Mangalore: Air India Express Passenger Assaults Customs Officer

Daijiworld Media Network – Mangalore (VM)

Update

Mangalore, Nov 6: A passenger who landed at Bajpe airport allegedly assaulted a customs officer during checking here on Monday November 5.

The passenger had landed by the Air India Express flight from Dubai which reached Bajpe airport at 6.20 am.

The passenger is said to have quarrelled with the customs superintendent Rajesh and assaulted him.

The passengers was reportedly carrying gold ornaments worth more than the permitted quota and had a verbal argument with the officer.

As other passengers and officers looked on, the situation went out of hand and the passenger allegedly slapped the officer.

The security was immediately called, and the CISF rounded up the passenger and detained him.

Matters cooled down later after the passenger issued a verbal apology. He was then let off without any charges pressed against him.

However, sources said that the passenger was in a drunken stupor.

No case has been registered at Bajpe police station so far.

HI , Im responding to your message which is so true . I travelled through Bobay , cochin and Bangalore .... absoloutely no harrassment at airports like mangalore . I bought a 40 inch TV through bombay and paid the import duty as per law when i refused to bribe... Six months later i came through mangalore airport and wanted to follow procedure , but the customes officer was adamant that i pay him... I told him this was how i cleared the duty in bombay .... Can you guess his reply .... This is mangalore . not bombay and here it works the way we want it too.
Unbelieveable ... Its true that passengers should support one another , but in our hurry to reach home we all think only about selves ....
Hope we all find the strength to listen to our conscience and not pay these officers and pay the tax and obtain a challan for the same

1st of all i want to appreciate the guy who slapped custom officer.
Can anyone suggest what should we exactly do if we face such officers? I mean - legal action. Calling police will be another foolishness, also i'm not usually carry much money during my journeys. I don't want to feel shame by sharing my taxi charge to two departments (Customs and Police).
SO, somebody seriously suggest me, to whom should we call during such incidents? Which GVT dept have authority to take action against them? Any emergency contacts please?

In every flight, passengers should unite in such a way,if somebody is harassed by the custom officers then all the effected passengers should wait until the end of that shift and catch hold of the officers when they come out who will have pocket full of looted money with them and the rest passengers know what to do with them and how to handle them. Doesn't matter if the passengers are late for once but return home satisfied.

    Good Job.. well done ..
I traveled on 5th October early morning from Dubai. I had to face lots of harassment from one customs officer as i was carrying 2 gold bangles. Finally the customs officers with name tag sxxxxxxx pai succeeded in squeezing 300 Dirhams from me. I had no sleep whole night one end... desparately waiting family outside ... the harrasement of this official on the other hand finally i left just surrendering watever money i had in my pocket.. I sent emails with full details to the airport authority however i have not received any reply.
If the tax goes to the government then its ok , however most of the time these officials are squeezing the money to their pocket. Despite of our several issues still the CCTV cameras are not covered with customs section. Still they can safely squeeze and harasse us.. Hope the new director will look ino this serious issue..

STRESS OF PASSENGERS WHEN THEY ALIGHT FROM THE AIRCRAFT IS MUCH HIGHER THAN WHEN THEY BOARD ON IT.
THIS IS DUE TO SEVERAL PHYSIOLOGICAL AND EMOTIONAL STRAINS.
THE VERY FACT THAT THIS PERSON WAS LEFT TO BE FREE ITSELF SAYS THAT HE WAS NOT CARRYING ANYTHING GREAT.
CUSTOMS PEOPLE MUST BE MORE HUMANE TOWARDS THE PASSENGERS IN THE FIRST PLACE.
ALSO WE PASSENGERS MUST COOPERATE AT EVERY STAGE.
IT IS A TWO WAY ISSUE AND ANY FIGHT OR STRUGGLE WILL OT SOLVE ANYBODY'S PROBLEM.
    SO BEHAVE.

