Bangalore, Nov 28: Great caution needs to be exercised with regard to the proposed entry of foreign universities with taking a selective approach to identifying such varsities, said Rajya Sabha MP and former Planning Commission member Balachandra L Mungekar.

He was delivering a lecture on reforming and restructuring India’s higher education in the city. The lecture was organized by Bangalore University in association with S Nijalingappa National Foundation. The permission should be granted only to few of the best universities and acting liberally in this regard, he said.

Mungekar stressed the need to rationalize the fee structure in higher education so as to make it more affordable.

Speaking on the Eleventh Five Year Plan, Mungekar said if education was considered to be the tool to bring about total change, it should encompass the three E’s- Expansion, Equality, and Excellence. “Human resources constitute the wealth of a nation, while capital and natural resources are only passive agents," he observed Balachandra Mungekar.
