DVS Asks Babus Not to Keep Official Files Pending Beyond 15 Days

Bangalore, Aug 5: True to the adage, which says that a new broom sweeps cleanest, the newly installed Chief Minister D V Sadananda Gowda on Friday warned all the top bureaucrats in the State Secretariat and all other departments that the Government will not tolerate any laxity on their part in executing development programmes.
Gowda, who chaired a first high-level meeting of principal secretaries and secretaries at the State Secretariat on Thursday, gave a pep-talk to the to Babus in the State Secretariat on Friday that none of them should keep any of the official files pending for more than 15 days.
The new Chief Minister outlined the priorities of the his government and said that officials from the Chief Secretary level to the Village Accountant have to clear official files within 15 days.
In case of legal hurdles coming in the way of clearing files, he asked them to bring the legal problems to the notice of the Chief Secretary without delay. To reach out benefits to the people, the laws need to be simplified and the officials should be pro-active in solving the problems of the people, he said.
Ensuring supply of drinking water, electricity, laying roads and construction of houses to the houseless are priorities of the Government.
“My government has a vision to hasten the development process and to provide a sensitive administration. I expect all the departments will function effectively without any lacuna. Maintaining law and order in the State is a priority for us,” he said adding: The bureaucracy in the State has earned a reputation for excellence across the nation and it is the duty of all to maintain this envious track-record.
Unlike the Chief Minister or the Ministers, who are liable to change, Gowda said officials were permanent in the Government and therefore the officials have to shoulder the responsibilities while implementing policy decisions.
Stating that he would spend four days in a week in the state capital focusing on implementing development schemes and transparent administration, Gowda said he would tour districts for two days and spend a day with family members.
He interacted with top officials and sought their cooperation to hasten development and provide a responsive administration.
“I have my own dreams towards building a strong and empowered state. The strategies are also in place. There have been sincere efforts on the part of the first BJP Government in the state during the last 38 months towards implementing various assurances given in the party manifesto Sankalpa,” he said.
Gowda told the officials that he has the responsibility of implementing all ongoing programmes and policies started by his predecessor B S Yeddyurappa.''There will not be any slackness in the government’s commitment to development. The political change of guard due to circumstances should not hamper the Government’s performance,” he said.
He also recalled the development model implemented by previous Chief Ministers such as late K C Reddy, K Hanumanthaiah, S Nijalingappa, Veerendrapatil, D Devaraj Urs and Ramakrishna Hegde. ''Let us emulate the best traditions left by them,” he said.
Former Higher Education Minister V S Acharya and Chief Secretary S V Ranganath, Additional Chief Secretary K Jairaj and other top officials attended the meeting.
