Bangalore: Unexpected Move – Governor Sends Back Prisoners File for Second Time

Bangalore, Apr 13: As the state Governor, H R Bharadwaj, has returned the file relating to the releasing of 294 prisoners based on their their good conduct for the second time, the government has suffered a severe loss of face.

Minister for prisons, Umesh Katti, revealed that the government has received the file back for the second time, without the Governor’s signature.  “The file was returned two weeks ago. After consulting the advocate general, Ashok Harnahalli, I will personally meet the Governor to request him to give his assent to the proposal to release these prisoners,” he said.

“The Governor has now sought clarifications like whether these prisoners had sought for their premature release. We had sent individual files to the Governor. As far as my knowledge goes, the Governor should have given his nod after the cabinet took a similar decision on the issue for the second time,” Katti opined.

The minister said that nine jails located within the city limits, including those in Mangalore, Hassan, Shimoga, Dharwad and Bijapur, will be shifted out of the cities at a cost of Rs 40 crore, for which a provision has been made in the state budget. “The space so vacated will be given to the needy government agencies,” he revealed.

The minister said that shortly, 300 private security men would be posted at the central jail located at Parappana Agrahara in the city.

    State Governments run by Governor on advise of cabinet.

    If cabinet sends recommendation to Governor , he can send it back for review once, if same is approved by Cabinet and sent back to Governor again, he has no other option than sign it, even if it benefits devil, plain and simple.

    Thats what minister says here..., there is no way it can be interepreted it in any other way...

    People who think otherwise either dont know constitution or simply stupid.

    I pity your intelligence and knowledge.

    Governor rules on advise of cabinet, he has no authority to change a comma or full stop.

    The speech governor reads in both sessions of house, it is written and approved by cabinet, he has no power to change a word in it, he must read it if he likes it or not.

    I dont know who gave you permission to enter USA without basic knowledge of democratic functioning.
    let the government submit file to governor Nth time for approval, he has authority for question. He is not a rubberstamp like our CM yeddi who is rubberstamp of reddy's,renukacharya etc.He has to make sure that the criminals have repented to their deeds & changed their motive must not be to contest from political parties(BJP)for election or dangerous to society,As the government has spent so much tax payers money to catch them to make the community safe.if they come out & become president or member of RSS,BD,Rama Sene etc & threaten community.

    The Governor wants to know if these prisoners had sought for such release.He is not tired.He is a law expert and he is fit for the Job.

    This Governor HRB is tired,

    He needs some rest.

    If State says release prisoners because of good conduct and they have already served substantial time in prison, he is asking "if prisoners have asked for release?".

    There is a limit to play politics, this is not one.

    If govt sends same recommendation for second time, governor has only two option, first sign second if you dont like to sign, resign from your post, this third option is strange and weird....
