We have to take a leaf out of US states now legalizing some recreational drugs which aren't habit forming but have medical therapeutic use for those who have uncontrolled epileptic attacks & cancers. It has been found CBD oil(which has no intoxication) can heal some cancers & tumors too while relieving pain of cancer in end stage patients. If any govt bans any products natural or man made then it creates underground market for the same & illicit trade flourishes with criminals entering the field as banned products get more in returns & law enforcement agencies make hay with complicit support. In those US cities where it has been made legal in minute quantities per day there are no crimes reported with peddlers to suppliers having no profit as a result. In other places carjacking & gun shots are exchanged between rival gangs as they have a thriving market. Deal with suppliers & producers instead of addicted end users who need therapy to come out of the vice.
