Mangalore, Jan 20: Lokayukta police on Friday January 20 blew the lid off a corrupt goverment official in a raid operation at the district registrar's office.

Based on a complaint by Ramachandra, a resident of Bondanthila near Vamanjoor here, the Lokayukta police arrested David, a second division clerk in the district registrar office and seized Rs 8,000 bribe he had collected from the complainant.

The raid was conducted at around noon and investigation went on for a few hours. Acting on a tip-off from Ramachandra, Lokayukta inspector Uday Nayak along with his team led the raid operation and caught David red-handed.

According to the complaint, David demanded Rs 8,000 for registration of a piece of land purchased by Ramachandra. As per the new policy of the state government which is in effect since April 1, 2011, it is mandatory that the buyer of the land should pay a fee equal to 6% of the total value of the land. But even after Ramachandra paid the fee, David demanded Rs 8,000 more, it is alleged. The complainant further said that David had demanded another Rs 18,600 in the form of demand draft.

Lokayukta inspector Uday Naik told media persons that there was allegation against David earlier too, and that he had warned him of action. However, since no one came forward to register a formal complaint in that case, no action could be initiated.

He is a scapegoat. The Registrar is safe. Everyone knows that unless that underhand money is received, the Registrar wdn't sign. A layman, a lawyer and even the Registrar very well know that land transaction is by way of two types of pament, one in cash and
the other by Bank instrument [value exceeding the govt.fixed land rate is in cash].

Great Job by Mr.Uday Nayak and His Crew. Also Cheers to complainant Mr.Ramachandra for His courage to trap this rogue. I have done the same thing few year back,in a transaction of title belong to an apartment which I have purchased. It took 9 months to get the documents with a demand for Rs.65,000. With the help of Mr.Vernekar of Lokayukta and a hidden Micro Tape Recorder I was able to get it done with 15,000 and in one hours' time. I had recorded demands and other conversations. Public should start doing this to trap these Govt. Officials and elected leaders Lawyers play some games too. God Bless all Lokayukta members and their family. Next they should trap the higher ups in Registras office for a change and may be RTO too.

Property registration department is one of the most corrupt departments not only in Mangalore but throughout the country. This illegal/under-the-table collection through peon or clerk is pockted by everyone in the registry office proportionately right from the chief registry officer to the peon and everyone is aware of it. We must appreciate Mr Ramchandra's boldness in taking up this issue with Lokayukta police and getting the clerk arrested.
