New CM Promises Graft-free Regime


Bangalore, Jul 12 (IANS) : A 32-member ministry headed by Jagadish Shettar Thursday took office in Karnataka, the third Bharatiya Janata Party government in fours years, with two deputy chief ministers for the first time in the state.

Shettar, 56, who will have a short-term in office as assembly elections are due May next, promised a corruption-free, transparent and honest administration.

The first priority, however, he told a press meet after the first cabinet meet, would be to tackle the drought, particularly drinking water shortage, affecting more than half the state.

















Shettar and the ministers were administered the oath of office and secrecy by Governor H. R. Bhardwaj at a simple ceremony in the glass house of Raj Bhavan. The BJP, battered by dissidence and corruption scandals ever since it came to power for the first time in the state in May 2008, completed the ministry formation in one go to satisfy various factions in the party.

The two deputy chief ministers are K.S. Eshwarappa, who is the state BJP unit chief, and R. Ashoka, who was home minister in the D.V. Sadananda Gowda ministry which quit Wednesday.

The state can have a 34-member ministry, including the chief minister, as the law limits the strength to 15 percent of the elected members of the assembly. The Karnataka assembly strength is 225, of which one is a nominated member to represent the Anglo-Indian community.

However, the BJP's plans still left many disgruntled with a legislator from the coastal area of Kundapur, Haladi Srinivas Shetty, breaking down at being denied a berth and his supporters shouting slogans against party leadership.

Trying to placate caste groups the BJP, which came to power in the state for the first time in May 2008, has given Karnataka two deputy chief ministers for the first time. The BJP's caste balancing act at the top level of government has already earned its new setup a nickname - LKG regime - L standing for Lingayat, K for Kuruba (shepherd community) and G for Gowda (Vokkaliga community).

Shettar is a Lingayat, Eshwarappa belongs to Kuruba community and Ashoka is a Vokkaliga. The new chief minister appealed for cooperation from his ministers, party legislators and opposition parties in running the administration.

"I will strive to take all together and provide a clean, corruption-free, honest and effective governance," Shettar said. The new chief minister's stress on corruption-free administration comes against the backdrop of various scandals that rocked BJP's first ministry headed by B.S. Yeddyurappa, who was forced to quit last July over mining bribery charges.

Besdies Yeddyurappa, around 20 of 120 BJP legislators, including several ministers, are fighting corruption and illegal land deals cases against them. Shettar himself was Wednesday slapped with a complaint in Lokayukta (ombudsman) court alleging that he had violated rules to free 176 acres of government land when he was revenue minister six years ago in the Janata Dal-Secular-BJP coalition government.

The Lokayukta court judge N.K Sudhindra Rao said he will decide July 21 whether the allegation in the complaint needs a probe. Shettar denied wrong denying and said he will fight the case legally.

Shettar succeeds Gowda, who quit Wednesday. Gowda became the chief minister August 4 last year after Yeddyurappa resigned July 31. Gowda fell victim to the dissidence that had hit the party almost from the beginning of its maiden rule in the state in May 2008.

The ministers who took oath Thursday are: Govind Karjola, C.M. Udasi, Basavaraj Bommai, Vishwanath Hegde Kageri, S. Suresh Kumar, Umesh Katti, Murugesh Nirani, V. Somanna, Shobha Karandlaje, M.P. Renukacharya, C.P. Yogeshwar, B.N. Bachche Gowda, Revu Naik Belamagi, Balachandra Jarkiholi, Anand Asnotikar, S.A. Ramdas, A. Narayanswamy, S. A. Ravindra Nath, C.T. Ravi, D.N. Jeevraj, Raju Gowda, S.K. Bellubbi, S. Shivanna, Varthur Prakash, Arvind Limbavali, Anand Singh, B.J. Puttaswamy, Appachu Ranjan, Kalakappa Bandi, Sunil Vallyapur, and Kota Srinivas Pujari.

Shobha Karandlaje remains the lone woman member in the ministry while Varthur Prakash is an independent supporting the BJP.

    Mr. Sadananda Gowda was providing us the graft free,respectful transparent governance.Then what was the necessity of changing the CM if they are truly interested in welfare of the people of Karnataka?Feeling sad that it was actually snatched from him which is absolutely criminal.Mr. Shettar may be a nice person but he will be a CM without any respect.Yediyurappa is seen smiling with Victory sign. Probably it will be his last laugh.

