and was suspended without proper basis. He has now been running an auto rickshaw in this city since the last four days.

On Monday September 7, Dr Raveendranath addressed a press meet where he laid bare the sufferings he has been going through. He was the Ballari district reproductive and child health officer.

"An IAS officer who was the chief executive officer of the zilla panchayat during the period 2017-19 asked me to appoint his classmate as specialist doctor under National Health Mission. After I expressed my inability to accede to his recommendation, he started to harass me. He used to serve show cause notices unnecessarily and verbally abused me at meetings. After his transfer, his successor continued with a similar attitude," he alleged.

He said that in the National Health Mission for 2019-20, he had not committed anything wrong in the e-tender process relating to outsourcing of work. "The officer kept me under suspension without reason. I approached the Karnataka Administrative Tribunal (KAT) challenging the order. The officer could not establish the charges levelled against me. Then he withdrew the suspension order and transferred me as senior medical officer of Sedam taluk hospital. But I did not take charge of that post and questioned the order of transferring me as a taluk level officer from district level, through KAT. KAT ordered me to be given a district level officer's posting, but this order has not been obeyed so far. I am on suspension since June 6, 2019 and my salary has not been paid since the last 15 months. As a last resort, I have been running an auto rickshaw to make ends meet since the last four days," Dr Raveendranath stated.

He said that he opted to operate an auto rickshaw with the purpose of keeping the people informed of the lacunae in the government's system of functioning, besides showing to the people that one can carry on with his or her life if he is prepared to work. He said he will think when he gets an order recalling him for work. He said he is getting satisfaction out of the auto driver's job and added that if he is not recalled for duty he will continue as an auto rickshaw driver. He demanded punishment to officers who have not obeyed the KAT order.

    This honest and straightforward doctor who has the courage to break the conventional wisdom and practices. I salute him for the unique way of protesting.

    It is a wake up call to present government in Karnataka, for not addressing this issue
    Every single day more people see his auto rikshaw, more people will lose faith in current administration.
    I am sure this doctor will get his justice soon, because of the approach he has taken, which normal individuals cannot/may not. He is honest to the core and has lot of confidence in him.

    This is really sad. Corruption is at the core. How much corruption and at what cost such corruption is acceptable? People are suffering due to bullied by higher ups be it politicians or through thier blessings which is not fair for the common man to live a normal life in a democracy.     Why surprise here ? If a tea seller can become a PM, a doctor can indeed become a auto driver too . Or is it supposed to happen the opposite way ?
    But why the blame game to administration, if the people overwhelmingly have elected such an administration, which forces qualified , educated civil servants to such a pathetic state ? The voters and the administration deserve each other.

    This tale is worse. Will IAS officers step down and do the job now done by this Dr? If the pressure was for IAS officer, he must have stepped down and exposed that erring Elected representative. But this Dr has won in KAT which clearly shows that the IAS officer has exerted pressure on this doctor and common man and not that politician. Both these IAS officers are to be sacked and this Doctor reinstated at the earliest.

    It is a disgrace that doctor is deprived for coronavirus suffering patients of the state by a corrupt IAS official. Where is the government of Karnataka? Are they sleeping?.     It is unbelievable but true. I feel sorry for Dr. M H Raveendranath that after working for so many years as a health officer, he has been degraded and also harassed by junior IAS officers for their own benefits. They should be taken to task and fired from their jobs. Where is the law and justice. I is a shame for them that the same doctor has turned into a autorickshaw driver.

    Non performing govt.officers including IAS can be dismissed with the new rule.
    The changes were made in the All India Services (Death-cum-Retirement Benefits) Rules, 1958, in rule 16 (3) through a notification on January 31 this year by the DoPT.
    He should complain against those who were harassing him.This will also be another eye opener to other govt.servants.

    In India, the worst job is that of IAS/IPS officers . They are highly educated and trained to hold the rule of law. But due to their personal ambition, corruption, and pressure from the ministers and elected representatives, they become a pawn to the ruling party. Their ambition to continue with wages after retirement also makes them surrender themself

    It is better to be a private company employee and change jobs if not satisfied than become an IAS/IPS officer.

    I appreciate the effort of this doctor of operating an autorickshaw for his livelihood and also protest.

    I have seen more 10 bridges and roofs were washed out before inauguration. These bridges and roads were constructed during this period spending more than 400 cores for each . You got habit of giving reference 9f 70 years. Why can't the government take against corrupt?

    To get the Govt. Job you either have to be SC /ST or bribe the top officers. 
    Honest officers are harassed everyday & given only the Medals by the Govt. But corrupt officers are given promotions in metropolitan cities to make more money & transfer the shares to his seniors who will also save them when their houses are raided by IT Dept.
