Seeing disagreement to my comment (either due to political or religious allegiance) , I would like to point out the poignant view Czech republic took towards a flood of British pound rich passengers enabled by a 20 pound trip of Ryan Air from Britain to the this cash hungry former Soviet block country, but now part of EU.

British tourists, mainly the young flooded Czech with expensive pound and most sought after currency and disturbed the sound sleep of Prague by their conduct. In order to not discourage their fond of wild parties in the heart of their pride called Prague, Czech republic decided to allow bars, restaurants and hotels to accommodate these wealthy tourists very close to the airport (which was anyway far away from the City as Ryan Air chose least utilized airports of the city due to low cost model), so that these unruly tourists did not spoil the spirit of Prague but Czech republic as a whole benefited from their largess se and richness, whilst the tourists got rich value for the money spent.

Why drive the urge underground when you can enable it with little tweak and enable win-win for both?

Open areas where people can join together whilst maintaining social distancing should be considered. The traditional hotels and restaurants are not safe. Government should innovate whilst promoting healthy drinking dos with permission in open air rather than in closed setting ideal for virus spread.

If citizens also cooperate and not indulge in nuisance, such moves in the end will result in revenue for the Government.
