Chennai, Feb 27: Chief Election Commissioner Gyanesh Kumar on Friday indicated that the upcoming Tamil Nadu Assembly elections could be conducted in a single phase following detailed consultations with political parties.
Addressing a press conference at the Leela Palace Hotel after a review meeting on poll preparedness, Kumar said all political stakeholders had expressed preference for a single-phase election. He added that the Election Commission of India would take a final decision after due consideration.

The review meeting assessed preparedness across the state, with district collectors, senior police officials and enforcement authorities briefing the Commission on logistics, security arrangements and overall election management.
Kumar also felicitated first-time voters and reiterated the Commission’s commitment to enhancing youth participation in what he described as the “festival of democracy.” He noted that candidates can file nominations online through the ECI portal, making submissions visible to the electorate. However, as per law, candidates may also submit nomination papers physically before the Returning Officer within the stipulated time.
Appealing to voters aged between 18 and 30 years, Kumar urged the media to strengthen awareness campaigns. Referring to high voter turnout in Bihar, he expressed confidence that Tamil Nadu’s politically aware electorate would record one of the highest polling percentages.
Clarifying legal provisions, he said Aadhaar, under Section 9 of the Aadhaar Act, is proof of identity but not proof of domicile or citizenship. He explained that a voter ID is issued to individuals who fulfil eligibility criteria under Article 326 of the Constitution of India, including being above 18 years of age, an ordinary resident of the polling area, and a citizen of India.
On concerns regarding money power in elections, Kumar cautioned against carrying cash beyond permissible limits and highlighted the simplified Form 8 process available on the ECI portal for updating voter details, including name changes after marriage.
Expressing confidence in the state’s preparedness, Kumar said the electoral machinery, including collectors, superintendents of police and enforcement agencies, had assured the Commission that Tamil Nadu would conduct a smooth and record-setting election.
