Mangaluru: Fine for chewing pan masala, zarda while driving – New rule from RTO

Mangaluru, Apr 29: The Regional Transport Office (RTO) of the city has come up with a new rule. They will slap a fine on drivers if they are found chewing tobacco-based products while driving.

Recently, when the RTO officials asked a truck driver to show the documents during the checking, the driver had mouth full of gutka and could not speak to the officials properly. The checking inspector, who got infuriated because of this, slapped a fine on him.

Ramesh Vernekar, an officer of RTO says that there is a rule to slap a fine of Rs 3,000 if one drives after consuming alcohol. Now, we will consider gutka or pan masala as a narcotic and slap fine if people are found to have consumed them while driving.

Vernekar says that most of the drivers justify that they chew tobacco products to prevent them from getting drowsy while driving. But he says a penalty will be slapped on such offenders also.

Vernekar says that it is not possible to book a case and produce the person in court as they have to produce the sample of the driver’s spit. So they levy a spot fine and close the case.

Social worker Ashish Kukkaje says, “Tobacco chewing is already prohibited in the campuses of educational institutions and religious centres. Mangalore RTO has taken a very good decision. This will not only prevent drivers from spoiling their own health, but also prevent them from spitting on roads. This should be applied on drivers and riders of private vehicles also.”

    Pan is our culture and will remain for time immemorial... Gutkha is a menace that needs to be rooted out... But saying/commenting is easy... Gutkha industry is very rich and use expensive stars for adverts... It may never be questioned unless India is governed by Kim Jong-un type of dictator and wants to ban it...

    Dont do this for namesake. Implement this rule with true spirit. Police should also raid some shops who deal or sell these products. Otherwise the very purpose of introduction of this rule will be defeated like other rules.

    It is a good step taken from RTO. However, there are still more measures needed to be taken such as speaking on the hand free devices, eating, drinking and talking while driving. Even in emergency, as far as possible, it is advisable to dial after stopping the vehicle. In some countries, beer, wine or alcohol is prohibited to be carried inside the vehicle, but, that has to be kept in storage area (dicky). Drivers should realize that a moment of carelessness may mean a lifetime of regret for himself and passengers. In some countries. there is a board on the buses "Do not talk with the driver, while bus is in motion". But, I found in our buses from Kinnigoli to Mangalore, a girl or a friend of the driver sits near him and they talk loudly from starting to end of the journey with impunity !!!

    Why does not a RTO official go outside a Bar and see so many riders and drivers consuming alcohol and later on the road. They are all well paid by the bar owner in the form of "hata " to run the bar business. Not only the RTO the traffic police also won't fine people who are in a bar if they have parked their vehicles in a no parking zone, Because here also the bar owner gives a regular hafta to the police.

    Recently I had a word with a senior Traffic Inspector as to why they stopped Alcohol testing in the night? He gave me a lame excuse of Covid so we stopped. 99% of the vehicles roaming at night are all DUI which includes police personnel too who drink and drive. Whose to blame? Making these rules can't be implemented until the Supreme Court agrees.

    Great move .. But it would be really nice if the same rule would have applied even to the passengers... You won't even realise when they spit on you while traveling in two wheelers.. they don't seen around..

    Absolutely and it is a nightmare for two wheeler riders! I have personally experienced this many times while overtaking buses. Gutka/pan should be totally banned inside public transport.
