Bangalore: Amended Anti-Cow Slaughter Bill During Next Session: DVS

Bangalore, Apr 2: In a bid to win over the support of the hardcore Hindutva and traditional Sangh Parivar voters after the drubbing received by the ruling BJP in the recent Udupi-Chikmagalur Lok Sabha constituency, Karnataka Chief Minister D V Sadananda Gowda on Monday announced that the State Government would table the Karnataka Prevention of Salughter and Preservation of Cattle Bill 2010 after bringing suitable amendments as suggested by President Pratibha Patil.

The amendments will be minor in nature as the definition clause will have to be amended to define cattle and remove any confusion, the chief minister explained.

He was speaking to reporters on the sidelines of an official function for the State-wide launch of ''Sakala,” the State Government’s amibitious scheme for guanteeing as many as 151 services to the citizens in 15 departments as part of the citizen’s charter.

Sakala, better known as the Citizens’ Charter or Karnataka Guarantee of Services Act, came into force across the State from Monday.

The new scheme ensures services are provided in a timely manner in various departments of revenue, finance, administration, urban development, village panchayat, food and civil supplies, women and child development, health, education and transport.

Provision of death and birth certificates and sanction of building plans are some of the services on offer under the scheme.

The Chief Minister said the President had suggested that the State Government should remove the ambiguity regarding cattle in the definition clause.

As per the definition given in the legislation prepared by the B S Yeddyurappa ministry, which had been sent by the Karnataka Governor Hans Raj Bharadhwaj to the Centre, which in turn had sent it to the President, the term cattle covers both cow and buffalo – male and female species – and their progeny.

The State Government was now restricting the definition of cattle to cows leaving out the buffalo.

Karnataka Law and Parliamentary Affairs Minister S Suresh Kumar said the State Government had received the communication from the Centre on the doubts reaised by Rashtrapathi Bhavan.

''We have already sent our opinion to the Centre on March 22,”  the minister said pointing out that the State Government was awaiting the Centre’s response to incorporate the amendments proposed.

''As soon as we hear from the Centre, we will modify the Bill and introduce it in the next session of the State Legislature,” he said.

 

''Not Received Any Complaints on Illegal Quarrying in Kanakapura"
 
Answering questions from reporters, the Chief Minister said he has not any complaints regarding illegal quarrying in Kanakapura and promised to examine the report of an inquiry committee on illegal mining in the state.

Suresh Kumar, however, said the State Government has already issued directions to provide protection to officials probing illegal quarrying in Kanakpura.

''The State Government will move forward in protecting and curbing illegal quarrying in Kanakpura,” he reiterated.

    The PSEUDO HINDU PARTY BJP, will never ever try to make the dream of all Hindus come true.

    Now they have lost their strong fort in coastal belt Udupi-Chikmagalur, the BJP High Command is worried about the forthcoming election for Lok-Sabha.

    There was strong uphold regarding cow slaughter to be stopped during 1999-2001, during the period of Atal Bihari Vajpayee's Prime Minister Office.

    And they were about to implement it. But because Chandra Babu Naidu the then Chief Minister of Andhra gave a threat that he will withdraw the support from NDA, Atal Bihari Vajpayee did not implement it. This clearly shows that the PSEUDO HINDU PARTY BJP wants vote and not the GOHU MATHA.
    Chandra Babu Naidu was scared that he may loose Minority Votes & also Scheduled Caste & Scheduled Tribes votes (Who eat Beef b'cos of less cost) in the state election for MLA as well as Central election for Lok-sabha, which was in May 2004

    PSEUDO HINDU PARTY BJP is just fooling the people of India by bringing these kinds of confusion and polarizing the Hindu Vote to BJP.

    They never did what they said. They told they will build SRI RAAM MANDIR. But they did not even have the basic courtesy to remember SRI RAAM, while enjoying power in the center.

    So till now in the history of RSS, Jan Sangh, BJP they have only brought confusion in the minds of the people of India and nothing else.

    They are just using the youth power by dedicating OBC, SC, ST youths in Bajrang Dal & VHP so that these youth give their sweat & blood for the members of RSS & BJP to enjoy power in Comfort & Sophisticated way.

    BJP was a favorite to win the UP elections sometime back. But when they promised to build Ram Temple at Ayodhya before the recent Assembly elections, people of UP did not believe them and BJP lost 4 seats and their vote share came down drastically. That means Hindus do not like false promises. Our dear CM should not talk about these controversial issues like the Anti-Cow Slaughter Bill. Instead, he should focus on developmental issues and bring communal harmony. I do not think BJP will win the next assembly elections as people of Karnataka are fed up of BJP's corruption and lack of development.

    Dear commentators,yes indeed I like your comments to some extent coz see each and every coin has got two faces.We can not rely only on one side of the coin.But present days politicians regardless of their party rely only on one side of the coin like chemilions and plays drama subject to the circumstances/opportunities either to please the particular community or to bank on votes of that community people.This is all poly(tricks).Eating or not eating of the stuff whether it is beef,chicken.mutton of any other animal is up to the individual,that is his choice.Nobody can stop it.On the paper we can write/scribble many things in different tune but in reality most of the people are violators.One man's food is another man's food.Can we stop those things?It is like one of the Hindi films Ghar pe Raam.Ghali pe shyam.You can find all these violations even in what you boast as high class like brahmins.Besides even in other minoriy community there are people who do not consume non-veg food at all and vis-versa.Why to grumble?past is the history,future is the mystery and present is the god given gift,enjoy it,cherish.Don't worry,be happy.Do your duty,leave the rest to God.He is the supreme,we are his children like brothers and sisters.We live like this.Harmoniously!!!!!Hahahha

    Cow is a holy animal for all Hindustanis. DVS should make these minor but very necessary ammendments as advised by President before she approve it.
    "Stop Cow slaughter, stop milking cows, milk coming from the body of cow, is meant for calf & not for us. It's inhuman to snatch the milk of calf. Do we allow our woman to feed their milk to others? Milk is like blood of a cow, we are sucking blood like bugs.

