President Pranab to Inaugurate Spectacular 'Suvarna Soudha'


Belgaum, Oct 9 (Business Standard) : President Pranab Mukherjee will inaugurate the newly constructed Suvarna Vidhana Soudha in Belgaum on Thursday (Oct 11). Bowing to public demand, the government has decided to name Suvarna Soudha as Suvarna Vidhana Soudha, said KG Bopaiah, Speaker, legislative assembly.

Chief Minister Jagadish Shettar visited the Soudha on Sunday and inspected the preparations for the inaugural function. PWD minister C M Udasi was also present.









Speaking after doing a survey of Suvarna Vidhana Soudha, Bopaiah said, “All the works are complete except the cleaning part which will be done in a couple of days. The house is ready for the session.” The building erected to conduct some sessions of the State’s legislature was renamed Suvarna Vidhan Soudha (SVS) by the government. It was previously called Suvarna Soudha.

Bopaiah said the name was changed after a meeting with the elected representatives and officials concerned, because the public found it more appropriate.

After inaugurating the Soudha, Mukherjee will address a joint session of the state legislature. Chief Minister Jagadish Shettar will also address the session.

The President will also present the Jnanpith award to poet, playwright Chandrashekhar Kambar at a separate function to be held at Gandhi Bhavan.

“All facilities available in the Vidhana Soudha in Bangalore have been made available in SVS, the only difference being that SVS has a Central Hall,” said Bopaiah.

The words ‘Work is Worship’ (kayakave kailasa) by 12th Century poet Basavanna will be inscribed on the facade of SVS, said Bopaiah.

Law Minister Suresh Kumar said former prime minister and Janata Dal (Secular) chief H D Deve Gowda, all the surviving former chief ministers, Union ministers, Speakers and legislators will be invited for the inauguration.

The Soudha has been constructed as a part of Karnataka’s reiteration of its control over Belgaum in its inter-state rivalry with Maharashtra for control of the district. While the proposal to build a legislature building in Belgaum to counter Maharashtra’s claim to the area had been mooted several years ago, it was after HD Kumaraswamy became Chief Minister that the project gained momentum.

In 2007, B S Yeddyurappa, the then Deputy Chief Minister allotted funds to build the new legislature building at the Halga-Bastwad site in Belgaum on the Bangalore-Mumbai highway, which is a part of the Golden Quadrilateral project.

The work however began on the building in August 2009 and it was supposed to be completed by January 2011.

The original budget was of 230 crores. The Pune-based B G Shirke Construction Technology Pvt. Ltd. were given the contract to construct the building.

There were repeated extensions of the deadline on account of tardy progress in construction. By August 2012, the cost of the building alone had reached 391 crore with estimates suggesting a final bill of nearly 500 crore on its completion.

The Suvarna Vidhana Soudha has been so named to commemorate the Golden Jubilee of Karnataka’s formation day. The building is a three floored structure spread over 16,138 sq.m and consists of an Assembly hall that seats 300, a Council hall for 100 members, a 450-seat auditorium, 38 ministerial chambers and 14 meeting halls. The entire complex has come up on 127 acres of land that was acquired from farmers in the area. The Ashok Chakra atop the main dome of the building measures 3.68 metres by 2.11 metres and weighing 6.50 tonnes was created by the V T N Creative Art Studio in Bangalore.

    While Punjab & Haryana share one state capital (Chandigarh), Karnataka on the contrary will be the only state to have 2 capitals. In the past Tipu Sultan used Bangalore as his summer capital. Having 2 capitals by constructing an additional legislature with magnificient chambers for ministers, at the expense of tax payer's hard earned money, is nothing but sheer wastage of public funds. If you call it development, then it is a totally uneconomic development. What benefit will the common man have? What kind of welfare will it bring to the poor other than ministers and MLAs having joy rides shuttling between 2 capitals? Just by declaring Belgaum as the second state capital and by constructing legislature building cannot be considered as a genuine measure to counter Maharashtra's claim on the city. The Govt. needs to understand and convince Maharashtra that unlike other states, Karnataka is a multilingual state and that the Marathi speaking population of this state is a part of it.

    Waste of public money and waste of energy. It is better if this money could have used in building houses for poor people. Money meant for development of the state is being wasted on unnecessary buildings.

    This new Suvarna Saudha in Belgaum is inch-by-inch replica of Vidhana Saudha of Bengaluru. The only difference is that Kengal Hanumanthaiah ensured that each and every paisa was genuinely spent in Bengaluru, but the Belgaum Vidhan Saudha construction was mired in corruption and irregularities.
    Actually, there was no need to copy the architecture of Bangalore Vidhana Saudha again in Belgaum also as Two building of same type in one State will reduce the attraction. They could have copied the Parliament House of New Delhi, which would have attracted more people to see it and the cost would have been equal.

    This Suvarna Saudha at Belagaavi is not the idea of BJP govt, but it is the brain child of Kumara Swamy and in 2007 when Kumaraswamy was CM he laid foundation stone inspite of hurdles created by Sharad Power when he was Defense Minister (Lots of Land in Belgaum belongs to Defense dept - Maratha Infantry).
    So the credit should go to JDS. Actually BJP govt only doubled the cost from Rs.230 crores to 500 crores and unnecessarily delayed the project by ONE YEAR to justify exorbitant amount of cost escalation and Rs.120 crores spent on interior which is not even worth Rs.50 crores. This site is actually 17 KM away from the main city, and only local people know the terrific problem of conveyance.

    Vast tract of vacant govt land was available in Sambra village between Airport and Sambra Railway Station by the side of Highway just 15 km from City, and as per original idea if Suvarna Saudha was constructed there it would have been convenient for people to come by Rail, Road & Air.

    This site is 8 KM away from Belgaum City, on Belgaum-Hubli Highway. There is no Railway connection and it is going to create lots of inconveniences for the people who want to visit for official work. Entire interior decoration contract was given to a close relative of PWD Minister Udasi at exorbitant rate, and there is allegation of large scale Ghotala (Social Worker S.R. Hiremath please note). All the land around the villages Halaga and Bastwad has been already cornered by highly influential people expecting quick appreciation once the Suvarna Saudha is inaugurated.

    Inscribing 'Work is Worship' is Ok. But also write " Sarakarada Kelasa Devara Kelasa, Adakkagi Dakshine Kottu olage Ba Yatrikane" as written in Bengaluru Vidhana Saudha. Because as per Hindu tradition worship is always accompanied by Dakshina, Thirtha-Prasada.(Dakshina means Bribe, and Thirtha means evening party at Bar to get your work done in Suvarna Saudha, Large number of Mangaloreans already have Bar & Restaurants in Belagavi, who will have bumper business now onwards).

    This much anticipated fanfare function will finally shut the mouth of Maha , particularly,the 'MUDI' Baal Tackaray. Karnataka need to pressure Maha and Central Govt to implement Mahajan report and Maha should abide by the findings. Belgaon issue always raked for political ends of SS which be should be stopped once for all.I think Baal Tackaray may object the President of India for inaugurating Suvarna Karnataka V.Soudha but it should be neglected out rightly.A step forward in the development of Belgavi district.Congrats all Kannadigas.
