17 Days of Parliament Deadlock Costs Nation Rs 132 Crore

New Delhi, Dec 6 (IANS): The non-functioning of parliament is proving very costly for the nation. With the expenditure for each day lost estimated at Rs.7.8 crore, the cumulative loss works out to Rs.132.6 crore ($30 million) for the 17 consecutive days parliament has not been able to transact any business so far.

Barring the first day of the ongoing winter session that began Nov 9, the Lok Sabha and the Rajya Sabha have not functioned normally for a single day since then.

The two houses were adjourned Monday for the 17th consecutive day over the opposition's demand for a Joint Parliamentary Committee (JPC) to probe the allotment of second-generation (2G) telecom bandwidth to mobile companies in 2008, and the government equally determined not to set up such a panel.

The government maintains a Public Accounts Committee of the parliament, headed by an opposition MP, is already looking into the issue.

Amidst the din, the government took up and passed the demands for grants (general) and demands for grants (railways) in the two houses last week.

According to official figures, the total budget of the two houses of parliament and the ministry of parliamentary affairs for 2010-11 is nearly Rs.535 crore.

In a year, the parliament meets thrice - the budget, monsoon and winter sessions. In the past five years (2005-2009), there have been an average of 68 sittings per year. That means, the expenditure for each day of a session is nearly Rs.7.8 crore.

Since the parliament's establishment, including the Lok Sabha and Rajya Sabha secretariats, works round the year the expenditure per day has to be worked out according to the number of sittings as the entire staff, logistics and other expenses are incurred for the institution to conduct its legislative business.

The Parliament Library's reference section adopts a different model of calculating per day expenditure. On the basis of 245 working days in a year, it calculates the expenditure of the two houses at Rs.2.12 crore per day, of which the Lok Sabha accounts for Rs.1.42 crore.

Both the Congress and the opposition are putting the blame on each other for the stalemate and the consequent loss of time and money.

Communist Party of India-Marxist (CPI-M) leader Basudeb Acharia, blaming the government, told IANS: "We are for normal functioning of parliament and for debate and discussion. If the government had agreed to the demand for JPC on the first day, parliament would have functioned properly. The stalemate is due to the government. Why is it not conceding the demand for a JPC. There have been four JPCs in the past 19 years. It (2G allocation) is such a big scam."

Bharatiya Janata Party (BJP) spokesperson Nirmala Sitharaman said JPC was the only instrument to look into the multi-dimensional 2G scam.

"Somebody has to answer for the scandal. It can only be done through a JPC. If necessary, ministers have to be summoned. How do you pin the people responsible for giving the clearances," she said.

The government has ruled out a JPC.

Parliamentary Affairs Minister Pawan Kumar Bansal said a Public Accounts Committee (PAC) was already looking into the 2G spectrum controversy.

He also trained his guns at the opposition lawmakers, saying that while Congress MPs had decided to forego daily sitting allowance of Rs.2,000, the opposition MPs were claiming the amount though "they were not ready to let the house function".

Bansal said before the start of the winter session last month, the opposition parties had given a list of over 20 issues but were not willing to talk on even a single issue now.

Turning the heat on former Telecom Minister A Raja, the Central Bureau of Investigation (CBI) carried out raids at his residences in Delhi and Chennai besides carrying out raids at the premises of seven of his key aides in connection with the 2G spectrum scam in Delhi and Chennai on Wednesday. A team of about 80 CBI sleuths raided began the operations in the wee hours in Delhi and Chennai at the residences of 47-year-old Raja and the other officials.The CBI team also raided the residence of Raja's business partner in Chennai.

    Cash for votes - JPC ordered. Nothing happened. Nobody today knows who was the master mind behind, what was the objective. It took couple of months and finally ended up with no results. BJP wants similar probe, as there are too many of theirs involved in.

    Sonia cannot accept for JPC because 75% of money gone to her swiss account. So JPC is done everything will come out & then she has to escpae to Italy. Same way she cannot ask CVC Thomas to resign, one she can request him to resign by giving some share in 2G money. If she force or suspen Thomas, he will reveal everything to public how the 2G money has gone to her account. She is an smart GHORI & she is not doing any favour to India or Gandhi family, its her business here in India and many fools support her.

Sad to find such a disgrace in one of the world's largest Democracy.This amount Rs.132 crore could provide employment to all the educated unemployed of Northeast India for their lifetime instead of wasting it within 17days.

    Vazir I second your opinion. Why is the opposition pressing for JPC? Since when parliament become a judicial body? What is the need of JPC when investigation is already going on? India has seen 4 JPCs in the last 25 years and all four have failed give a satisfactory report. The first was set up in 1987 to probe the Bofors scaml while the second came in the wake of big bull Harshad Mehta scam while the third was at the beginning of the new millennium to investigate Ketan Parekh case. The fourth was set up to investigate the pesticides residue in beverages and recommend standards. All of us know what has happened with these. Then why do we require another committee that yields no result? Further the case has already been taken up by Public Accounts Committee which itself is a JPC? So how two JPCs can be constituted for one case? Further Congress will not give into JPC probe since even a failed JPC on Bofors had crashed its hopes in the next elections. However the present impasse is nothing but an irrational tug-of-war between the ruling and the opposition parties in the name of people. But sadly people are hardly in the picture as both the sides are eyeing the 2014 election. In the bargain both have forgotten that impasse on JPC probe will allow the actual culprits to play with records, buy and sell whatever proofs. On the other hand it shows how mean our MPs are and how have they lost respect for parliament and its proceedings giving way to ego clashes and political deals.

    This statistics does not tell any thing. Assume that Parliament functioned normally - Would it have saved 132 crores? What these MPs would have achieved?
    And why a simple demand like JPC could not be agreed - it would have achieved nothing (remember JPC on Bofors?) that is another issue.

    Shankar & Naushad why don't you blame BJP, which saw nothing wrong in allowing Yeddyurappa to stay in power despite documentary evidence of his corruption, nepotism & irregularities when DMK's Raja was forced by Cong to resign & Supreme Court is monitoring the investigation. What will JPC prove that SC will not? Why blame Sonia Gandhi for BJP's obstinancy?
