Mangalore: Driving without License - Teenager Kills Two Workers

Manglaore, Aug 21: Two workers were killed when an under-aged teenager, who was driving a car without his parents' knowledge, rammed into them at Panambur here on Saturday Aug 21.

The accused has been identified as 15-year-old Akash, a resident of Falnir and student of Cambridge school. He was driving a Scorpio carrying the license plate number KA 19 M A 1222, when he lost control and crashed into the two workers who were waiting at the bus stop.









According to reports, the student had been warned about his driving by the residents of the area. The incident took place while he was returning home.

The deceased have been identified as Ganesh, resident of Tokur who worked in Baikampady and Deekshith from Kadri. Incidentally, Ganesh's wedding was already fixed.

A case has been registered in the Panambur police station in this regard.

    Dear Readers,
    Do you all know about the following?
    1.South Kanara Traffic Police system & Dept. are one of the most irresponsible & lazy Dept.(even corrupt)
    2.Over taking a vehicle from left side is an offence
    3.Over taking on single track bridges & flyovers is also an offence
    4.Using straight high beams (head light) with in the city under street light also not allowed (how many are aware of this & following, people are starting the vehicle with high beam, what a shame?)
    5.Govt. is trying to provide us dual roads, but people are trying to use short cut & driving in opposite directions to save time & fuel.(But not a single Traffic police stops them)
    6.Heavy vehicles like trucks & tankers etc are suppose to drive on slow tracks(outer track & allow the other vehicle to go ahead with out blocking,but even dangers Gas tankers are driving in fast track by blocking the other vehicle )
    7.All the vehicle should have the rear side lights, so that the vehicle behind them can adjust the distance with in them to avoid any accidents.
    8.Material loaded on the vehicle should not bulge out of the vehicle’s body & create obstruction to others. Even the materials like sand, soil, gas or oil should be covered properly & avoid spreading out any leakage.

    Dear Readers,
    Mistake is mistake. After reading all the comments over here, I feel really sorry for the lack of knowledge of few people who blindly writes here.
    If you say it is not the Parents mistake & they are not aware his son took the car, do you think this boy learned the driving on the same day Or Parents never noticed he was learning how to drive?
    If he is a minor & should not be funished,do you allow all the minors to drive like him & kill the innocents on the road? What’s the mistake of the persons who lost their life, is it their poverty, so they can’t buy a car they have to wait besides the road for the public transport.
    Why you should not blame the Traffic system or Traffic Police Dept. for such accidents?
    Please come to Manipal,you can see a local Girl of 14 – 15 years of age daughter of a Driving school Owner teaching driving to Elders. 12 year old boys riding two wheeler but Manipala Police are busy with collecting money from out station students who rides two wheelers with license during late night.
    You will find the Traffic Police only during any Politicians visits or during any festivals in south Kanara. That also just likes a scare crow. Not in real action.
    But the sad thing is not a single person takes action to improve our traffic force.

    simple solution.. and that is to put the father in jail, for despite being warned by the resident of the area, lets his son drive "without his knowledge". Only then, will the so called "well-to-do" not give vehicles to their under aged children.

    What the heck should get a second chance? He must be punished even if he is so called minor. Even a 1st std baby can know what is the value of life. When death happens in an accident, the driving person should not get bail when it is clear shows the careless of that person.

    Boy must be put behind bars irrespective of money involvement. If 25000 can be paid to bail him out, then more cases will be there like him. Indian Traffic laws are bogus. If you have money, you can pay your way out.

    Thanks Jaimini for the . Rs.25,000/- for two precious young lives. The teenager is already out on bail and after few days will be back to some mischief and stunts. I urge the people not just to comment but to see that the parents of the boy to compensate lifetime for the two youngsters family who died for no fault of theirs. This will serve as a deterrent to those rich parents who think their children can do anything and everything.

    Two persons lost their life just because of the negligence of Akash(Driver), Parents of the victim will suffer most of it. for this the law must make the Drivers parent to pay the huge compensation to the victims family so that they will not suffer further without the breadwinner in their family.

    It is mentioned in local newspaper that teenager went to beach early in the morning with his friends and did some WHEELING.(Wheeling:Riding bike on one wheel or car on 2 wheels)After practicing such a dangerous stunt with his friends,he hit 2 innocent persons who were waiting for the bus.One of them was going to Sri Devi Engineering college to pay admission fees.Important thing:Boy's father is in Muscat and boy took car key from his mother.Latest news is that boy was released on RS.25,000/- BAIL.

    This is a horrible incident.... We can blame parents.... We can blame RTO... We can blame kids... who else left to blame... ?

    Today the world is like that. There are people who eager to demonstrate the ADULTY behavior of kids. My 2 years boy is a Computer Programmer... My 1.5 year girl beated all at Math Olympiad. My 5 year old son did Stomach surgery (One Doctor Father came to light by this news some times back)

    On one side Thirst of parents about WIZARDING their kids.. Another side - Ease of use of Technological devices by under aged like such a heavy vehicle may have power steering. Easy to operate.

    Instead of blaming one another, we have to find and adopt some technical solutions to these problems and strict legal implementations.

    Boys won't listen to their parents words. Now parents are in trouble.

    1. Issue Digital License cards and those who hold and checked like finger prints only Allowed to start vehicle.

    2. Track the movement of vehicles by GPS. If any vehicle is not following the rules make that vehicle's engine auto off.

    3. Synchronize the speed of vehicle with zone limit speed and not allow the driver to raise speed auto speed down.

    4. In buses - Prohibit standing. People are Human beings. Don't make buses as carriages of Sheep. Rush in buses disappear. Are Bus operators ready for this ?

