Karnataka Lokayukta Justice Patil Resigns

Bangalore, Sep 19: Facing allegations of violating cooperative housing society laws to own two sites in Bangalore, Karnataka Lokayukta Shivaraj Virupanna Patil quit Monday, becoming the state's first ombudsman to leave office amid a row.

A retired judge of the Supreme Court, Patil took over Aug 3 from another former apex court judge N. Santosh Hegde, whose explosive report on illegal mining scam resulted in the fall of the south India's first Bharatiya Janata Party (BJP) government, led by B.S. Yeddyurappa, July 31.

Patil submitted his resignation to Governor H.R. Bhardwaj in view of the controversy, though he said his wife would surrender the plot the couple had bought in her name.

A Raj Bhavan spokesperson told IANS, "Justice Patil met the governor and has given a letter. We are yet to hear from the governor".

Patil had earlier denied any wrong-doing in buying a 4,012 sq feet plot in his wife Annapurna's name from Vyalikaval House Building Cooperative Society (VHBCS) near Nagavara on Bangalore's outskirts in 2006.

This plot was bought even though Patil owned a house in Bangalore. He got in 1994 a 9,600 sq ft site from the Karnataka State Judicial Department Employees' House Building Cooperative Society at Allasandra in another part of Bangalore's outskirts.

The cooperative housing society rules state that people who own a plot or a house in a city are not eligible to get another plot from a housing society as the plots are sold at prices much lower than in the market for the members of the society.

Patil's contention is that his wife was not allotted a plot by the Vyalikaval Society and it was bought in an auction.

Patil is the sixth Karnataka Lokayukta, the anti-graft institution that was set up in 1986, making Karnataka the first state do so.

Earlier, Patil had been appointed by Communications Minister Kapil Sibal as on-man panel to probe the telecom policies and procedures followed during 2001-2009, including during the BJP-led National Democratic Alliance (NDA) regime, and assess whether they were followed in a transparent manner.

Patil submitted his report Jan 31.

The first Karnataka Lokayukta was A.D. Koshal, a retired judge of the Supreme Court.

However, it was during the tenure of the fourth Lokayukta N. Venkatachala (2001-2006) that the ombudsman became highly active with frequent raids on government offices across the state to detect graft.

Hegde carried on Venkatachala's work and topped his five-year tenure, that ended Aug 2 this year, with a report on massive illegal mining scam in the state leading to the fall of the Yeddyurappa government..

    Yeddiji was in hurry in appointment of justice patil.People questioned about the hurridness.It is one more slap to yeddiji to return to power. Justice patil done the right thing by resigning from his post.Looks Sadaa anand gowdaji more happy face.

    Dear All,
    I could see lot of comments, blaming political parties/politicians, Government officials etc and also supporting Lokpal and so on.
    I would like to put my view here,

    1. Corruption would reduce when the people are value educated. So start educating your family members, friends or anyone you interact that we should not bribe or take bribe and its evils on society.
    2. Whenever you go to any goverment office be determined not to bribe however difficult you find to get the task done. Instead raise this issue in right forum, association that would help you to fight against it. Lokpal can also help here but not the only option.
    3. Lokpal is not the comprehensive solution for corruption because at the end of the day if Lokpals are not value educated they will also be corrupt.
    4. Please remember that some times we have to take a difficult route instead of easy route by not bribing, for the simple reason to have a good society which will help us all.

    I know this would be tough but we dont have a choice now.

    All I knew till was Yeddi Reddy wicket down but When did karnataka BJP Govt fall ? How stupid of me, I was still assuming it was BJP ruling and DVS is the CM. So whats the govt in Karnataka now ? JDS or BSP...or is it Vataal Nagraj's Vaataal Paksha ? Are those words just to make Congress supportors happy of just for a feel good factor ?

    Thanks to Mr.Santhosh Hegde for keeping clean image of Lokayuktha. It is very difficult for any new Justice to maintain the dignity of Lokayuktha. Atleat we can expect clean imaged new justice for this post in the near future.

    Nisha Mangalore.....well said,but the subject which was given to us is contemporary and related follow up.Even though corruptions of lesser magnitude(By CONG/JDS) are not alien to Karnataka politics but the present scenario is "KANDU KELIARIYADA" corruptions that also people who are boasting as PURE GOLD and the party involved is BJP!!! A party with difference...My comments are about CURRENT AFFAIRS.

    The resignation of Justice Patil, Lokayukta of Karnataka, in the first instance had thought about the post he accepted, as through out India an debate going on corruptions and JANLOKPAL Bill.It was bit late,as media already questioned his integrity and honest.However, He, with upholding morality and respect of the post, his resignation appropriate and just.It is very difficult to work in Lokayukta office unless one has clean image.....Any way premature ending of new Lokayukta's tenure a lesson to new aspiring Lokayaukta which is a good development.Thanks to BJP which created right atmosphere by indulging unprecedented corruptions and looting of public wealth..
