Mangaluru, Sep 28: Senior Congress leader and former Mangaluru City Corporation (MCC) leader of opposition Naveen R D’Souza has been appointed Karnataka Pradesh Congress Committee (KPCC) observer for Uttara Kannada district for the party’s ‘Sangathan Srijan Abhiyan-2’, in order to oversee block president, block office bearers and DCC office bearers.
He was elected as a Congress corporator from Ward 38, Bendore, for four consecutive terms in the MCC — in 2002, 2007, 2013 and 2019. He subsequently served as leader of opposition in the MCC in 2022 and also chaired the social justice, Education and Health Committee.
He served as KPCC secretary from 2017 to 2019 and has handled several organisational and election-related responsibilities. These include serving as assembly coordinator and observer during the 2024 Maharashtra Assembly elections, with responsibility for the Vasai constituency, and as an AICC State observer for the 2026 Kerala Assembly elections, assigned to Kollam district and the Kundara constituency.
D’Souza is currently also involved in organisational responsibilities in Dakshina Kannada, including as in-charge of BLO-2 and the ‘NREGA Bachao Sangram’ campaign.
His association with Uttara Kannada includes serving as publicity in-charge for the 2024 Lok Sabha election and as an observer for the Karwar-Ankola Assembly by-election in MP election
As KPCC observer, D’Souza will oversee the organisational exercise in Uttara Kannada under the Sangathan Srijan Abhiyan-2.
