"Nothing happens without a bribe; if a paper needs to reach another table, you have to give a bribe. In every government office in Mangalore, if you want your work done quickly, you have to give a bribe. Otherwise, you will wait for years, nothing will happen, no one will listen to you, and no one will even look at you."
