Bangalore: Tired of Paying Bribes, American Joins Stir

Bangalore, Aug 18 (Bangalore Mirror): An unusual face, in an unusual setting. One that immediately stood out from the crowd. But Fred Smith considers himself more Indian than most.

A professor of Sanskrit from the University of Iowa, USA, Smith was part of a 200-strong crowd which had gathered at Gandhi Square, Mysore, to protest social activist Anna Hazare’s arrest in Delhi. The dharna was led by Dr R Balasubramaniam, founder of the Swami Vivekananda Youth Movement (SVYM).

“I’ve lived in India for nearly 16 years now and I have seen all kinds of corruption,” Smith told Bangalore Mirror. “When Dr Balasubramaniam told me about this crusade against corruption, I wanted to be a part of it.”

The 61-year-old professor has lived in several towns and cities and has worked in various organisations across the country to learn and document the roots of Sanskrit and Sri Vaishnavism.

Recalling instances of having to pay bribes, Fred said, “I was living in UP and studying Sanskrit many years ago when one day, a Foreign Registration Officer came to me. I was lying on the grass in the premises belonging to a Brahmin pundit when he came to me. He asked me if I knew who he was. I recognised him and asked him how much he wanted. By this time I already knew that I could get by anywhere in India by greasing some palms. He asked me for Rs 350. In a friendly conversation, I told him that he was only mildly corrupt while compared to many other politicians. His instant reaction was that he could outdo any politician and that no state can compete in corruption with UP,” he said.

Fred believes corruption stems from fear and he has tried to stop corruption at every opportunity.

“We are corrupt because we fear that someone will outdo us or get ahead of us. This is the root of corruption and to stop it we must stop being afraid. Initially when I came to India, I had to pay a few hundred rupees to get my driving licence. I feared that I may not get it if I did not pay the bribe. Now I don’t pay a bribe as I know the system well enough,” he said.

Smith is now translating Sanskrit books to English and was on a similar mission when he came to Mysore last week. “The dharna at Gandhi Square was a coincidence and I am glad that I took part in it. There are a lot of places where similar protests should take place,” he said.

Remembering another instance, he said, “Some years ago, I had to go to the passport office to get some documents. When I gave my passport, the officer shook the passport to see if there was any money in it. This is a common scene at the passport office. I have never paid a single rupee to the goons at these offices.”

Speaking from experience, he said, “My point is, everyone should follow the Karma Yoga philosophy of the Bhagavad Gita. That way, no one will be corrupt. Whatever you do, do with a sincere heart and it will return to you the same way.”

    What Mr.Smith said is truth.But that does not mean that corruption is there in India only.Every country has corruption in different forms n levels.
    But,Mr.Smith why dont you speak about own country..US..?Are you not paying money to Pakistan for waging war on India?Secondly it is you who promoted Bin Laden with a selfish motto to break the Soviet Union,later on you only said Bin Laden was your enemy?Everywhere you follow double standards.We are corrupt we admit that but please remember at the same time we are intelligent also.You have only white skin but no brain.First you talk of your own country

    mr. luis, our system is corrupt because of people like u.U people force our own paid sevants (government) to take bribe. u want the system to be perfect, but will not do anything.at the same time if somebody else do something, u r thr to comment & put chilling water on them. if anna hazare is wrong y r u not doing something right.     Can anyone of you assure me that all these protestors are honest and won't or in the past haven't indulged in corrupt practices like bribing/using money power? Lokpal bill alone can not eradicate corruption. Only the big fish might get caught with the lokpal bill, but what about the small fishes which do make a difference to the common man like the police and other govt departments? Would any bill stop them from asking for bribes/kick backs?