    One thing is very clear,joining politics is to make money,to get power and not to serve the people irrespective of the party you are heading.Whoever raise voice against corruption, will be finished.Look at the way they have done to Anna Hazare,Ramdeoji Baba,Arvind Kejriwal and Kiran Bedi.The Roads, Bridges and Buildings constructed by British people are still intact.Whreas the roads built by our own people goes away within few years.
    Corruption is there at all levels One has to face it Right from birth to his end.It is not only applicable to Karnataka politics.It is applicable to the entire Nation.Are they really concerned about the poor in this country?
    We need strict law and order.Our judiciary should be strong.Then only ther is some hope.

    People of Karnataka are not fools.With the present set of people on board who are known 'Chors' it is impossible to give graft free adminstration.In fact under BJP rule in Karnataka graft has become a way of life at all levels.Therefore it is impossible to expect corruption free rule,instead it will be "free corruption"for people of state.The very purpose of change in the adminstration set up is based on Graft...

    Shame! Shame! Shame!
    what could I say pappi shame or kapi(monkey)shame? we cannot realize that what is happening in karnataka. Are karnataka public watching foolishness of karnataka Ministers? what is the necessary of making a new CM? then why they have made DVS to sworn as CM before 11 months ago? they never felt the humiliation of their behavior in front of voters. Now they show the symbol of victory sign when Shetter sworn as CM. is this called unity? Is Shetter won against any opposition party to sworn as CM? Their celebration seems like they won against any other party. In this matter we could not understand what to do to cry or smile? We agree that if any CM or minister has corruption and he makes the way to others is the right way. But Sadananda Gowda had no any corruption, then why did he stepped down to other to sworn as CM? BJP does not know how lead the state, it has only agenda of communal and their own caste groups. Because of these two matter they confused to lead the party and government in proper way.

    Graft-free Regime, please understand what this means and how you can achieve such bold statements. Talk is cheap and free. Do some good work from last four years of resort living and on-job vacation.

    Last few months have been very troubling for common people. No help from adminstartion.

    Please nominate to Governor to appoint a Lokyauktta to provide a Graft-free Regime in order to have proper checks and balances.

    We have too much talk and no development.

    Shettar promising:

    1) Clean (we hear this word here so often). Does he mean he will clean all good guys in the Govt.?
    2)Corruption free - it depends what meaning is in his dictionary (english/hindi/Kannada or any dictionary he has). First of all he is not the real CM - he has to and must do what Yeddy tells him - and there he can never be corruption free and lead a corruption free Govt.
    3) Effective governance - we had so much of it all these 4 to 6 years. May be he means effective resort politics? Most probably anyone has to meet him, it will be in the resort/s.
    4) Honest - when he already promised a CLEAN govt. he need not have stressed on "HONEST".
    He was never honest before and he'll never be honest from now on - even if he wants to. Impossible for him to be honest at all. Here he has lied the first lie.
    The way things went on, in the last few days, it was to appease the voters, even last minute DVS also has played a game.
    I hope it will back fire on BJP and some/any party wins the next election

    When corrupt leader has recommended present CM,s name how can he ever give a clean administration.He is put on that chair to collect funds for the coming election. Karnataka is the 3rd most corrupt state.Since gowda is gone it will be hard for them to get back in power.People of Karnataka will nevr forgive BJP for doing a clean Cm injustice.

    Unless BJP kicks Yeddy out, there is no chance for BJP in State to come back to power.

    After removing DVS perhaps Yeddy has become so powerful, that by kicking him out also could cause defeat to the party.

    With Gadkari like person holding BJP national presidents post,,, we cannot expect anything better than this ....

    So either way BJP will loose in this......

    Shettar will waste time to placate disgruntled MLAs who are meeting in Bellary Karunakar Redyddy's residence on one hand and on the other hand Coastal MLAs are making noises for excluding from Ministry.Even Halady threatened to quit BJP.Apart from that BSY has steering and break who wuill control the show.Therefore Shettar will not and could not do anything in his short? term of tenure.
