People are dying due to hunger: SC directs Centre to formulate scheme


New Delhi, Nov 16 (IANS): The Supreme Court on Tuesday noted that people were 'suffering from hunger and dying of hunger', and directed the Centre to develop a scheme, after consulting with various state governments. The top court was hearing a plea seeking the setting up of community kitchens across the country, to address hunger and malnutrition.

A bench headed by Chief Justice N.V. Ramana told Attorney General K.K. Venugopal, "See if you want to take care of hunger, no constitution, law or court will say no. My suggestion again is...already we're delaying, so further adjournments won't help... We'll give you the final time of two weeks, please hold that meeting (with state governments to develop a scheme)..."

The Chief Justice told the Centre that 'people are dying of hunger and malnutrition is a separate issue, and do not mix them', and added that it is not bothered about the international malnutrition index, but it's only aim is to curb the hunger issues in the country. The bench said for any welfare state, the first responsibility is not to allow people to die of hunger.

At the beginning of the hearing, the bench, also comprising Justices A.S. Bopanna and Hima Kohli slammed the Centre stating that it appears from the affidavit and submissions of the Centre that it is still in the process of gathering suggestions on the matter.

The bench noted, "It looks like the government is not in a mood to implement the scheme..."

After hearing detailed arguments in the matter, the top court said it will grant three weeks' time to the Central government to come up with some scheme which can be agreeable by various state governments also.

The bench noted that if state governments have any objection, it will be taken up in the next hearing. "We direct all states to cooperate with the Government of India in coming up with a scheme...", said the bench.

The petition sought subsidised canteens in all states and union territories to ensure food security, in the backdrop of the havoc wreaked by the pandemic.

    Strangely, Musk the US billionaire asked the UN how a few millions from him will reduce hunger. Please read the report in Daijiworld, and my comment to Musk on Food Banks, and serving hot meals to the poor and hungry. Ordinary people are mindful and care about the hungry and starving. His billions and of others, the millions of multi millionaires, and even ordinary people, can eliminate hunger if they have a heart and if they care about their own after life.

    Noted two have disagreed with my suggestions, probabl y it is the same one person. No one seems to appreciate the idea of food banks and the responsibility of each and everyone to help ameliorate the condition of poor and starving p;eople to save them from dying. Does this mean that the majority of readers don't care or have nothing to contribute to solutions; instead want their tax money to be spent for that purpose. May be the people at large should be asked to pay 1$ of their taxable income for this purpose and get a receipt for tax deduction, if that is what they prefer and let the ugly situation be swept under the rug, and look the other way as they do with beggars and lepers. .

    To The Honourable CJ and Judges of the Supreme Court: Please come up with good suggestions instead of asking the Centre and the States to set up a publicly funded schemes. Every citizen in the country, and more particularly the rich and well-do-do, especially the filthy rich, have an obligation and the least they can do is to donate food uin an organized way to FOOD BANKS and support that initiative. At least have a bit of kindness to poor and hungry people. Food banks are organized even in rich countries like Canada and ordinary people support with donations of food items, and charitable Missions supply hot meals to the poor and hungry. Can you, honourable judges, stop preaching and come up with some kind of suggestions on the lines of the above, instead of pressuring bureaucratic governments to come up with solutions. Even the tax system could be used, even 1% of GST can be set aside for enabling the operation of food banks.

    Solution to Hunger is not only the State's duty and responsibility, every person has also the responsibility to ensure that nobody goes hungry. Many well off citizens donate to causes that do not include aboliion of poverty and hunger, instead they help to build castles for causes where they can be recognized as philanthropists. People have the moral duty and responsibility not to let people die of hunger. Together they can join in private initiatives where they can set up FOOD BANKS and invite everyone who can afford to donate food items, even in small quantities, which can be distributed at various centres by people themselves and not look for government handouts. Food Banks, self funded and encouraged by governments of both the Centre and the States as charitable organizations, are seen in Canada as well where ordinary people regularly donate food items and volunteers distribute them at established locations. There are many centres where cooked meals are served for poor people. Is that too much to ask society in India?

    If Farmer’s demands are not met then this issues will only get worse and people would reach the ultimate bottom and have nothing to lose by then but only to gain by stepping on the streets and fight for survival. BJP govt will get verdict from People’s Court much before 2024 elections.

    Modi Govt is pretending all is extreemly well. Main stream media is down playing the sufferring of people, which are mainly because of wrong policies and misgovernance. Anyone trying to wake the govt from its deaf, dumb and mute pretendence, they get tornmented with various means. CurrentCJI is the only hope for the nation, as he speaks at least what people are going through. While at one side people are dying on the otherside Modi Govt is busy with PR and Adventure shows for UP elections, using our defense forces capabilities.

    The BJP Govt has become an Ostritch and has buried its head in the sand. Regrret fully exiernal agencies have to remind the Govt of the Hunger being faced across he country with the poor populatiom. We have also lowered our positionn in the world Hunger Index.
