Karnataka to Introduce Bull and Bullock Slaughter Bill


Bangalore, Sep 6 (DHNS) : With the Centre sitting on the bill to bring in a strict ban on the slaughter of cattle, including cows in the State, the Cabinet on Thursday decided to bring in an amendment to an existing piece of legislation, seeking to ban the slaughter of bull and bullock besides the cow.

It was also decided to recommend to the Governor to promulgate an ordinance for this purpose.

The Union Home Ministry has not yet given approval to the Karnataka Prevention of Slaughter and Preservation of Cattle Bill, 2010, which not only seeks to ban slaughter of cow, bull and bullock, but provides for stringent punishment for violators and makes the offence cognisable and non-bailable.

“The Home Ministry had asked the State government whether it can remove buffalo from the definition cattle and it had agreed. However, the Home Ministry is yet to clear the bill.

Hence, we have decided to strengthen the existing legislation (Karnataka Prevention of Cow Slaughter and Cattle Preservation Act, 1964) by including bull and bullock through an amendment,” Law and Parliamentary Affairs Minister S Suresh Kumar told reporters after the Cabinet meeting.

The 2010 bill, which proposes stringent punishment for violation of the rules and also provides for powers to search and seize any premises including vessel or vehicle, had met with stiff opposition from the Congress and the JD(S) members in the Assembly. The Opposition parties had alleged that the bill was a hidden agenda of the Sangh Parivar.

Cases withdrawn

This apart, the Cabinet decided to withdraw eight cases booked against the activists of the Akhila Bharatiya Vidyarthi Parishat (ABVP) in Hubli-Dharwad, Bidar, Raichur, Haveri and Chikkaballapur.

Asked why only cases pertaining to the Akhila Bharatiya Vidyarthi Parishat activists were being withdrawn, Kumar retorted by saying that no other cases were on the agenda in the Cabinet.

    The constitution is not a moral document so there is no need to bring in amendments to it. When the issue here is of food, who is the govt to deceide what we should and not eat? Since the ban on slaughter is only in Part IV of the constitution under Directive principles, there is no need to make a hue and cry about it. The divisive forces will like their wounds some day.

    Animals have life and when killed lose their life. In the mean time I want to bring to the notice of shukla and other advocates of veggies is that even the plants have life and when taken for the pruppose of food lose their lives.... plants and trees also grows like animals and also die..If anyone who doesnt wish to kill anything for food, then he must abstain from eating food made of both veg and non veg. He can only breath air and live. What a hypocrisy for convenience. Beef eating is my birth and constitutional right and no one shall take it from me..crazy people with crazy minds.

    Digambar Shukla Uchilla/Allahabad, you may be knowing that large number of Mangalorean Kannadigas have worked in your Home state Uttar Pradesh, including myself. With my personal experience I can tell that half of the Gangsters and Decoits in Eastern U.P. are Vegetarians. When I was working in Sultanpur near Allahabad there was one gang of decoits called 'Mishra gang' whose majority of members were Brahmins and fighting with Yadav Gang besides fighting against Police.

    What do all the terrorists have in common? What do all the violent criminals have in common? What do all the murderers have in common?

    The simple answer is that they are all killers of animals (meat eaters).Have you heard of vegetarian terrorists? Have you heard of vegetarian criminals? Have you heard of vegetarian murderers?

    By killing for a living (meat eating), the human mind develops a taste for killing, which leads to a mentality of violence. The mentality of killing animals spreads to killing humans too. People who kill animals are much more likely to kill people too. This is a fact as the terrorists, and the most violent criminals are animal killers (meat eaters).

    The vegetarians don’t kill for a living (no meat) and so their mind develops a taste for non-violence, thus a mentality of non-violence. The mentality of a vegetarian is that killing is totally wrong, thus the killing or even injuring of humans is totally unthinkable.

    The US government spends billions of dollars each year on combating terrorism. They think by going after those with guns and bombs will solve the problem. They totally ignore the root cause of violence. Which is human mentality of violence, caused by killing for a living (meat eating).

    The simple formula for stopping terrorism and violence in the world is: No Meat= No killing = No mentality of violence = No terrorism/No violence

    There is a big difference between cutting grass and cutting the necks of chickens. Killing plants and animals is not the same.

    Would God want man to kill for a living (meat eating) so that they can develop a mentality of violence and become killers of humans too?..Absolutely not.

    The human mother drinks cows milk, and from it produces her milk, which we humans drink at birth. Then at 3 months we start drinking cows milk in a bottle then in cups. We also eat delicious foods made from cows. hus the cow is considered a mother as she provides us with nourishing food for life. How can you kill such a mother.

