Cabinet Reshuffle: Rehman Khan In, Khurshid Gets MEA, Moily Petroleum

New Delhi, Oct 28 (IANS): Salman Khurshid was named India's new external affairs minister as Prime Minister Manmohan Singh Sunday effected a major revamp of his council of ministers, inducting 22 faces, including seven of cabinet rank, in what is said to be the last major ministerial shuffle before the 2014 general elections.

Congress general secretary Rahul Gandhi did not join the government - leaving the field open for him to play a larger role in the party.

Several portfolios were changed, some new faces introduced, some elevated to cabinet rank and at least one old hand - Shashi Tharoor - was back in what is possibly UPA II's last facelift - an exercise that jettisoned tainted ministers like Subodh Kant Sahay and roped veterans like Ambika Soni and S.M. Krishna back into the party organisation to gear up for the 2014 electoral battle.

"It is a combination of youth and experience," Manmohan Singh told reporters after the swearing ceremony at the Rashtrapati Bhavan where President Pranab Mukherjee administered the oath of office.

"The road ahead is full of challenges," he said on his priorities in the next few months.

Of the seven new ministers sworn in with cabinet rank, two are debutants -- former deputy chairperson of the Rajya Sabha K. Rehman Khan and Congress MP Chandresh Kumari Katoch. The other five, Ajay Maken, M.M. Pallam Raju, Dinsha Patel, Harish Rawat and Ashwini Kumar, have been elevated to the cabinet from ministers of state rank.

In the reshuffle of the pack of ministers, Khurshid got external affairs while his previous ministry, law, went to Ashwani Kumar. Khurshid had served as minister of state (junior foreign minister) under prime minister P V Narasimha Rao in the nineties.

Pallam Raju was made human resource development (HRD) minister in place of Kapil Sibal, who was left only with communication and IT. Pallam Raju's minister of state in HRD was Tharoor, who quit had to resign as minister of state for external affairs in 2010 over a controversy regarding his alleged conflict of interests in the affairs of IPL Kochi cricket team that was subsequently disbanded.

The crucial railways ministry, which had long been with one-time ally Trinamool Congress, was given to P.K. Bansal.

M. Veerappa Moily was given charge of petroleum, while his previous responsibilities of corporate affairs and power were split - Sachin Pilot was elevated as minister of state with independent charge of corporate affairs and Jyotiraditya Scindia got independent charge of power.

These two ministers were known to be close to Rahul Gandhi.

Rawat was made water resources minister and Katoch, who belongs to an erstwhile royal family in Rajasthan, is union culture minister. Maken was elevated as housing and poverty alleviation minister and Dinsha Patel as mines minister.

S. Jaipal Reddy got science and technology and Kamal Nath got additional charge of parliamentary affairs besides urban development.

Amongst the ministers of state sworn in were Congress spokesperson Manish Tewari who got independent charge of information and broadcasting. Earlier with Soni, the ministry has been downgraded.

Telugu actor Chiranjeevi, whose Praja Rajyam Party (PRP) merged with the Congress, got independent charge of the tourism ministry. Tourism is one of the country's major foreign exchange earners.

The careful rejig saw special attention being paid to Andhra Pradesh, a crucial state electorally for the Congress where Y.S. Jaganmohan Reddy has been gaining in influence and where the issue of separate statehood for Telangana has split ranks. It got the maximum representation of six with five new faces and one elevated to the cabinet rank.

Besides Pallam Raju, there was Chiranjeevi, Kotla Jaya Surya Prakash Reddy, Sarve Satyanarayana, Porika Balram Naik and Killi Kruparani.

There were also three new faces from West Bengal - Adhir R. Chowdhury, Deepa Dasmunsi and A.H. Khan Chowdhury, all known to be fiercely opposed to state chief minister Mamata Banerjee, whose Trinamool Congress broke ranks with the ruling coalition recently to bring about several ministerial vacancies.

The Confederation of Indian Industry (CII), the apex industry chamber, welcomed the reshuffle and said it has "ensured that there is a fair mix of youth and experience in the cabinet.

"India's young demographics is starting to get reflected in the political leadership of the country, which is only natural," it said.

    Reshuffling and new ministers should result in progress. UPA has better chances than corrupt BJP. If Congress is 5% as per its detractors, BJP is 90% Gadkari is a joke. Yeddy, Reddfy and Zeddy from Karnataka are beyond any estimates.

    Muniyappa and Ahmad are out of Railways. Moily is again chair tussle Should be okay on Petrol He can be seen in cartoon with a Can. JP Hegde must have been included. Our ajja 80 years plus old is back to bangalore He was showing all signs of old ajja Loss of memory, irrelavant statements, lack of coordination between legs and hands etc. Its best he is made Guv or Pres after Pranab Dada. He is loyal. He has some litigations which might send him home like Tiwari.

    Yes Indria did introduce social and land reforms which elevated vanara sene into main stream but now the saffron brigade is hell bent on reversing these and go back to Sanathana Dharma and back to the Varnasharam.

    I appreciate the effots of Shanawaz, Ismail,Rohit, Rashmi also comedy entertainers Kamath, Prabhu Nayak etc Guys reading Daiji is cheerful during life's dull moments.

