New Delhi: Government Decontrols Petrol Hikes Diesel, Kerosene, LPG


New Delhi, June 25 (IANS): The Indian government Friday freed petrol from administrative control and hiked the prices of diesel, kerosene and cooking gas in a major policy reform that will help improve its fiscal position and release funds for other programmes.

Taking advantage of the current low international crude oil prices, the empowered Group of Ministers (EGoM) headed by Finance Minister Pranab Mukherjee approved a proposal to make prices of auto fuels market-driven and boost the revenues of oil exploring and marketing companies.

Announcing the decision, Petroleum Secretary S. Sundareshan said prices of petrol "will be market determined both at the refinery gate and retail level".

As a result, petrol will now be costlier by Rs 3.50 per litre.

The government hiked the prices of diesel by Rs.2 a litre, kerosene by Rs.3 a litre and cooking gas by Rs.35 per cylinder.

The politically sensitive decision is likely to stoke inflation which is already high and lead to further rise in prices of essential commodities like vegetables and foodgrains.

"We are fully aware of the sentiments of the people. We are fully aware of some difficulty that it may cause. But, in the larger interest of the Indian economy, it is absolutely essential that the consumers also share the burden of rising prices of crude in the international market," Sunderashan told reporters.

Sundareshan said diesel would also be decontrolled eventually.

But the prices of kerosene and cooking gas will continue to be regulated by the government, he said.

The eGoM took the decision based on the recommendations of the Kirit Parikh Committee, which had suggested decontrol of fuel prices.

"This price which is likely to be very reasonable, being market-determined, can be easily accommodated by users of petrol in the country," added Sunderashan.

He said the impact of the hike on a petrol-driven four-wheeler would be only an additional Rs.190 per month, while a two-wheeler user may have to spend out an extra Rs.30-35 per month.

"If the eGOM had not done this, the under-recoveries for diesel alone would have been Rs.23,000 crore, which is a burden which the government and upstream oil companies cannot bear," he said.

Kerosene, which is distributed by the government on subsidized rates to below poverty level families, saw the largest hike of 33 percent.

"It has to be borne that the price of kerosene has not increased since 2002," said the petroleum secretary. In Delhi, the current price of kerosene before the hike is Rs.9.09 per litre.

Oil marketing companies, which were bearing huge losses on selling cooking gas at subsidised rate, also heaved a sigh of relief.

Sundareshan said that even after the changes, the under-recoveries will still be around Rs.3,000 crore at the current international price of crude at $75 per barrel.

"Government and upstream companies will have to find the funds to compensate the oil marketing companies," he said.

    We can cosider that increase in the prices at international market, is one of the reason for hike in fuel prices but the government is able to negotiate the taxes leived on them, to unburden the common man to some extent.

    India imports about 70% of crdue oil at international market price, de-price control is fine here...

    Rest 30% is produced in india at 7 USD per barrel, why should people pay international price of USD 70 for this???

    With your comments I realized how little knowledge you have on the subject and about the oil prices and its relationship with the world economy!!!

    Let me put in this way, ‘You wouldn’t mind feeding your son till he grows (worst case, probably upto 25-30 years.). As a responsible father you would surely wish that your son should take his own responsibility. Life long you can’t feed him, if that is the case your son wouldn’t know the value of food/money. It is the same decision Govt. has also taken.’ Earlier when you were paying for your son’s food, he did not know the actual cost of the food. But when he has to buy it with his own money, then he would realize its actual cost. It doesn’t mean that seller would get more money now. ‘

    Anyway it is not your fault probably the blame should go to our basic education system which compel to limit our knowledge to the text books and never gives a chance to come out of our well(b’coz of homework, exams etc students hardly get a chance to explore or analyze the matter/subject… which would continue to the adulthood as well, unless and otherwise they get exposed to the rest of the world). I guess it won’t be wrong if I say part of the blame should go to the biased Media.

    The fuel price hike is unbelievable..!! Today we saw an hike in petrol, diesel,Kerosene and LPG price. Just after the anouncement most of all petrol bunks started overflowing with vehicles. Few month ago government decide to hike only petrol price, but why bring up the price in LPG,diesel and kerosene? I am sure the price hike is not going to stop in India. Price hike is not going to help India for the growth. These days fish,fruits,vegetable prices are very high in India. The ordinary people can't afford to have these. How will the poor people in this country sevive? Only petrol price hike will not effect for taxis in Mubmbai or Delhi as all the taxis are run on CNG.

    It is not the way of fulfilling the petrolium companies loss,some how govt should have thought some other way having good political or mathematical brain.Now it is directly effecting comman people life.It is like a day light assault on poor....some one said,tax payers money is being used for the subsidy but tax payer life is some what secured in India,what about poor....they need to struggle for their daily bread day to day.It is not a right decision from UPA.

Now this ll help in lot of Pollution control...like because of the price hike more n more people ll use public transport which ll get revenue to the Government, and this ll help a lot of poor people n poor farmers in India... But make sure the revenue collected in spent back on the poor people which the congress government is been doing for years unlike the BJP Corrupt government which belongs to the HINDUS...     Right decision, on right time. How long can the few percentage of taxpayers bear this huge cost (subsidized fuel, gas, food, loan etc)?

