Shettar Cancels MLAs Study Tour

Bellary, Sep 4 (PTI): Facing public outcry over legislators undertaking a foreign trip when the state is hit by drought, Karnataka Chief Minister Jagadish Shettar today ordered cancellation of an overseas "study" tour by a legislature committee and asked them to return.

"The foreign tour by MLAs has been cancelled. The first batch of MLAs who are currently touring in a foreign country has been asked to return," Shettar, who came under attack from opposition parties over the MLAs foreign trip told reporters here.

The members of the Public Undertaking Committee of the state legislature are visiting Argentina and other parts on a study tour at the expense of the state exchequer.

Another group of 12 members of the Estimates Committee headed by BJP MLA Abhay Patil was scheduled to fly to Russia and Europe on September 26, which has now been put on hold.

Former chief minister B S Yeddyurappa had last week slammed the MLAs for their foreign trip and asked them to return immediately.

He had also said people of their respective constituencies would teach them a lesson.

Bangalore, Sep 4 (IANS) : It's the local variation of Nero fiddling while Rome burned. Or politicians enjoying themselves while people suffer.

At a time when Karnataka has been hit by its worst drought in 40 years, affecting the livelihoods of tens of thousands of people across its rural hinterland, several legislators from the three main parties, the ruling Bharatiya Janata Party (BJP) and the opposition Congress and Janata Dal-Secular (JD-S), are on a "study tour" to South America.



The two-week all expenses paid tour of 12 legislators and three officials that will cost around Rs.1 crore (Rs.10 million) was organised to ostensibly study civic facilities in countries such as Argentina, Peru and Chile. However, it is learnt, no appointments have been fixed, leaving the travellers free to "study" the exotic sights of South America.

The three political parties are "united" in condemning their legislators, who flew out of Bangalore last Thursday, some with their families, for ignoring their pleas to abandon the tour but maintained a "studied silence" on the disciplinary action they plan.

The Congress and the JD-S have an advantage over the ruling BJP in the blame game. They are questioning how Chief Minister Jagadish Shettar and assembly speaker K.G. Bopaiah allowed the tour.

Shettar, the third BJP leader to head the party's government in four years, first declined to comment on the legislators, ignoring appeals to postpone the tour by two or three months.

Later, he expressed his helplessness, saying he and the speaker had advised the legislators against the tour. People in the state, however, have begun to term the blame game as "match-fixing' since all three political parties, facing elections in the next few months, have kept their legislators happy while making a public display of outrage and pointing fingers at each other.

"This is a typical case of having your cake and eating it too," said M. Sadashivaiah, a retired school teacher. "All parties are fooling the people by blaming each other since they think when elections are held, some other issue will be the hot topic," Sadashivaiah told IANS.

"I see this as match-fixing," added R. Sudhindra, a software engineer. "How can any of these parties claim they could not stop their legislators from going on this tour? No one will buy this plea," he said.

Each legislator has been given around Rs.700,000 for the tour. Expenses of the family members on the tour will have to be borne by the legislators. Some legislators made matters worse by their response to questions on how they could go on tour when the state was reeling under drought. Congress legislator B.C. Patil told reporters at the Bangalore airport ahead of departure that "the world would not end if they go on the tour".

    When they Return from their study tour the people of each constituency should demand a detailed explanation about what they have studied abroad, and also hold protest meet near their house in their home town, so that all voters could know what foolishness they have shown inspite of drought in the constituency. Also in Bengaluru when they return Mr.Vatal Nagaraj should hold a protest demonstration outside the Airport.

    (Total Recall and Shatter)Chief Minister Shettar is calling back the ministers because they have complained that they cannot dance Samba or Lambada. They are familiar with Yakshagana and folk dances. They were not trained in Karnataka the classical dances of India, the Mysore style of Bharatanatyam, which is the oldest and most popular dance form.

So, why not visit India and get treatment from Indian doctors and still save the money. Be smart. Think smart. If you had il-gotton money, even you would have gone anywhere in this world. I think you are grown old and you can not do anything other than typing on this site. Instead, do some hard work, do voluntary service, visit sick people in hospital, etc. Do not throw your poison on this site. If you can bite on right people and not on innocent site. Do you get it.     In any govt office or private office when any employee goes on official tour he has to submit the detailed REPORT as soon as he returns, along with the documentary proof of the Work or Study done. Then only his TA.DA bill is passed by higher officer. Similarly when an employee goes on study tour he has to submit Report and also teach others what he has learnt on Tour. If the employee has gone on LTC with family the amount reimbursed to him is added to his income as PERKs and Income Tax is deducted as per IT rules. If the employee has misused the study tour for personal work then disciplinary action is taken against him officially and punishment is awarded/increment is deducted.
    Even for the study tour of MLAs same above rules should be applied. Firstly, they should submit individual report about the study they have done abroad with documentary proof. If it is paid LTC tour then the entire expenses should be added to the total income of the MLAs as Perks and Form-16 should be given to them at the end of the year accordingly, so that they can pay I.Tax accordingly.
    RTI activists can demand the above informations officially and release it to the Media, so that every one can know how literate our MLAs are.

    BJP opposition leader (inside BJP party too there is a opposition leader) Yeddy is taking care of draught hit regions. He is visiting all districts, so speaker allowed MLA to go on tour. This is the last chance for them to go on tour. Last year Yeddy to went to Cyprus with his family to deposit his ill-gotten money in western banks. There is no rain in few district, but state govt is giving excuse to have more funds from central govt to go on tours. Nothing will reach the farmer. We have a foolish CM with remote control.

    The foreign tour systems was started in Assembly or Parilament by Congress men only. BJP came to power only since past 6.5 years. Why Congress supporters don't speak on MP's foreign tours. Isn't there floods in North India ? By hook or Cook Congress supporters are trying to target on BJP. Why Sonia went for health checkup for abroad ? Of course, she was worried about her financial health because of Anna sydrome. Shettar has control over his MLA's. Has MMS same guts ? Here comments speak on 1 Crore spent on foreign tour. Do they raise same voice on Prathibha Patel tour which runs in crores ? Kasab is kept alive on tax payers money & so far spent above 25 Crores, has Congress supporters spoken against Central govt.
    At this rate State Congress has to keep shouting for every step of BJP, & definetly people will keep it in its present position.