    Existing System

    System Proposed by civil society
    No politician or senior officer ever goes to jail despite huge evidence because Anti Corruption Branch (ACB) and CBI directly come under the government. Before starting investigation or prosecution in any case, they have to take permission from the same bosses, against whom the case has to be investigated.
    Lokpal at centre and Lokayukta at state level will be independent bodies. ACB and CBI will be merged into these bodies. They will have power to initiate investigations and prosecution against any officer or politician without needing anyone’s permission. Investigation should be completed within 1 year and trial to get over in next 1 year. Within two years, the corrupt should go to jail.
    No corrupt officer is dismissed from the job because Central Vigilance Commission, which is supposed to dismiss corrupt officers, is only an advisory body. Whenever it advises government to dismiss any senior corrupt officer, its advice is never implemented.
    Lokpal and Lokayukta will have complete powers to order dismissal of a corrupt officer. CVC and all departmental vigilance will be merged into Lokpal and state vigilance will be merged into Lokayukta.
    No action is taken against corrupt judges because permission is required from the Chief Justice of India to even register an FIR against corrupt judges.
    Lokpal & Lokayukta shall have powers to investigate and prosecute any judge without needing anyone’s permission.
    Nowhere to go - People expose corruption but no action is taken on their complaints.
    Lokpal & Lokayukta will have to enquire into and hear every complaint.
    There is so much corruption within CBI and vigilance departments. Their functioning is so secret that it encourages corruption within these agencies.
    All investigations in Lokpal & Lokayukta shall be transparent. After completion of investigation, all case records shall be open to public. Complaint against any staff of Lokpal & Lokayukta shall be enquired and punishment announced within two months.
    Weak and corrupt people are appointed as heads of anti-corruption agencies.
    Politicians will have absolutely no say in ions of Chairperson and members of Lokpal & Lokayukta. ions will take place through a transparent and public participatory process.
    Citizens face harassment in government offices. Sometimes they are forced to pay bribes. One can only complaint to senior officers. No action is taken on complaints because senior officers also get their cut.
    Lokpal & Lokayukta will get public grievances resolved in time bound manner, impose a penalty of Rs 250 per day of delay to be deducted from the salary of guilty officer and award that amoun

    I feel if citizens of india can elect ministers then we all have right to question then and also have the right to demand our rights for proper administration, education for all, control price rise and corruption.
    we all know that india is currupt and we proudly say But what a shame and if somebody express that this is not correct then there is lot of talks.People should pull down like what happened in Egypt.Bring everybody in the govt in this era and punish.Yeddyurappa is trying to save is image by joining this ANNA movement.May be Govt is trying But they cannot fool people now at least ANNA has awakened all the people who were blindly franchising their votes to such people and getting suffered after paying taxes.
    In a way from now on whoever comes to power will think twice this is what i feel.

    NAMASTE INDIA!!! first of all i salute mr louis dsouza for his sensibility. now my question is to all the crowd out there, have u come to support a cause or just to escape work and school? This issues is not going to be solved by just passing bills, change of govt or by making new laws etc but this is the individual responsibility of every Indian to not aid in corrupt practices. follow the existing laws properly and watch corruption fall..     I am against giving bribe and I hate the bribe takers. The corruption in India is deep rooted and the time has come that it has to be tackled effectively. Can Mr. Fred Smith keep both his palms on his chest and say there is no corruption in USA? Why the USA is allowing its citizens (including those of Indian origin) to send millions of dollars to the rightists political parties and NGOs? e.g. how Kiran Bedi's NGO received 2.5 crores from Lehman Bros? Anna's team doesn't want to include NGOs in Janlokpal Bill. Why US should interfere in India's internal affairs and openly support Anna's team? Despite knowing that Pakistan is a breeding ground for global terrorism US continues to aid Pakistan . All these tactics are to destabilize Indian Economy. They don't want to see India emerging as a strong nation. It is easy to say everyone should follow the Karma Yoga philosophy but how many are there to follow it.

    We just heard in the news that the US is behind supporting Anna in his fight against the corruption. It could be true as India is developing in to becoming a economically strong nation and US does not like to see India growing in this pace. One Americal joins the protest, becomes the news item in the media but there are thousands of Indian people who have spent days without sleep and proper food outside their homes protesting and showing solidarity with Anna's cause, does not hold any importance in the media. In all these drama, BJP at the center is trying to gain mileage from this protest by supporting this movement and attacking the Prime Minister in the Rajya Sabha. Good luck for thier political mileage!!!

    Our corruption is legendary. Its in our culture and our blood. Taking bribes is considered one of the perks of most government jobs and political positions.

    Many of those in the protests currently are only protesting having to *pay* bribe for their services.

    They will see nothing wrong with taking bribe themselves, and be outraged if informed that what they are doing is corruption They will not think twice about promoting undeserving relations into jobs and other positions. They will think you insane if you inform them that that too is corruption.

    15 days are more than enough to die out of hunger if Anna is not feed from back door. We will have, either Jan Lokpal Bill passed or will have Anna passed away?? All this drama is to gain popularity, if MMS approves Anna version of Lokpal Bill, Anna will come with another excuse. Congress and Anna are working hand in hand so that poor Indians may be distracted from central govt corruption issues. Even Post Graduate in Corruption Mr. Yeddyurapa is to start agitation (Wolf will guard the sheep now) from today to support Anna that shows what type supporters Anna has around him.