    I Pity on you because you belong to same community.
    BJP/Sangh parivar is formed only to hijack all the privileges given to OBC-SC-ST sectors by Congress.

    Now same Sangh Parivar is making use of OBC-SC-ST youth, so that they can come back to their normal status which they were enjoying before 19th century by using OBC-SC-ST youth's shoulders.

    You will realize it when you will be made to get out from the Bhojan Panthi organized in Upper caste society. This is only the one torture given by them, there are many which cannot be discussed here.

    Gandhi family though being Brahmin, they have seen that Justice prevail over OBC,SC,ST & all the downtrodden sector.

    Indira Gandhi have made so many rules & regulations for the cause & upliftment of downtrodden.

    Anyway you will not understand because you have been brain washed by the Sangh Parivar.

    Old wine in new bottle - it does not make much difference to me.
    However, one recent phenomenon which worries me is that congress has taken the stand that it won't care about public perception (may not be a realty though)- Chidu was made FM, Khurshid Foreign minister, despite the allegation against them. Performance does not matter as evident from Mr. Moily retaining his place. Big mouthed Sibal is still there and Manish Tiwary has joined him!

Moily did not involve in any corruption, so he is raked TOP PERFORMER. He has not done anything great. Just stuck to his chair and nodding his head to madam's order.

    I agree with all your points about no electricity, no raods, land grabbing etc. But these issues were more before 4 yaers. after BJP took the administration, it is considerably reduced.

    Ex - When SM Krishna was CM, Villages used to get only 10-12 hours electricity. Now atleast 18-20 hours electricity is given to villages.

    Many roads getting tar in villages. Hospitals, institutions have come up in rural areas. ETC ETC. But with congress none of these were possible.

    Development of Karnataka? Need to look at the roads in some places. Some places don't have electricity. Some people don't have proper two meals a day.     FYI- In 2009 election, BJP won 19 seats, congress 6 and JDS 3. Out of 6 congressmen elected 4 are biggies - Moily, Kharge, Muniyappa (elected 4-5 times) and Dharm Singh. Obviously the biggies are ultimate choice since no competitors for him. Moily is a not just MP, he is former CM of Karnataka.

    If instead of 6, 15 were elected say 3 from lingayaths, 3 from vokkaligas, 2 from muslim, 3 from brahmin, 1 from Christian, 3 from SC/ST, definitely cast factor would have come across. We have been seeing caste calculation in past from congress.

    Appreciate your frank opinion, and appreciating the truthfulness. People only know to condemn and not appreciate the good things show their narrow thinking. Critics are important and part of democracy but biased criticism shows the cowardliness of an individual. Leaving aside the political agenda try to appreciate Janardan Poojary for his contribution to the society .     RAHMAN KHAN is elevated to cabinet because of his caste. There are two main reasons behind this move:

    1. Muslim community was very upset after congress failed to elect Iqbal Ahmed Saradgi to Parishat.

    2. JDS is trying its level best to woo muslims for next election votes.

    To keep muslim votes with congress RAHMAN KHAN is inducted to cabinet. Congress has upper edge in CASTE and COMMUNITY politics. You can't fool readers in this forum. Be straight forward. Everyone knows your double standard.

    Moily getting petroleum ministry -


    Moily is a big traitor. He gave many promises before 2009 election and all forgotten after election. He is working to please Sonia Gandhi and not the people who voted for him. We are waiting for next election to teach him a lesson.

    Same way KH MUNIYAPPA is also a waste fellow. Only Kharge is doing some work in north I believe. Krishna did a good job by resigning. Let us see how RAHMAN KHAN will work for our state.

    Mr. Nagesh Nayak Bangalore is badly in need of 85 crores. Can anybody lend him 85 crores without interest???!!! He is dried now after Mr.Yeddyurappa’s remote control is out of order and his pocket is dried now. Nagesh is losing agent-giri of bjp since he kept one leg in bjp another leg in kjp.     It was JP Hegde who played key role in getting international airport to Mangalore. Moily kept on giving blind promises from 3 yaers. He could have done that long back if he was capable. Don't give unnecessary credit to Moily.

    I agree, when he was CM, he did very good works for state. He has contributed a lot to education, industrial and law sectors as CM of Karnataka.

    But being a central minister, he just kept himself very close with madam and did nothing for state.

    Regret, Moily is a good politician but not a good performer.
    Within short time many ministerial berths went under his belt unsuccessfully.
    This is exactly called lack of talents found in the Congress which will be heavily reflected in the next elections in Karnataka.
    On the contrary, JDS is hunting free for new talents which is a valid predicament to gain more seats over Congress and you may guess whether it could be the same criteria over BJP too.

    I think you got color blinded by saffron parties as you try to defame Congress all the time. Look at the alternatives which are available to people of India. BJP is neck deep in corruption and they are helpless when it comes to taking action against corruption. Soon Anna team is expected to blast another bomb on Sushma/Jaitley and Reddy connection. Modi has not appointed a Lokayuktha for 9 years. The BJP mentality on secularism is well known among all Indians.

    Kurshid has the guts to sue the News Channel but Gadkari (GolGappa) is trying to avoid the media entirely now forget about taking legal action.

    Moily has been a big force getting the international status for Mangalore airport and also other major amendments to bills which are pending in the parliament.
