Mangaluru: 11E sketch for land conversion still a requirement in Dakshina Kannada

Mangaluru, Jul 6: The most difficult issue in land conversion in Dakshina Kannada is the rule of the mandatory requirement of an 11E sketch of the land. The divisional bench of the high court has quashed the requirement of this six months ago. However, it is still not implemented in the district by the revenue department.

The high court, in its verdict, given six months ago, said that it is legally not right for the 11E map, given by the survey department to be made mandatory while the land is converted to non-agricultural activities.

If a person wants to buy or sell land 11E map is required. This has to be given by MUDA in the city area and respective town development authority in other areas. Complaints were heard that citizens have to call the surveyors at their own cost and that it also leads to delay and corruption.

When a person applied for land conversion, the map will also be there in those records. So there is no need for one more 11E map for registration. The state government had implemented the 11E map rule a few years ago, which made the life of buyers and sellers of land difficult and time-consuming. Many people from the district opposed this and approached the court which quashed it according to clarification given by Hanumantha Kamath of the civil rights defence forum.

Kamath said that earlier public was facing inconvenience as thousands of applications for land conversion were pending. Due to the verdict given by the high court land conversion has become easy in Dakshina Kannada. Though the court order is given to the chief secretary of the state, the land surveying department, DC and deputy director of the land surveying department did not implement the same. The same old tough rules are being continued.

A revenue department officials said, “The verdict of the divisional bench of the high court has caused issues to the district administration of Dakshina Kannada. The requirement of an 11E map is not only limited to Dakshina Kannada but is followed throughout the state. The high court has given relaxation only to the DK district. Without the 11E document, the process of land conversion cannot be done on the online portal. In addition, if the 11E sketch is not there, it will not be possible to get the exact measurement of the land which may cause legal hassles in future.”

Government has to submit an appeal at the Supreme Court against the verdict given by the high court. But so far no decision is taken in this respect. As the district administration is facing a technical issue, it is not following the high court order and the applications are received only with 11 E sketches.

District in-charge minister Kota Srinivas Poojary said, “The district administration has not received the copy of the order of high court quashing the mandatory requirement of 11E map for land conversion. Once the same is available, the discussion will be held with DC and a decision will be taken on a future course of action."

    We are six members of a family appealed tosomawarpet court for partition of our ancestor property located in kodlipet town limits 8 months back appointed court commissioner for conducting survey , the entair town DURASTI is not done hence Survey is not possible to conduct. The same report submitted to court .we all are senior citizens appoched tahasildar ,Taluk officer ,pdo ,etc . to up date / durasti . but not succeeded , recent high court order 11E can help for our problem . Please advice

    Why still there is no Land conversion happening in Moodbidri? And what is the Zone implementation? (Green zone for agriculture)? , Any government websites provide information regarding this? Please help me out with the information.

    Land records of Mangaluru taluk cannot be found in Karnataka state government web portals of BHUMI and UPOR. Total confusion and High coruption. This is edabidangi bajapa sarkara for you.

    This is going on and on ... Most of the land is agricultural lands and as per government rule that has to be converted to commercial land prior to constructing a house or xyz building. The question is, till date within corporation area they (government/corporation) don't allow commercial agriculture and farming activities, in so called present agriculture land. And where you need to the conversion ????. People has to go to property registrar, corporation, muda ......... why ?????? to fill the political chelas bags????. Please