    India has lots of other areas to prove its development. Major developments in the areas of infrastructure, irrigation, education, social security etc needs to be taken care. Even the tax payer has the right to look forward for these developments. Current situation in India is, actual tax payer hardly gets any benefits back and the person who doesn’t pay tax enjoys the taxpayer’s share. Unfortunately very few people know from where the Govt. gets money. I myself heard many times the Govt. employees saying, ‘Why should I do it for you? You are not the one who pay for me, it is the Govt. who pays salary to me.’
    I realized the importance of paying tax only after visiting foreign countries where the tax payer is respected and the Govt. employees treating him as master.

    Govt. has now freed itself from interfering in the petrol price hikes. It cannot hike the prices anymore. Now onwards it is the International Market which decides the petroleum prices. Also please note that we have right to point at someone only if we prove ourselves better than them. I am not sure if you are also a world respected/recognized economist or have an honorary doctorate from a world recognized university.     This decision was long over due.
    The prices of fuel (petrol and diesel) should be decided by the market forces and not by the Govt. India has discarded Nehruvian socialism long ago and there is no role for the Govt. in deciding the prices. This is a right step.

    am for increasing price of LPG as 50% is misused in cars.we should speed up gas network of country. CNG is much cheaper.also pertrol and diesel prices could be decontrolled without increasing price if govt had reduced excise duty little bit.
    anyway inflation is high, salaries will not improve.anywhere in the world fuel and food will become expensive due to overconsumption by mankind.

    As much as I hate congress, this is a bold and welcome decision from current government. We are moving towards true American style capitalistic market economy where the crude price in international market will decide. So if tomorrow the crude becomes $35 / barrel (highely unlikely) petrol in India will cost Rs 25/litre. But if crude becomes $140/barrel as it had happened last year petrol will be Rs 100/litre.

    But looking at the prices I still don't think the deregulation is complete because diesel is cheaper than petrol in India. Diesel costs more to manufacture than petrol and should cost more. So request the government to completely de-regulate the petroleum industry.

    Great. UPA Govt wants to save oil companies & decontrol petroleum prices. Petrol, diesel, LPG, kerosene becomes costlier. Bus fares, auto-fares will go up. Poor & middle classes will suffer. So what? MPs have already given themselves a hike in pay, emoluments, allowances. Who bothers about aam aadmi, who is rembembered only during elections. Why isn't aam aadmi important when MPs hike thier pay-salaries?

    You comment Karnataka is a No. 1 state in India – from which side?
    I even suspect on your academics. Petroleum products are not grown in our backyard and need to be imported. Pricing of these products are driven by global market conditions and if at all you read the newspapers kindly check the price of international crude.
    Finally under UPA’s rule India is poised to be the fasting growing economy in the world and I guess you live in a metro city. Just look out of your window – every second car on the road is a new sedan. If people in India can afford new flashy cars, increase in the price of fuel by a few rupees is no big deal.

    May be a hike is necessary, but not this steep. Government should keep in mind that comman man in this country has to live his / her life. Essential Commodities like cooking gas & petrol / Diesel hiked so HIGH is un acceptable.I only wish Government starts thinking practically about comman man of this country.
    My wish is that Govt starts looking at expenses which are incurred by Govt oficials, office premises, Govt office vehicles, public funds etc etc If only these things are regulated and brought under control, I am sure we will be much better in inflation than what we are today.

    Citizens are taken for ride. Every issue is referred to GOM.Why they not suggested for reduction of Taxes and duties. More the hike in prices mean further income to the











    It is bad trend.Increase in prices of petrol means more income to the Government.They should reduce the taxes to a reasonable level. Prices will soot up.Common mans burden will increase. Let there be market income also. The concept and thinking of the government must change.

International crude oil price may variable, but our consumable price and transportation price only upper side its not variable even crude oil price come down also, this danger for common man.     Its immaterial which ever party rules country or state what is important is it should work towards well being of the country people. The UPA government must have considered all factors before hiking the prices I would say the most essential commodity, fuel which in turn will have automatic impact on prices of other day to day essentials. Already the people are burdened with the prices of groceries etc. either people have no jobs or jobs with meager salaries while find very difficult. The govt. should think about people in large.

    While the Govt. should work towards well being of the county and people. The foremost thing which is important is communal harmony. Irrespective of any religion caste and creed. This silsila of increase of fuel prices started since the BJP took over in centre.

    Yes I fully agree this kind of price rise is unbearable.

    BOLD decision of Central Govt.Govt will give more than 1 lakh crores PER YEAR as subsidy to Oil Marketing Companies and will raise this amount by taxing common man. Rich people will enjoy car ride on money subsidised by common man. Now there is fair play.

    You enjoy car ride on your own money since petrol prices are decontrolled. Yes, of course there is some price rise due cascading effect of desiel price rise and this will compnsated by lower taxes by govt on long run. ANY WAY HIGHER AMOUNT COLLECTED BY WILL GO THE GOVT AND ITS PEOPLE AND HENCE NOTHING TO WORRY PLEASE.