    Last, but not the least, stop consuming gomuthra too. If we are real Hindus n really if cow is our sacred animal!!!!! we need to follow this. If not? Eat dung of cow and shut your mouth & keep quiet.

    Dear Nandini Pai,
    Your argument is flawed.
    Nobody is stopping hindus from eating beef. That is the problem of BJP. They cannot control their own flock of people who relish beef and are now worried more and more hindus are eating and relishing beef. That is the fact nothing else! We minorities, do not want hindus to eat beef at all, because that way at least the price of beef, will be less because of lower demand from hindus. The question is whether Sangh Parivar can control its own people from stop eating beef.

    Besides, if you loved "Go matha" so much, then you would not use leather products like shoes or sandals which are all made from cow hide. If you loved your God so much, then would you wear your God on your feet????Why don't you tell hindus to stop wearing shoes/sandals made of leather? I myself have seen so many leather sandals at the entrance to the Udupi Sri Krishna Mutt, of those devotees going to pray there. Isn't that hypocracy? Praying to one God, but then wearing another God on your feet?

Neera Radia disclosed 2 BJP MP were eating Beef in England.

    BJP lost in Udupi Chickmanglore bcz of Rave Party Cow slaugter bill n Church attacks. Of course Yeddy scandals, but corruption is one of BJP fundamental right.

    I never ate beef. Also we had cattle at home taken good care. My hostel fed me beef all the time. I ate camel meat while in the middle east. I'm sure if I am lost in the desert, I (& you too) will eat snakes or lizards. Never condemn religious beliefs of others nor dictate one's choice of what he should eat, wear or live. Remember, religions are not made by gods but MAN MADE!

    Are you the CM of karnataka and its citizens or the CM of RSS and its parivar..... ????? Shame on you again for playing communual cards...Please pass a law that says that if cattle is killed and consumed by Hindus its an offence punishable by 7 years jail and if its killed and consumed by minorities its halal for them as their teachings allow them to do so.

    So beef eaters from major community must be punished and sent to jail. If there are no eaters then there will not be any trade. First ask majority community members to stop eating and if found eating beef punish them... wait and see the results, without law beef trade will die in our state...

    Well, it is illegal to slaughter and sell dog meat in many western countries such as Switzerland while it is relished in many Far Eastern countries. In USA and UK consuming horse meat [as well as dog or cat] would be considered as unthinkable. Horse meat was made legal in USA only in 2011. Eating or not eating a particular animal has many cultural and religious connotations.

    Cow being a useful animal in an agricultural society like India has not been seen as a source of meat, cow's milk, cow dung for manure and dried as fuel and being used as draught animal in the days when transport was mainly animal drawn. In Hinduism, cow is refered to as `go mata` and killing a cow is seen as a sin [`go hatya`]. Eating beef is not at all the equivalent of eating chicken or mutton. So I request non-Hindus to not make fun of Hindu customs and beliefs.

Let us know that there are many more objectionable clauses in the cow slaughter bill. For instance when a person is caught with the meat, it is the accused who has to prove his innocence and the onus of proving it otherwise is entirely on him. This is against the jurisprudence in India. Will the lawyers please stand up and fight and save innocent people from being convicted unjustly? GOD SAVE OUR COUNTRY. Animals here are held in greater esteem than human beings!

    Wow.ammendment on Beef rule book? There were many Goshalas mushroomed here and there and slowly the number of cows decreased from these Goshalas. Do you know where they go ?
    Majority of Indian voters have this syndrome called short term memory loss? These Pariwar based leaders have another syndrome called long term memory loss. They should have left this issue aside and continue working for the development of roads and other infrastructure of the state thus can assure winning next assembly election which is less than 14 months away.

    Karnataka people not asking for ban on beef. Karnataka people do not want ban on any food. The few leaders in BJP are simply trying to act smart and digging their own grave. It is against human rights to ban the sale of beef in a country.

    The CM who is a well experienced lawyer but has become scape goat of the pariwar and has to listen to what the other segments speak even though it is not possible to bring ban of cow slaughter. The CM is trying to bring law and order situation if the bill is passed again and rejected at the Centre. The police want the bill to be passed so that they can collect more hafta from the beef traders.

    We have been heard of big noise created by BJ, Rama Sene and other groups but have you seen cows on the roads now. They might have sold to slaughter houses by these groups for few hundred rupees?

    The catte/cow meat is good for health and eligible for human consumption.
    Hence nobody should ban human consumption of cattle/cow meat.
    Those do not like refrain from it and do not consume or slaughter.

    Land slide win during last state election, all credit is given to Yediurappaji, But everyone forgot as state BJP president, Mr. DVS had made sure everyone worked for the party victory as family.

    If BJP high command take tough stand and ouster Mr.Yeddi from the party, BJP may loose short run, but will come out as victorious in the long run.

    Yeddi will become another Kalyan sing or Uma Bharti and that will be message and lesson for all BJP leaders who think they are larger than party.

    No doubt, DVS is the best CM in India at present. We are very lucky to have such a good heart person as our CM.

    Without Yeddy's trouble, he would have done more for the state.