    5. Prohibit Rickshaws. Let rickshaw become history. So many cases of misguiding, harassment etc... Enough is enough.... Offer only regulated 4 wheeler or Taxi.

    Hi all, How right you can be, not blaming any one…. Bcos your fly members or you were not killed in that accident. So nice to blame the RTO…if that was the case… so many other vehicle ply on that road… why did not they kill at least one person each. Is it bcos of the bad road or bad driving skills. Don’t blame the boy, he is not that little that he does not understand what driving is, what killing is & what is it not obeying the rules. But Money talks. Parents are not to be blamed too…. Cool thought by some brains… let me tell you, like that kid I too was born with around 10 to 12 vehicle in my house. Even fly member had a vehicle l in my house. I did not even get a chance to drive, even after learning to drive. It was 3 months after I got the License, I got the right to take my dad car on the main road only few days during the week. There were rules in my house.. that is bcos of my parents, they were educated & we obeyed them. No one dared to break them. Now with this situation it looks like we have to blame the God, Bcos, he gave this parents money but no brain, he gave this kid knowledge but no skills, he gave the two who died the gift of life but no rights to live. What I saw is we are all talking like a bunch of illiterate.

    Very sad to hear the death of thw persons. May their souls rest in peace. Nothing will happen to the boy as he is a minor and there are not proper rules laid down by the Law. Here the court should come in and the parents of the child should be made to compensate a huge amount as the two were the bread winners for the family. All cases of death thru accidents should be made to Pay Blood Money to the family who has lost their dear ones. Then the motorist will realise the value of a person and the accidents will be reduced.

    I blame this on our RTO. They are more busy collecting bribes and harassing the innocent in the name of checking which is an eye wash to collect illegal bribes. The local buses, school-trip autos and lorries are either over-crowded or over-loaded and travel in dangerous speed but the RTO look the other side when these deadly missiles pass under their nose.
    The RTO is very seriously in trouble and the whole system need a complete overhaul as early as possible or there will be more such tragic incidents.
    If you check few public transport vehicles, most of the drivers are partially blind and they flaunt all the rules like chatting with their collegues or talking on mobile while driving racklessly.
    There are many rich under-aged children who uses either their siblings or parents vehicles more of time with their seniors approval and the RTO knows about this but who cares? For an over populated country, a few commoner's death by the negligence of the system and the richy richs is not a big issue.
    Sadly there will be more death due to those horrible creator filled dirt tracks called Indian roads. MCC is not even bothered to fill the big pit like gaps on both the side of those newly concreted roads which are very-very dangerous for the 2-wheelers and senior citizens but are the bothered? All are under the mercy of miracle escape. God! save us!!

    Does this boy need to be forgiven - not never. He destroyed two lives, one - a student and would have been the breadwinner and future of his parents and other, I know not, may be a breadwinner. How is this boy and his parents going to compensate for the pain, agony and loss that this two families have suffered and will carry on with this suffering. As you mentioned, the boy hails from a rich family, obviously the family does have high connection both politically and with the key law personnels and will ensure that boy will get out free besides his advantage being is underage. Surely this is not the first time that Akash has driven the car and his parents are aware of his behaviour. Yes, they are the actual culprits not Akash.

    It has become a fashion for parents to take pride in the achievements of their teenagers' even if they do not take pride in their study-performance. Driving vehicle at a very raw age, operating computers, excellent stage performance etc. have become a matter of pride for rich parents who show of their wealth through their children. And for such spoiled young students, who do not care for the law, rules and regulations, it is a matter of performance to attract the attention of the public and esp. attention from girls. Akash might have been distracted in the similar fashion. His parents should pay enough compensation to the deceased and pay regular visits to their families.
    Having no license is not a criteria for punishment, as even license holders commit the same crime of reckless and careless driving, killing pedesrtrains. The civil and traffic police should fulfill thier responsibility of checking the driving lincense, and if found without it sholud be in the police custody for one day instead of taking bribe and leaving them.

    Under age driving without license is more common than detected, particularly bikes. This case has come to light due to the accident. the police/authorities need to be more vigilant and stop suspects. Public too need to co-operate by giving information.     Mr. Kirti, Mangalore, you have suggested the Police to book the Father of the boy to book him under Section 304A of IPC which is Cognizable and Bailable offence. But I suggest the Police to book both the parents(FATHER AND MOTHER) under Section 304 Of Indian Penal Code, which is culpable homicide not amounting to murder, Cognizable and Non-Bailable offence. Let the Insurance Company, which is dealing with Public Money deny the insurance claim for the irresponsible parents acts but the Court impose heavy penalty, Jail Term of 10years which is prescribed under the section 304 IPC, and exemplary compensation to be recovered from them for their act of giving vehicle to minor boy of 15 years old, rather than recovering from Insurance Company which is dealing with Public money. This will be deterent for others to drive a vehicle without valid license. There are many who drive vehicles without valid license in Mangalore, thus endangering their lives and also the lives and property of General Public. I request the Police Department to act in this regard and take strict action against drivers who do not have valid license.

    Very unfortunate that such an accident has taken place and proper action taken. It is evident that the parents are solely reponsible and more so because the father must have taught the son to drive without him holding a licence. Apparently, the school has nothing to do with the accident having taken place in Panambur. The newspaper should have taken the trouble to give the name of the parents rather than the school.

    Very sad indeed two people loosing their live for no fault of theirs. What if they were the breadearners of their family. This boy will also, come out on bail with a meagre amount after few days when the news cools down.
