Mangalore, Jun 22: It had to happen. An MCC official, a prominent part of the series of raids across the city that have taken place for over a month, has been caught accepting bribe!

MCC health inspector Bharat Kumar, who was part of the raiding team that swooped down on illegal trades and unhygienic hotels, was on Friday June 22 caught taking a bribe of Rs 2,500.

Acting on a tip-off, the Lokayukta team led by SP Jagamayyanawar caught Bharat Kumar.

He was reportedly accepting bribe from Ashley, of 'Elysium' music school who wanted to start a HR consultancy firm. It is said that Bharat Kumar at first refused to grant licence for the consultancy, and later demanded a bribe of Rs 5,000, and finally settled for Rs 2,500. Ashley complained to the Lokayukta on Thursday June 21, who laid a trap and caught him red-handed on Friday.

It is said that there were other officials also who were demanding bribes from other people for various work, according to complaint given by Ashey.

DSP Sadanand, inspectors Udaya Nayak, Umesh, Shet, Dilim Kumar were also part of the Lokayukta team.

When Daijiworld contacted MCC commissioner Harish Kumar, he said he had no information about it as he had been for lunch. Joint commissioner Srikant Rao too said that MCC does not have any information as it comes under the purview of Lokayukta and not MCC.

i know vey well bharatkumar, he is not cheap level person. Always struggle for performing duty. You can check his bank account and visit house, what is his assets? etc. He never made money, not even one house. He helped lokayukt some cases. Two days before some vested interest pressure higher official to suspend him for raiding malls. Who will take bribe, when CCTV around? I some thing wrong in the raid. People has to check the fact, before commenting on any person. If he has done wrong thing, we deifinetly oppose that.
    Please check with reality....

Well done Lokayukta. It is a vindication of allegation of Kaolash Paani Pooriwala few days ago in the TV channel that they are paying regular bribes to Health Dept in MCC for running their busness.Angered by the statement Officials from Health Dept of MCC wherein Bhartkumar was a part of it conducted wide spread raids on hotels, eatary shops starting with local paani poori shops and damaging their food items.Though initially it was felt by the body lanuage of this Bharat Kumar that he was corrupt he acted in a way that he is 'Sathya Harishchandra's kin.If anybody observes the various clippings of various MCC raids in the city one can see his rude attitude with these poor vendors.Somebody rightly observed against his attitude of throughing food items on roads. Now it is beyond doubt that these MCC office is filled up with bandicoots as suspected/aired by the public in this platforum from time to time.
IT IS THE CURSE OF THE POOR PAANI VENDORS FOR RUDE ATTITUDE TOWARDS THEM BY THIS BHARATKUMAR WHO NOW ON STREETS.Public should parade him on the Mangalore streets so that no bady dares these small business people in future.Bharatkumar should be shunted out of Mangalore for ever.

The KAS officer MCC commissioner has his moral responsibility to conduct raids and see that all is clean and all have licenses in Mangalore district. The MCC people should conduct more raids and see that fish market, central market and all roads of Mangalore are clean all the time.

First time when MCC raided shops etc. after many years, I had mentioned then, that these BJP officials know that their time is limited and will do anything to fill their pockets, within this year. So it is proved.

2500 here, 10000 there/sheeps/goats in lacs - made their fortune And important, the person caught red-handed -will be out on bail and continue his pocket filling act. He is only following what his boss ministers were/are doing. So where is the question of feeling ashamed? Try to get government job all of you!!!!

Don’t come to the conclusion that just for mere Rs 2,500/- Bharat Kumar will issue license for any business. Is he so cheap to accept bribe of Rs 2,500/- People should also check the back ground of Mr. Ashley too?

Let us believe Ashley is right in all respects by submitting all required documents to obtain license legally, then we have to really think the business ethics of MCC. I had a strong doubt from day one MCC started raiding illegal outlets. Those who do illegal business will not hesitate to bribe any MCC Officers too provided those Officers ready to sell themselves.

good work by the lokayuktha. ashley good that u complaint the lokayuktha.  Health department of mmc is collecting 4 to 5 thousand cash for a single trade licence. with the bribe no documents are required, if we go n enquire in the office they will tell all sorts of documents had to be enclosed and without which the licence wont be issued.

there are few firms which have not recieved the licence since 3 to 4 years after application just because they are not ready to spend money on bribing the offices incharge. if bribe is paid with in a week licence is issued that to without submitting any documents of the firm.

barath kumar u are getting paid for what u did to the poor pani puri vendor. ok if it has to be banned u could have made a offical notice rather then going to the spot n hitting the vendors n wasting the food items by throwin it to the road. may be u have forgotten that in india there are so many people we die starving.KAILASH pani puri owner was right about wat he had told in tv.

Government takes very good care of its employees. Besides giving good salary, the employee gets life- long pension, and on his demise, even his wife and dependents are taken care of by the government. My neighbor who retired in 1988, presently gets over Rs.30000/- as pension. Whereas, people in other sectors and in the gulf have entirely to depend on what they have saved prudently. Under such circumstances, taking bribe blatantly and punishing poor roadside vendors who try to make a living is very wrong and rightly deserved to be severely punished.

