Udupi, Feb 28: Observer of Central Election Commission for expenditure, P Diwahar, conducted a meeting of income tax department officials, police department, and the team entrusted with the task of video recording of electioneering here on Monday February 27, to pass on to them specific instructions.

He said that four teams have been formed by the Election Commission to keep a close watch on the expenses of every candidate contesting the bypoll.

He revealed that two assistant election observers have been deployed in each of the eight assembly constituencies forming this Lok Sabha constituency, to keep a tab on these expenses. He informed the officials that expenses of every candidate since the submission of their nomination papers fall under the election expenses category.

The policemen have been instructed to form check posts and keep close vigil over the vehicles moving through them, and check vehicles. They were also told to alert the income tax department officials as soon as they find something fishy.

Diwahar said the candidates contesting the election should open separate bank accounts for the coming election, and route all their election-related transactions through this account. All the concerned were directed to strictly adhere to the guidance of the Election Commission to meet all expenses over Rs 20,000 only through cheques.

He asked the video recording team to watch the day’s recording on daily basis, and submit a report thereof to him. He asked the concerned to keep a close vigil about the expenses particularly during the visit of star campaigners of political parties. He also informed that meetings will be held on March 5, 9, and 14, for keeping the candidates abreast of their electoral expenses.

    Rules set for candidates expenditure are not practicable only a rituals.Can anybody tell who is followins all these non sense rules.What happened for Law Minister Salman Khurshid in U.P when he openly flouted the rules.He never cared for Chief Election Commissioner too.So candidates dont bother go ahead with whatever you want to do in expenditures.

    Let them use whichever machinery they want but all expenses will not be accounted by any candidates. Our toothless ECI will not able to catch this candidate when it comes to money matters. Let me give some unaccounted details of expenses incurring by any candidate for MP elections since we have some experience to maintain books of accounts for few candidates in past
    Minimum 5 Canvass Teams for each candidate is appointed with 25 to 50 members in each Team. They need 5 Jeeps or 4Ws’ and one or two mini buses to carry them for at least 30 days campaign with everyday decent lunch at Hotel and grand dinner with alcohol too.
    So the calculations are as follows
    5 Jeeps/4Ws’ Bus @ Rs 1,500/-x per day x 30 days=2,70,000/-
    Average 35 Members daily charges @ Rs 250/- x 5 Teams=13,12,500/-
    Fuel Charges @ Rs 1,000/-x per day x 30 daysx6 Vehicles=1,80,000/-
    Accomm. at Hotel @ 1,000/-x per day x 30 daysx15 Rooms=4,50,000/-
    Night full too entertainment @ Rs2,500/-x per night x 5 Teams = 3,75,000/- So the total expenses will be 25,87,500/- IRs Minimum.
    Only well Recognized Candidate will not spend money on some of the above expenses else all candidates are bound to spend that much money without any receipts available

    All candidates should declare their income n property while filing nomination. There should be strict vigilance bcz illegal mining money, land scam money is going to pour into Udupi-Chikmaglur election Through
    BJP. Sunil Kumar main ability is money
    power which Hegde is lacking.

    For BJP candidate money is not at all a problem. He can buy each and every voter. Thanks to super rich God fathers like Yeddy and Reddy. Also being the ruling party they have all the govt. machinery like Police, election commission etc., at their disposal. God only has to help the Congress candidate.
