Bangalore, Nov 18: With at least 30 lakh out of the total of 1.67 ration cards in Karnataka believed to be bogus, Food and Civil Supplies Minister Shobha Karandlaje has come out with a new initiative to weed out bogus ration cards and to facilitate the issue of new cards to eligible families in rural and urban areas in the State.

Under the latest initiative announced by the minister, all those who do not have either above poverty line (APL) or below poverty line (BPL) ration cards can submit ''online'' applications starting from Saturday November 19.

She said the Government has made arrangements for submission of online applications all over the State.

While people living in urban areas can submit applications through private internet facility by accessing the Food, Civil Supplies and Consumer Affairs Department website http://ahara.kar.nic.in, those without ration cards in urban areas can apply “online” and in rural areas it can be submitted “online” through panchayat offices.

All the applications registration will have to be through online, she said.

The minister reiterated that all the bogus cards would be cancelled after a thorough exercise to weed them out.

In order to identify ineligible ration cards in urban areas, the cards have been linked to electricity meter RR numbers of the houses in which beneficiaries reside.

In rural areas, the government is making use of the computer data base of the panchayats and the cards have been linked to property tax numbers of the houses, she said.


APL Families Don't Lift Foodgrains

Karandlaje said non-lifting of foodgrains by a large number of APL families led to black marketing and diversion of food items supplied under the public distribution system.

Out of the total of 1.67 crore ration cards existing in the State, she said 1.06 crore cards are obtained by BPL families and 50 lakh by APL families. There are about 11 lakh Antyodaya cards in the State.

APL families are eligible for 11 kg of rice and a kg of wheat every month at a price of Rs. 9.40 a kg of rice and Rs. 7.20 for a kg of wheat.

The Food and Civil Supplies Department officials explained that APL families declined to lift their monthly quota of rations citing the quality of grains was inferior. There would not be any black marketing and diversion of foodgrains if all ration card holders lift their monthly quota, the officials maintained.

Noting that existence of nearly 35 lakh bogus ration cards causing financial burden on the State exchequer, the officials said the Government spent Rs. 60 crore a month towards supplying rations at subsidised prices.

In rural areas, a total of 1.13 crore cards have been issued but 83.52 lakh cards match with various documents given by the families.

A total of 53.45 lakh ration cardes have been issued and 11.98 lakh cards have been cancelled during the verification process, the officials said.

    I am a consumer who is affected by the procedural lapses of the so called "verification" process of
    LPG connections. The LPG agency is refusing to accept new bookings, while there is not a single person
    in the department of food and civil supplies who is able to give any satisfactory answer regarding the process of suspension.

    I hereby request the government through this to do the following, before taking any action on the process.

    - Issue a notice to the consumer through the gas agency, with details explaining why the decision to suspend the gas connection
    - Publicize the appellate authority (along with name and designation of the officer) where the consumers can go and make a representation. The appellate authority should explain the reason for the decision to the consumer, hear the consumer and then pronounce a written order on the decision and issue it to the consumer.


    This will be a fair process, unlike now, where it is not clear who is taking the decision, who is the appellate authority, in what form the complaint should be given and how it will be redressed.

    Ration card and facilities are not for people who re literate enough to do things online. anyway some middle men can make money in helping the poor in urban areas fill up application. hope finally it works after all the trouble. what about people who don t have their own rr nos.poor people have common rooms whre landlord pays combined power bill. there are also some housing societies which have common transformer and bulk billing, they also don t have rr no.also sometimes two families live n same house with same rr no.lot of practical problems to be sorted out.

    This is a bogus exercise. We applied for the ration card, not for ration purpose but for Identity purpose. Paid the VA Rs.1,000/- and everything done. After one month they informed all the data gone, somebody stolen all the computer system and run away, you have to apply again. Trying to apply again for the past 3 months things are not moving. VA changed, now the new VA is one more sample, in a hurry to make money for her wedding may be. If you don't give she demands with authority.

    As per the PDS system Central Govt provides Rice and Food grains and state Govt Distributes the same So please dont blame Karnataka state Govt of the quality is poor .There used to be a Large scale leakage of the Food grains due to the fact that APL Families quota was sold by the Traders sd thry didnt lift and hence Bihar ,UP ,Jharkhand lost the whole lot of APL quota .They now get much lesser than required .But Karnataka is one of the Lucky state which still gets both APL and BPL quotas .Hence my Request to every Kannadiga Pleaseeeeeeeeeeeeeeee go to the ration shop and lift your quota .If you dont want give to other poor people .But if you dont lift this Karnataka will also follow Bihar ,UP ,Jarkhand .Try to get some Points from what Minister is saying rather than just criticising

    Most of the minorities ration cards have been cancelled treating it as bogus. All bogus cards are now made genuine. Few months ago so many applied on line, till today no confirmation of any kind. This is another bogus propaganda of BJP. There are so many well to do familys with BPL cards. Shobakka has lost weight after Yeddy went to jail. May be eating ration rice.

    shobakka my 30 yrs old ration card was cancelled.when i approached the authorities they wanted red colour notes.will question them who has given them the authority to cancell any ones legal ration card.this is happening only during BJP rule.tomo they might cancell my birth certificate records also.anything can happen withBJP in power just to make money.when i wrote to shobha nothing happened

    This lady can't even provide decent electricity so where is the question of using Internet when there is no electricity? Some contractor building a website is making money here.

    Ration cards are to be used for poor of the poor. Forget computer or internet, these people may not even have electricity at home. Even if they do, Shobakka's power department is busy load shedding so how can they use internet? Dumb idea.

    Since APL families do not lift their monthly rations, why not stop allotting their rations to the ration shops? Make the APL cards ineligible for rations. The APL cards should only serve as documentary evidence of staying at a particular address.

    It is quite possible for merchants to swap the superior quality rice for inferior. Govt. can supply pre-packaged grains in 5 or 10 Kg packets with Govt. seal. This way quality can be ensured from suppliers to end buyers.