I congratulate the MCC team as of late you have been doing a wonderful job in raiding traders or others who are doing illegal business without proper licence. It is a shame that after doing all this there are still corrupt people like Bharat Kumar had the guts to take bribe from Ashley. There must be still some like Bharat who are taking bribe even now. But here in this coloum funniest part is that when MCC started riding illegal corners, most of the silly people over here was writing due to Congress Mayor'MCC is on action to legalise every thing. Now let me know how much percentage goes to Mayor from the bribe taken from MCC staff? When ever they demand money they say we have to give up to top person to sign the doccument. Is this person is the sole authority to give Trade licence?

I wonder what our Indians are made up of- when you see a person doing good work conducting raids at dangerous locations, u praise him - and when u hear a negative news about him without checking the verocity of the news -vth the same tongue u start scolding.Till nw there was no lokayukta trap wrt MCC Inspectors-nw vn there are series of raids -cracking the illegal slaughter mafia, trade licences - nw from blue lokyukta raid happens-is it nt sufcnthis dsnt mean to understand that he is being framed. This dsnt mean i suuport bribing but at the same i oppose good official being framed and people blindly taking sides

A trade licence only costs Rs.700. Why should he be asked Rs.5000. then settle for RS.2500.

Here is a young man who wants to do something for himself. Why should he pay bribes.

madhyastha H, balkudru, I am happy at least you understood the jest of my comments.

In todays world, where ever it may be (Except Japan) asia/middle east/europe, in reality wheels will not move unless greased.

Even to get a house maid minimum Rs. 5000 has to be paid to the agent. One months rent to be paid to the agent to get a house on rent, commission to be paid to look for a bride/groom. Local Airlines will charge more than double for flights during holidays, Money has to be paid for admissions to schools/colleges. Money has to be paid to get tickets for election/get bail. You name anything, nothing can happen without paying money, what ever name you call it. Bribe/ service charges or gift.

Instead of fighting a loosing battle against corruption, pay and get your job done.

WE think Lokpal will solve the problem. But how do you guarantee a honest Lokpal? The lokpal may monitor corruption for two years Honestly. and when the Lokpal himself begins to be corrupt. will we appoint another official to monitor the Lokpal??? I dont say Lokpal is not required But its not the Final solution for the problem of corruption in India.

Our education just teaches us to score marks and get a job. Since our childhood we see our parents giving bribe. It has become a unwanted part of our lives.
We have to stand up to this corruption ourselves and set a model example to our children by not paying bribe, educating the evils of corruption from chilhood. Making aware the procedures to apply for a driving licence, Ration card, passport etc. The education system should inculcate such topics in the curriculum which will help them. With this done, The next generation will surely be honest from their hearts.

AS I HAVE SEEN THIS BHARTHKUMAR'S POSES IN DAIJIWORLD DURING RAIDS HE IS VERY HAPPY TO RAID COZ HE KNOWS NEXT WHEN THE VENDOR COMES TO THEM THEY CAN DEMAND THE MONEY AS THEY WANT.SO ALL THE OFFICIALS WHERE CORRUPT JUST COZ THEY WANTED TO BRING THE SCARE ON VENDORS FOR FEW DAYS N WANTED TO GARNER AS MUCH AS BRIBE IN SHORTER PERIOD TO GIVE IT TO THE STATE GOVT MINISTERS.COZ THE CURRENT GOVT MINISTERS ARE WORRIED WHETHER THEY WILL COME TO POWER IN FULL MAJORITY NEXTIME SO IF THEY DONT COME THEN THEY WILL NEVER COME TO POWER TO MAKE MONEY.

For all those readers out there who think its a trap, let me say that, as far as i know Ashley, he is a straight forward guy, trying to earn a living with his music classes, and he need not do any publicity stunt to get this kind of recognition. The problem is not Bharat Kumar, it is our system and its machinery which needs to get reviewed and corrected by providing officers training on Ethics of doing business and their job. Let them start by creating this awareness and rewarding them for their honesty, and thereby reduce these kind of incidences, which hurts not just the silent consumer, but hurts the economy and the country in the long run.

These raids should take place in sub-registrar's offices. They are minting money. minimum amount they collect from each person is 3K. common man can not fight for this as he would have taken leave / permission from working place to get the job done. If you don't pay the prescribed money you will be asked to run around through out your life. MCC vacated road side stalls. Of course, if you consider hygienic standards they are not up to the mark. But much better than these officials. They work hard and win breads for their families. concerned authorities, please raid these offices.

Rs.2500/= cannot be called a bribe. They are service charges

It would have been a better option for Ashley to pay the paltry Rs. 2500/- as gift, get the licence and start his work, instead of going the long procedure of informing the Lokayukta, and now go through the hastles of submitting the many documents to get the licince.

In the long run, nothing will happen to the MCC official. The only suferers will be Ashley, and the rest who will be appplying for the licences.
