New Delhi, May 4: In a major step toward modernising India’s electoral infrastructure, the Election Commission of India (ECI) announced the development of ECINET, an integrated digital platform that will consolidate over 40 of its current mobile and web applications into a single, user-friendly interface.
Designed to serve a broad spectrum of users — from voters and election officials to political parties and civil society — ECINET promises a seamless user experience (UX) and an intuitive, aesthetic user interface (UI). The goal is to streamline access to electoral services and data through both desktop and mobile platforms.
“This one-stop digital interface will simplify processes and eliminate the need for multiple logins or navigating between various apps,” the Commission stated.

The concept was initiated by Chief Election Commissioner Gyanesh Kumar during the Chief Electoral Officers (CEOs) Conference held in March 2025, with the participation of Election Commissioners Sukhbir Singh Sandhu and Vivek Joshi.
ECINET is expected to subsume major applications like:
• Voter Helpline App
• Voter Turnout App
• cVIGIL
• Suvidha 2.0
• ESMS
• Saksham
• KYC App
Collectively, these apps have amassed over 5.5 crore downloads. By integrating them, ECINET aims to make life easier for nearly 100 crore voters and a vast electoral workforce, which includes:
• 10.5 lakh Booth Level Officers (BLOs)
• 15 lakh Booth Level Agents (BLAs)
• 45 lakh polling officials
• Over 19,000 registration and district officers
To ensure data integrity, only authorised ECI officials will be allowed to input information into the system. In case of disputes, the data from statutory forms will remain the official source of truth.
ECINET will fully comply with:
• Representation of the People Acts (1950 & 1951)
• Registration of Electoral Rules (1960)
• Conduct of Election Rules (1961)
• ECI’s operational instructions
Currently in advanced development, ECINET is undergoing extensive testing for usability, performance, and cybersecurity. The process has involved consultation with electoral officers across all 36 states and union territories, as well as the review of 76 official publications covering nearly 9,000 pages of electoral procedures and guidelines.
Once live, ECINET is expected to redefine digital governance in Indian elections, making the voting process more accessible, transparent, and efficient for all stakeholders.
