Bangalore: Name Hegde as Lokayukta Again, will Sign in One Min: Bhardwaj to Govt

Bangalore, Nov 23 (PTI): Sticking to his guns over naming the new Lokayukta in Karnataka, Governor H R Bhardwaj today insisted he would not appoint a ''wrong person'' and asked the BJP government to look for a figure who is above board.

Bhardwaj, who has rejected former Kerala Chief Justice S R Bannurmath's name, said he needs to make the appointment after a lot of consideration as Lokayukta is a "very important institution", relating to probity and anti-corruption.

"I have explained to the Government through a detailed letter and I hope it gets into the head of the Government. But I am not that (kind of) person who will appoint a wrong person", the Governor told reporters.

Bhardwaj, often at loggerheads with BJP government, said "Let them appoint Justice (Santosh) Hegde again. I will sign in a minute. Let them appoint any judge who is above board."

The Governor recently wrote to the government suggesting a "rethink" in view of charges against Bannurmath and to select someone else. Bannurmath is facing charges of securing land allotment in a judicial layout violating rules.

The government has stuck to its choice so far and repeatedly said Bannurmath's name was finalised as per procedure and precedents, and hinted that it's firm on its choice, leading to some kind of a stand-off with Raj Bhavan. Lokayukta post has been lying vacant for two months after retired Supreme Court Judge V Shivaraj Patil resigned abruptly in September six weeks into office after allegations of land allotment by a housing cooperative society in violation of laws surfaced against him.

Patil had taken over in early August from Hegde, who completed his five-year term.

When a reporter told him that "the Government plans to lead a delegation to President (Pratibha Patil), complaining against him for not implementing the recommendation (on Lokayukta)", the Governor said: "They are constitutionally ill-advised".

"(The) President will also ask them...what's happening in Karnataka. Everybody in New Delhi knows what's happening in Karnataka. Your newspaper reports are full of stories...how many more wickets are going to fall now...", he remarked, apparently referring to corruption cases faced by former Chief Minister B S Yeddyurappa and some Ministers.

He also sought to warn the Government. "This kind of intimidation does not go well with me. I have been in public life for 30 years. That does not go well", he said, adding, any Chief Minister trying to intimidate him would not get "any success from me".

"But if they want Raj Bhavan should be intimidated by processions....that was tried earlier and you saw the fate. I am giving a sane advice to them free of cost: Bring a proper person (for the post of Lokayukta)", Bhardwaj said.

When told that the Government is firm on its choice, the Governor said he wants it to be reasonable. "As a friend of the Government, he (Chief Minister D V Sadananda Gowda) should have faith in me; whatever I am advising, it's in his own interest", Bhardwaj said.

    Harsh Malhotra does not know the meaning of corruption.
    Pls check the meaning and read news papers and watch TV news.. BSY is having time to visit temples and donate money, why not visit the poor people and listen their problems. Dakshina Kannada was a peace loving district. Now can not explain and imagine. Communal riots Why and who is responsible ????????????

    Yes it is better you appoint Justice Santhosh Hegde or Justice Saldhana both are honest people. The corrupt people will never vote for these honest Justices. We need to stop all kind of corruptions not only in Karnataka but also in the entire Nation of India. Poor people are suffering because of these corrupt politicians. Dear Governor, please ask the President to appoint one of these two candidates as Lokayukta chief.

    People,

    In parlimentary system Governor is bound to accept the decision of "Council Of Ministers"....only way he can circumvent this is recommending the dissmisal of State Government,,, or resign from the post.

    Statue clearly says Lokayukta should be a former judge of Supreme Court or a Chief Justice of a High Court ,,, who is less than 70 years old....

    So Justice Hegde is not eligible according to current rules because he is above 70 and Iam sure he is not an aspirant for this post.

    I firmly believe they should change the statue and reappoint him.

    My gut feeling he is sick and tired of current Karnataka politicians and unlikely to accept the post again.....

    Justice Hegde is like Shri Ram n Bharadwaj is Laxman who saved Seetha (Karnataka) from the hands of Rawana (Yeddy). Now Vibhishana has taken charge of this state. Untill Governor is there we need not fear.

    First of all the process of Lokayukta is wrong.Why can't appoint directly by S.Court or H.Court.Taking advise from Oppn Party leaders,Speakers,H.Court CJ,,GUV and CM makes no sense.Finally in a Parliamentary democratic type of system, GUV has little say and these type of "HAGGA JAGGATA" is not augur well in a country like India said to be largest living democracy in the world.

    As far as Justice Hegde concerned,he made it clear that he would rather better not seek second term as Lokayukta.

    There is two states in India Guj and Karnataka which are governed by BJP Govt facing similar scenarios in appointment of Lokayukta.UPA, need to direct both GUVs to yield popularly elected state govt on the issues of appointment of Lokayukta respectively.

    Agent don’t act too smart why you like Santosh Hegde because he excluded Dharm Singh’s name and put Yeddys name in the last minute even though Yedday is the one banned illegal mining on Santosh Hegde’s recommendations?     The Governer himself is facing corruption/criminal charges in Delhi. When he himself is way below board...what is talking about. Let him try and recommend one person above board in this corrupt system.
    I dont think he has the right to be in post of Gov. He himself has been advocating that when someone in public life faces a criminal.corruption case, one should step down from a post which may influence the case. Now what is he doing? Why is he still in post?
