Bangalore: CM Urges Chidu to Postpone March 1 NCTC Launch

Bangalore, Feb 22: Joining hands with several non-Congress Chief Ministers in the country with West Bengal’s Trinamul Congress Chief Minister Mamatha Banerjee spearheading the movement, Karnataka Chief Minister D V Sadananda Gowda has urged the Union Home Minister P Chidamabaram to postpone the proposed March 1 launch of the National Counter-Terrorism Centre pending consultation with States.

The Chief Minister, who dashed off a letter to Chidambaram on Wednesday, demanded that the Union Home Minister should immediately convene a meeting of the National Security Council to discuss the issue and related subjects.

The type of federalism in the US and India was not identical, Gowda said pointing out that Centre’s unilateral decision to constitute the NCTC infringed upon the responsibilities of State governments as laid down in the Constitution.

The police and law and order came under the jurisdiction of States and the Centre cannot afford to ignore that, the chief minister said.

Despite the reservations expressed by several Chief Ministers, Chidambaram’s moves on NCTC would have powers to arrest, carry out searches and seizures and ask for information from any agency.

''This amounted to violation of the basic rights of States,” the chief minister said contending that such a measure, Gowda said, should have been properly discussed with the States and their views taken.

No such consultation had been held nor views ascertained. Many chief ministers had expressed their strong reservations and dismay and were opposed to the proposed move, he added.

    Jude.,I agree with your view..,but the communal politicians and their power is not only in the BJP it is there in most of all political parties.thease politicians are using it, for their political benefits.so we are the citizens should aware about this selfist dirty politicians. but regarding the double role or double standardness mostly we can easily find it in BJP and their sanghparivar only.suppose if the NDA is(in power) the union government,then defnitely thease people are coments every states are the undiveded part of India.its all comes under Indian territory only etc..,so the union goverment's policy should apply every state and so on.for the readers interest if anybody need more examples of their double standardness,please read: they are supporting malpe rev-party and assembly-bluefilm but opposing valentine-day.supporting sanathana terrorist opposing if their names comes in arabic words, means if they so-called muslims.they are supporting if their politicians looting the our state.,but opposing if other politician are something wrong.opposing if the muslims slaughtering the animal.supporting and participating if the animals slaughtering for any Devies like Khali etc.totally opposing the constitution., which is given equal right to their citizen.so we hope this will not long-live only few communal mentality will remain there., and every common man who believe and respects in Indian Democracy.,they will come out from their brain-wash.,and join hand together to built a secular beatiful India.

    Chidambaram until yesterday was the best Home Minister for the BJP. To most of us Indians he still is. However, ever since he started targetting saffron terror and going after the Malegaon terrorists he has become a looter and a useless Home Minister. One can therefore clearly see the double standards of the BJP, RSS and the saffron parivaar. Until now they were crying that there are no strict laws to fight terror, but now they are simply and without reason attacking the NCTC and Chidambaram.

    They say this law is draconian, but they have conveniently forgotten POTA which was their own brainchild that led to the unnecessasry suffering of a lot of muslims and innocent citizens due to its misuse by many state law enforcement agencies. By targetting this most needed agency (NCTC) and poking their nose into the functioning of the government, the BJP should be solely held responsible for any future terrorist attacks in India, but i sincerely pray and hope that we do not have any more attacks and more slaughter of innocents.

    NCTC should be there for every Nation.so being a Nation India should impliment such a common law.because the unified law only avoid some problems such as partiality of state's police dept.,or their administrators.(because,even the sincere police officer also helpless in front of partial ruler,so the Impartial Union law like NCTC suppose restrict them.)especially in the matter of national integrity.,for example of recent days complication of kalladka prabhakar etc.asper the the Indian constitution no one have the right to say anything in public which is opposing or against or hurt our National Integrity.in this regard there is no excuse anybody if he is Rss man or any other organisation,superior caste,backward,minority etc.but still sangha parivar's beloved prabhakar is safe.so this shows the double-standardness of our state's ruling team.,it may be can avoid by NCTC.allthough there are the merits and demerits in NCTC,because it depends the principles & policies of union government.,

    From the secular union govt only, we can aspect the justice. If the union government also under the rss or sanghparivar's partiality ruler then it will badly effect to secular state govermnet also.(suppose if it comes under independet-body, as under supreme court...etc may be more effective.but the legal experts only can sugest in this regard.) nowdays rss,sanghaparivar's cammunal politician and there power is in most of all the political parties.congress party and even some of bureucracy also not fully excluded from this viruse. say The God almighty only save our country from all these evils.but we the every citizens of india should aware of our great democracy. (the cammunal means its I have included all., if it is superior caste,backward-people or the minorities)

    The last thing all non congress chief Mininsters of India should do is follow Ms. Mamata banejee. She has lost her mental balance and i feel for the likes of Mr Amit Mitra and Derek O'Brien are losing their own respect both personally and in public by supporting the atrocoites of this crazy woman, who always sees a wrong in her state a conspiracy to malign her, she is a phobic personality. National Security should be with the federal structure and co-ordinated with the state governments.

    Internal security is the responsiblility of Federal administration. State should support center in fighting terror. States feel that they shall become less powerful and they cant target the prople they dont like. They cant stage fake encounters. Center should go ahead with the law and make state govts to fall in line. BJP in karnataka wants to persecute minorities. With this law they cant...Those who oppose such a law have hidden agenda....If we want peace, law should be administered equally. Thats possible with this law... With this law political killings and fake encounters would be reduced.

    While we compare NCTC to FBI, we should also consider how CBI is being misused by the RULING party for their favour. Unless this concern is addressed, in all likelyhood, RULING party may use NCTC against the opposition ruled states (the way CBI is being misused).

    If NCTC comes into play, then all BJP ruled states under the guidance of RSS will miss out in power politics. For example, in our very own karnataka, morons like prabhakar bhat and pramod mutalik can immediately be arrested and sent to jail, for infaming speeches dividing the people, by spreading unnecessary propaganda against minority religions, just to gain some political mileage. The BJP ruled states don't want this, as they will lose their power base among the hindu majority.

    In the US, once the the FBI comes in, they have the power to take over the control of any criminal case undertaken by the police of individual states. The FBI is supreme authority when it comes to handling internal security matters in the US, not the local police or state police force. With our corrupt police in india everywhere, what is wrong if the NCTC comes into power? They will handle all investigations and expedite the matter in finding the culprits in any case: be it with any politician or any influential criminal.

    I don't understand why now BJP governments cry foul ? These are the BJP leaders who until recently asking for anti-terror laws. And now playing politics by cribbing on jurisdiction of States and the Centre.. I think it is time to think about India as a whole and not rule by dividing the states.

    For Country like India a unified agency and law required under the given situation.Both state and ensuring safety and security of the Citizens.There is no question of infringement of state power of law and order if state agrees to NCTC.But yes,debate and discussion required between state and Center prior to any move in this sensitives issue.
