Relief for Yeddy: Centre Rejects Governor's Report

New Delhi, May 22 (PTI): In a snub to Karnataka Governor H R Bhardwaj, the Centre tonight rejected his recommendation for imposition of President's rule in the state, exactly a week after he escalated tensions with the ruling BJP there.

The decision was taken by the Cabinet Committee on Political Affairs(CCPA) presided over by Prime Minister Manmohan Singh here, shortly after the conclusion of the second anniversary celebrations of the UPA-II Government.

"The CCPA today met to discuss the Karnataka Governor's report and after careful consideration decided not to accept his recommendations," Home Minister P Chidambaram told reporters after the meeting.

Even as it rejected his report, the CCPA has asked the Home Ministry to write to the Karnataka Government bringing to its notice the issues mentioned by the Governor.

An advisory will be issued, Chidambaram said and hoped that the state government will take note of it.

This may be one of the rare instances when the Centre has rejected the recommendations of a Governor for imposition of President's rule.

The BJP earlier in the day pressed the UPA government to reject by tomorrow evening Bhardwaj's recommendation failing which the party warned it would go on a nation-wide agitation.

Hinting that his patience is running out, Karnataka Chief Minister B S Yeddyurappa also appealed to Prime Minister Singh to reject the recommendation before embarking on his foreign trip tomorrow.

Bhardwaj, a senior Congress leader and a former Union Minister who was appointed Governor less than two years ago, has been having a running battle with Yeddyurappa and the BJP in the state.

Late last year too he had recommended dismissal of the Government in the wake of the Speaker's action but that was overtaken by a floor test in the Assembly on his directions.

In the wake of the Supreme Court quashing the disqualification of 11 BJP and 5 Independent MLAs by Speaker K G Bopaiah, the Governor had last Sunday sent a 'special report' to the Centre recommending dismissal of the Yeddyurappa Government and keeping the Assembly in suspended animation.

The CCPA met on Friday inconclusively, but the decision came on a day when the BJP threatened to launch a nation-wide agitation demanding rejection of the report and Bhardwaj's recall.

"If the Centre does not act within the coming 24 hours, the BJP will be compelled to launch a nation-wide agitation both against the Central government as well as the Governor", senior BJP leader M Venkaiah Naidu told a news conference in Bangalore. "We will wait till tomorrow evening".

Last week, the BJP's national leadership had launched a campaign against the Governor during the week by parading its MLAs constituting a majority in the Assembly before President Pratibha Patil.

A delegation of top leaders also met the President and Prime Minister demanding rejection of the Governor's report and his recall.

    Satish Kunder, Mangalore/Kuwait you watched Suvarna TV and comment that qualities of Eshwarappa is horrible, but first and foremost please advise those type of medias to be impartial towards political parties and come out with the actual truth what they see and not on the basis of political parties or religion which they support.

    I will give you an example. Two months back a congress corporator in Bangalore was doing goondagiri with one of the public as he had approached to him with some problems. It was in the news in one of the channels, but those medias channels are not ready to say that to which political party he belonged too. Also it was in the news only for 2 mins. If the same type of behaviour was done by BJP corporator the medias would have definately mentioned the name of the political party first the corporator belonged to first and then it would have been in the news for a long time.

    Even though the Honorable Governor is right by recommending President Rule in Karnataka based on the decision by the Supreme Court quashing the disqualification of 11 BJP and 5 Independent MLAs by Speaker K G Bopaiah.
    The Centre has taken the right decision. In this whole scenario the winner is Governor H R Bhardwaj as many may think he was the looser. That is why the BJP in Karnataka is after him for his transfer.

    It is wise decision by the Union Government. There is no need to give a chance to this corrupt government to divert people’s attention from their misdeeds. If Yedyurappa and his team are not mending ways to provide good governance then people will take a right decision at an appropriate time.

    Yesterday I was watching ‘Target’ programme on Suvarna TV and the quality of replies of Ishwarappa was just horrible. His arrogant replies were reminding me of a small time gang leader rather than a State president of a ruling party. I am surprised why BJP is not able to find a suitable person for the president’s post.

    Yesterday again he repeated the same after Centre Rejects Governor's Report, but till now 6 minister posts are not filled in Cabinet , it is better from Yeddy side to maintain the same situation for next 2 years to complete 5 years Govt.

    Article 356 gave wide powers to central government to assert its authority over a state if civil unrest occurred and the state government didn't have the means to end the unrest. This is one of the articles that gave Indian constitution some amount of unitary character. Though the purpose of this article is to give more powers to central government to preserve the unity and integrity of the nation, it was often misused[citation needed] by the ruling parties at the Centre.

    In the bargain BJP central leaders are losing their credibilty slowly for protecting corrupt ridden government and retaining somebody who had lost majority 7 months back . They were expecting a presidents rule in state so that they could have got heavy sympathy everywhere. BJP leaders must remember clearly Yeddy can win elections in karnataka by bribing and splitting communities but he can not influence rest of india in this way.

    If Bjp leaders wants to gain some respect and credibilty they must really do something about karnataka.Question is what? They have no courage to change Yeddy !Karnataka is only part of india whereas there are several other states in india. BJP must know this fact immediately and do something abt yeddy. Congress is desperately tryning to repair their image by jailing few leaders . lets see how long. BJP too must start doing so or else they will lose next central elections .Hightime BJP leaders must put Yeddy on the floor now.

    edward, mangalore dont have to appreciate sonia whereas the decision came here after one week. Even congress was planning for the downfall of the govt, but incase they had decided to bring the president rule, it would have effected congies and JDS a lot if re-election takes place after 6 months. Imagine if BJP govt was ruling in the central and in some other congress state govt had faced such type of problem, then the BJP central govt would have given the same decision. Now please advise congress and JDS stop protesting against state BJP govt and co-operate with them in their development works.

    The centre made a right decision by rejecting the Governor's report for president’s rule.. not that they didn’t liked the Governor's report BUT they don’t want to give a golden opportunity for BJP to gain political mileage in next election, on the other hand, centre giving enough time frame to the people of Karnataka to learn their mistake from corrupt BJP before they cast their vote in next election.
