No power connections for illegal structures in Goa, clarifies electricity department

Panaji, Oct 14: The Goa Electricity Department has announced that no new electricity connections will be issued to unauthorized or illegal structures in the state, even if they possess an Enabling House Number (EHN).

In a circular issued by Chief Electrical Engineer Stephan Fernandes, the department clarified that the EHN number serves only for taxation purposes by local bodies and does not provide any legal recognition to the structure.

Citing a High Court order dated March 6, 2025, the department emphasized that new power connections can be approved only after verifying valid construction licences and technical clearance certificates.

“It is clarified that grant of EHN number to unauthorized structures does not in any way grant legal status to the house. The purpose of EHN number is limited only to taxation for local bodies,” Fernandes stated.

He further instructed that “no new connection is to be released for EHN numbers.”

All sub-divisional officers have been directed to strictly implement the order with immediate effect, ensuring that only legally approved buildings receive electricity connections.
