Kuwait reinstates physical driving licenses for expats

Kuwait, Jul 25: Expats in Kuwait can now obtain printed driving licenses once again, following a decision by the Ministry of Interior in April 2025. The move comes after widespread inconvenience caused by the digital-only system, which had been in place since late 2023.

The reinstatement allows expatriates to acquire a physical license for a fee of KD 10. This step was taken after several complaints that digital licenses were not recognised outside Kuwait, making it difficult for expats to rent vehicles or use them as identification abroad.

To apply, expatriates must visit the traffic department in the governorate where their license was originally issued. They need to submit a reissuance application along with a copy of their Civil ID, digital license, and old physical license if available. If the old license is missing, an additional KD 10 fee is charged.

The printed license is generally issued the same day after payment and verification. The digital license remains valid within Kuwait.
