Panaji, Jun 27: Goa marked a major milestone in its maritime infrastructure development with the inauguration of the state-of-the-art Captain of Ports Terminal Building at Panaji, aimed at strengthening sustainable and modern water transport connectivity in the state.
The new terminal was inaugurated by Union Minister for Ports, Shipping and Waterways Sarbananda Sonowal along with Goa Chief Minister Dr Pramod Sawant in the presence of Union Minister of State for Power and New & Renewable Energy Shripad Yesso Naik, Goa Ministers Digambar Kamat, Subhash Phal Dessai and other dignitaries.
Describing the facility as the “Gateway to the Riverbanks of Goa,” Sonowal said the iconic terminal reflects the state’s rich maritime heritage while creating a foundation for sustainable connectivity, tourism growth and inland water transport.

Highlighting the transformation of India’s maritime sector under Prime Minister Narendra Modi’s leadership, the Union Minister said the sector has become a key driver of economic growth through major investments in ports, waterways and coastal infrastructure over the past 12 years.
Sonowal said Goa has emerged as a national leader in maritime reforms by becoming the first state in the country to implement the Inland Vessels Act, 2021. The legislation aims to introduce uniform standards for inland vessel operations, improve passenger safety and promote ease of doing business in inland water transport.
He also highlighted that Mormugao Port has become India’s first Green Port, showcasing the country’s growing focus on sustainable port operations, clean energy adoption and green logistics.
In a major announcement, Sonowal said the ambitious Goa Water Metro project has been included under Phase-I priority implementation. The project, inspired by successful water-based urban mobility models, is expected to provide an efficient and eco-friendly transport option while reducing road congestion, improving last-mile connectivity and boosting tourism through Goa’s waterways.
The Union Minister expressed confidence that these initiatives would establish Goa as a national model for sustainable, port-led development and inland water transport, creating new opportunities for economic growth, employment and tourism.
He also thanked the Goa government, elected representatives and officials for their support in advancing maritime infrastructure and connectivity in the state.
