Bangalore: Choice of New Karnataka Lokayukta Caught in a House Site Row

Bangalore, Oct 28 (IANS) Karnataka, the first state in India to appoint a Lokayukta (ombudsman), is finding it difficult to pick a new head for the anti-corruption watchdog as its choices are caught in a row over owning more than one house site in Bangalore.

The government has chosen former Kerala high court chief justice S. R. Bannurmath and recommended his name to Governor H.R. Bhardwaj for acceptance.

However, reports have started appearing in the Karnataka media that he owns a site in the highly controversial Karnataka State Judicial Employees Department Employees' House Building Cooperative Society.

Judges are not employees of the state judicial department and hence his getting around 6,000 sq ft site in the society is being questioned.

Bannurmath has been chosen to succeed Shivaraj V. Patil, a former judge of the Supreme Court, who quit as Karnataka Lokayukta Sep 19, just 47 days after assuming office as he too owned a site in this society.

Patil also acquired "in an auction" one more site in his wife's name from another housing society though rules bar people from getting a site or flat from a housing society if they own a house or site in that city.

Patil had defended acquiring a site in the judicial department employees housing society saying that he was not the only judge to get a site from the society. Several Supreme Court and high court judges had been allotted sites by the society, he had said while resigning.

The affairs of this society, as also over 100 others in Bangalore and Mysore, about 130 kms from here, are now under the government scanner for various irregularities.

Bannurmath declined to react to the reports while Chief Minister D. V. Sadananda Gowda said: "We have recommended his name and now it is left to the governor (to accept or reject it)."

On the house site controversy, Gowda made a pithy comment: "Who does not have allegations. It is very difficult to spot such a person."

The chief minister said his government had chosen Bannurmath in consultation with the opposition parties.

The Lokayukta is to appointed after consultation among the state government, the state chief justice, presiding officers of the two houses of the legislature and leaders of the opposition in the two houses.

Leader of Opposition in the assembly Siddaramiah of the Congress told reporters that he would comment only after the government officially informs him of its choice.

However, the government can recommend to the governor its choice even if there is no consensus on the name. In such a situation, it is left to the governor to satisfy himself/herself on the suitability of the choice and decide to accept or reject it.

After Patil quit, the Governor H. R. Bhardwaj had said he preferred a retired Supreme Court judge to be the state's new Lokayukta.

    If one cannot find a honest man from the Judiciary - then I wonder where else can we find a person has strong morals and ethics. Thanks to Mr. Santosh Hegde at least the public are now aware of who is who - well human greed - what a paradox - millions in India don't have a proper roof over their heads and these judges break the rules they are supposed to implement.

    People,

    I am aware Lokayukta should be former judge of Supreme Court or former Chief Justice of a High Court within an age of 70 years....

    Since we have difficulties in finding suitable one,,, I advise we can appoint our own former Judge of Karnataka High Court, Hon'ble Justice Soma Shekara as next Lokayukta by taking an exception........

    Iam sure he can act impartially and impeccably and bring back lost glory to judiciary in India.....I mean "Suvarna Yuga" in dispensing Justice....

    Under prevailing situation in India and certainly in Karnataka, it is very difficult to find corrupt free OMBUDSMAN! It is really really unprecedented situation and we have to thank JUSTICE SANTHOSH HEGDE, for making this situation and Yeddy for creating this situation. By the by Justice Bannurmath is a Yeddy's ion!!

    Until and unless the controversy is cleared regarding ion in crystal clear way, government may request the Hon'ble former lokayuktha SANTHOSH HEGDE to be continued in the office or for the next term.

    Pathetic.. If judges to be role models upholding law of the land involve in personal wealth creation what will be fate of this state. Some thing wrong with the basics and culture of this society. Greed takes priority than moral values. Today we hardly find any sacrifices. Politicians, Judges, Govt officials, Bank officals, Revenue and postal offices, every where corrupt dominates. Even in jail corrupt is a king. From Raja to Yeddy, Kalmadi to Reddy.

    The best solution is to find a person from outside Karnataka to be the Lokayukta. In many commonwealth countries as also in GCC countries the judges are from outside their own countries. Therefore why not we have a neutral Lok Ayukta from outside Karnataka?....... However, if finding a Lok Ayukta for Karnataka is so difficult what will happen when we have the Lok Pal Bill passed. Where will be find another incarnation of Lord Ram or Krishna who will be above board. Our present Anna team does not trust the government, the courts, the judges and the law enforcement agencies........Where then will be find our ideal LOK PAL who will satisfy all?. If the Lok Pal passes judgements against the BJP they will call him an Italian lackey. If he passes judgements against the Congress he will be called a RSS puppet.....hahahhahaha. A lot of fun lies ahead. All of you Anna supporters who think that the Lok Pal will solve all your problems.....are in for a very big surprise followed by disenchantment, despair and disgust. Let us discuss this issue again one year from now.

    Now God alone can become the Lokayukta of karnataka. We dont need those Gods who have been bribed or beingn bribed by way of costly crown, jewels, currency notes...I dont know which God is free from these giveaways... Now the one and only Supreme God is in absolute dilemma as regards to find a new Lokayukta...Anna Hazare's name too appears in some way or other.....Whole of karnataka air has been corrupted and polluted. I am afraid and worried, those who are born in this state, be it human beings, animals or birds shall become corrupt by birth.....Oh God save our state and our children...