    Kasargod district Kannadigas are openly telling that: Thank God we are not merged into Karnataka State, and we want to continue to be in Kerala state only forever, So, throw Mahajan Report in the Arabian Sea. Also there is no Moral Policing in Kasargod district.
    Some of the Indian gods even took the form of Varaha and Mathsya ( Pig & Fish) and detroyed Demons. Does this mean to say that one day even eating Fish & Pork will be banned ?
    Everyone should read the biography of Swami Vivekananda wherein he has told that In Bengal, Orissa, & Bihar the Brahmins sacrificed Cow (Calf) in the Yajna fire and ate the flesh there and then only. Why cow was not considered holy by those north Indian Brahmins in 20th Century ? How it has become suddenly holy in 21st century?

    The priestly class in hindu scoeity are hiding the true message of their holy books and misguiding the people for their own benefits. All sacred hindu scriptures from vedas to upanishads to sanhitas to puranas to epic all speak about the cow as a sacrificial animal to please dieties and as a means of food and cow meat as a source of strength. Its hightime we teach all these sacred books to dalits, STs and SCs and adivasis. Priestly class then run away from India back to central Asia. We minorities now must start translating these books into vernacular languages to show to the masses how they a re fooled and what their scriptures speak about. If its done, most of the social problems like caste system, dowry deaths, female foeticide etc can be erradicated. This is the high time we should do it. What an Aryan system to misguide, remain on top of social ladder and earn their livelihood from ignorant masses...Change is necessary and it will be done soon.

    One day India shall become the highest consumer of beef and related products in the world.

    Beef sukka, beef biriyani, beef masala, beef roast, beef chops, beef fry, beef salad, beef gelatin, beef stew, beef starch, beef gravy, beef kofta, beef meat balls, beef kadai, beef rogangosh, beef chiili, beef hyderabadi, beef kashmiri, beef mughlai, beef afghani, beef manchuri, beef pepper, beef ginger, beef soup, beef malabari, beef sausages, beef samosa, beef sandwich, beef pasta, beef pizza etc etc will be freely available across India and foreign tourist shall visit India to have a savoury taste of beef cruisines..

    I love all above items and dont care about the ban and shall have it in my daily food as it gives me rquired strength, iron and protein. I have carnivorous set of teeth to munch these items and I cant go against my God as God allowed eating of beef in all religions. Distance from beef started during Buddhisms birth but all buddhist countries consume beef heavily....What a hide and seek game yaar.

    I kwow where to get beef. After all there are rumours, in Karnataka, officias, beef protesters are corrupt and take money under the table which is hidden truth.

    So enactment of BIll and implementation is altogether different. If people want to sell cows and there are citizen who want to eat beef, who can stop them.

    It is like liquor prohibition where bootleggers or illegal liquor vendors & their associates including officials are making big fortune.

    Let us see, the end result? Is it passing of the enacthment or lack of will by the people to implement.

    Go east, they eat everything, cobra or scorpion, cockroch or insect, worms or dog / cat / cow or anything and they are healthy, and their cows are also healthy. Go west, they eat beaf, mutton , pork or anything they are healthy and their livestock is the healthiest. We in between dont eat anything properly, out of religious or cultural compulsion don't allow others to eat we have the most mal-nourished population, and our live-stock is most low yielding.......

    Apastamb Grihsutram (1/3/10) says, “The cow should be slaughtered on the arrival of a guest, on the occasion of ‘Shraddha’ of ancestors and on the occasion of a marriage.”
    Rigveda (10/85/13) s, “On the occasion of a girl’s marriage oxen and cows are slaughtered.”
    Rigveda (6/17/1) states that “Indra used to eat the meat of cow, calf, horse and buffalo.”
    Vashistha Dharmasutra (11/34) writes, “If a Brahmin refuses to eat the meat offered to him on the occasion of ‘Shraddha’ or worship, he goes to hell.”

    Hinduism’s greatest propagator Swami Vivekanand said thus: “You will be surprised to know that according to ancient Hindu rites and rituals, a man cannot be a good Hindu who does not eat beef”. (The Complete Works of Swami Vivekanand, vol.3, p. 536).

It is a slow and merciless killing where the pain and hunger pangs of this cattle is prolonged. The minsters and caretakers fill their stomachs with the fodder provided to abandoned cattle.     Initially it ban was for Cow slaughter,
    Non vegetarians didn't object respecting the sentiments that Cow is Holy.
    However, as anticipated other fraternity as been added to the list like Bull and bullocks. Banning them to Plough is not on the anvil.
    We may anticipate, gradual ban on Buffallos, Sheep, Goat, Pig and finally Chicken and Fish. It is Vegetarian Vs Non Vegetarian.
    Be only Vegitarian, gradually only animals will remain to eat Vegetation and humans also will be extinct. It looks like Animals life is more important than humans.
