Govts Should Not Interfere in Transfer of IAS Officials: Santosh Hegde

Bangalore, Oct 18 (PTI): In the backdrop of transfer of Haryana IAS officer Ashok Khemka for his decision to probe into land deals, including that of Robert Vadra and realty major DLF, former Karnataka Lokayukta Santosh Hegde today asked state and Central governments to leave issue of transfers to bureaucracy without there being any interference.

"Issues of transfers should be left to bureaucracy itself without there being any interference whatsoever by central or state governments to curb corruption," Hegde told PTI.

Hegde said there was lot of "discontentment" amongst state and central officers in regard to the transfer policies of their respective government.

"The common complaint seems to be that there is no proper policy and transfers are effected at the whims and fancies of the decision-making authority which is mostly influenced by the pressure from the politicians' various hues," he said.

Such transfers are likely to have serious adverse effect on the efficiency of the government itself, Hegde said, adding, "To have an independent attitude and peace of mind, a government servant must have some assured tenure on any post to which he is posted before he is transferred."

Transfers based on the recommendations of persons who were not connected with the government would certainly lead to corruption and undue favours being shown in favour of such benficiaries, Hegde said.

Hegde requested administrative reforms commission to make suitable recommendationms in regard to the transfer policies, both in the central and state governments.

On statewide transfer, it should be done on the recommendations of a committtee consisting of the Chief Secretary, next senior most secretary and secretary of the department in which the transfer was sought to be effected, Hegde said.

"If this committeee is directed to perform its functions transparently, it will be open to the ministry to oversee the complaints on the actions of the committee and remedial actions could be taken," he said.

Hegde said this would certainly take away the public perception that transfers were being done on political or collateral considerations.

There should be minimum of three years fixed duration for the officers' stay in a particular post, which should not be normally reduced or enlarged except for good reasons to be recored in writing, Hegde said.

"If the principal rule governing the transfer requires, some exceptions to be made like in transfers on compassionate ground, transfer to accommodate married couple to be at the same place or any such reason, same should be made public in the first instance itself, so that these exceptions are not misused," Hegde said.

    It is unfortunate that The Government interferes with regard to the relocation of not only IAS and IPS officers and sometimes in the case of sub-inspectors and other junior officers. This puts the working system out of gear. Sometimes officers are transferred within the course of even months and for what.

    It is time that our that our working system is stream-lined to obtain the best results from officers and people in general.

    I have known of a good officer being transferred for doing his duty effectively just because he has caused annoyance to some one while discharging his duty effectively.

    This is the story of every Govt. Institution. There are so many cases where people who want to do real work are hindered by the rest (people who take bribes, favours etc.) Even an Institution like UAS (University of agricultural Sciences) is rampant with nepotism, castesim and goondagiri. I am not surprised that as the stakes are are higher the dealings are more voilent and rough. There will be a revolution and only after that transparency and good governance will follow.

    What you are professing is not relevent to out country.Here thre is no commitment/concern among majority top level admn officers.If they excercise their true powers in the admn they will be shunted out putting their dear ones in trouble.Who is ready to take these trouble.Even anybody nowadys raises their voices corruption issue particularly ruling UPA next day income tax/CBI officers will be at their/relatives door step.In totality our admn system is far distance from what you say.....Nothing is going to change or one can expect.....

    Santosh Hegde failed to create an impact. He acts more like an adviser to the government when problems are identified and reveeled by people like Kerirval and team and the advise are to the standards of a common man who can suggest as what Mr Hegde is doing today. Hegde is always talks with care as he takes steps on both government favor and RTI members..double and standards. If he is serious why couldnt he expose issues that he had experienced while he was at work? Looks me some people are just for the name and fame.

    Transfer Business of babus and lower level officers are, be it from Revenue,police,pwd......is tools of corruptions and means to make money.It is also a tool to award plum posting with 'money making place'for those who are yes masters of politicians.Justice Santhosh Hegde,your advise is in good heart and preventive corruption measures but it is unlikely politicians relinquish a tool of money minting subject.

Rule book or constitution of our country, (which you always refer to) say that the transfer of any govt official s, is a PREROGATIVE of the govt in the power, however any official he/she should complete the term before the transfer. In this case (ISA KEMKA) HARYANA Govt. is wrong and acted as puppet of GHANDHI family, as normally all congressmen do.

    TRANSFERS are the only effective Tool the Corrupt shameless Politicians have in their hand to get rid of Honest Officers. Why to go to far off Haryana. Just recently in our Mangalore Seemanth Kumar Singh was Tranfered as he did not listen to corrupt Politicians. How Minister for Ports Suspended/Transferred Honest Forest Officer Gokuldas in Belikeri Iron Ore Theft Case and Lokayuktha Santhosh Hegde resigned protesting against the same, as every one knows.

    Hegdeji, Corrupt Politicians will never let go this strongest Tool in their hand at any cost.
    Your present advice is just Borkalla mele Neeru Suridantghe.

    Just see the example of Mangalore. The commissioner Seemanth Kumar is transferred due to Padil attack case so that further investigations can be weakened. The previous DC Ponnuraj is transferred for political interests.

    The entire set up the government is for the corrupt and not for the honest. Honest people are always victimized by the superior who is corrupt. There are several examples. Right from the top level to the police level. Honest officers are transferred and that is the reward they are getting from the corrupt Government.

    people like Mr. Hegde, Bedi, manish and aravind are coming and raising voice against system. we mango people should support them. wish more and more people come up and join the IAC and put light in the issues, so to change the system. there is lots of dirty in politics - look at lalu, rabdi,jaya, yeddy,kurshid, mulayam, or maya. most are them are criminals. its sham on us that we choose such people to rule on us. lts support to new team. and wish for better system.