WOW, once again Mangalore International Airport at lime light due to custom personnel’s rude and greedy tendency. So far 105 comments and approx 99% are against the custom personnel and added to that thousands are commented to “agree” to those comments against the custom personnel definitely shows that, each and every passenger travel through Mangalore airport were harassed by the Air port official in one or the other way. The comments which are in favor of customs are never used the air port, as they don’t have the heat of the harassments otherwise they would have-not favored.

Some of our Mangalore airport staff is very rude with the passangers - it is my personal experience when I had left for Doha at the depareture counter. The girl was a catholic and when I spoke to her in Konkani, she used to answer me in English, as if she was born to a British, in the meantime she was talking Konkani with her colleagues! I had the similar bad experience with the customs people upon arrival also. Even the security staff in Mangalore airport is rude. Whether this particular passanger was drunk or not, he taught a good lesson and Im sure at least for few days these officers will behave decently with the passangers until another person does the samething with another officer. These officers should accept the fact that because of us, passangers, they are earning their daily bread!

Handycam was almost 5 year old, but camera was recently purchased and they wanted the receipts etc.. after few minutes of negotiation they agreed to leave me without payment. Last time my wife faced problem for wearing 1 mangalsutra 2 gold chains 4 bangles. Is it too much for a lady to wear and go while she is attending an important marriage function of close relative ? Are we NRIs only a money transfering machines and not suppose to buy golds / electronics ?

It was wrong to hit anybody. First of all we should realise that even government officials are also a human being and he is just doing his duty. We cannot blame all the officers. Instead we means all the NRI's can make a representation to CBEC or to Prime Minister or to Foreign Affairs minister we can over come this situation and we can seek appropriate amendments in the customs law.
Again, it is for kind information to all the people, the incident reported by Daijiworld couple of months back created a revolution in this regard. The Prime Minister allready informed CBEC to do the appropriate amendments.
In this regard my sincere request to all my NRI freinds to form a forum and represent the hardship they are facing before CBEC. This will definitly solve the problem.

We all happy that we have international airport in manglore, but harassment of custom officer is really makes passenger to hate them. Every one should understand that if we bring gold from dubai or any other place it is for our own use. Its 2 or 3 years hard earn savings. If any one brings gold in form of buscutes or coins customs officer can question if some one brings neckless or rings for his sister or mother why they harras? Customer officer easily identify intention of passenger brining gold to india.

Slap on face of custom officer surely it is acceptable otherwise this custom officer wont allow him to go without any charges. Who ever passing thru manglore airport try to get custom officer photo and publish in face book then they will realize….

Its the high time india should draft strong civic law against corrupt public servants. The present 'prevention of corruption act 1988' is very govt friendly and works only threw courts. Common man had no legal teeth against public servants. And also code of criminal procedure crpc section 197 and 132 states one needs goverment sanction before prosecuting the public servants. There should be a civil ( just like citizens forum ) forum without any govt servants , where common man's graviences can be heard. Territory army is open to public , one can be become govt or semi govt servants once passing the test and attending camps once in two years. Also govt should start Territory police officer , where civilians enroll and can become govt servant ( even NRI). As above programs gives power to every citizens without skipping his or her routine overseas business , private jobs and bussiness . One of the way to stop corrupt public servants.

There is a chain of corruption receivers in the Air Port from clerk, immigration, customs & all the staff of Air port. Hence they have to give something to their subordinate staff.
From top bottom corruption. See below:
    1) Once you got out from your house and if you don’t tender exact change to auto driver you will to loose 1-2-3-4 rupees for not having change. Auto drivers purposely say no change, not all but most of them.
    2) Go to R.T.O., Office, they have kept agents and they feed top officer & from them to all the subordinate staffs.
    3) Go to Taluk office even if you are a government servant you have to bribe treasury officer to pass your L.T.C., & your other legal bills.
    4) Go to block development office, the officer had already instructed Head Clerk to keep his 5-10% commission and to pass the bill.
    5) Go to passport police inquiry, after asking many unnecessary questions he will write the report. If not given goose he will delay the inquiry report to send back to passport office.
    6) If you are in the foreign countries kindly don’t renew your passport here in India, purposely your passport will be delayed till your visa expires or the air ticket validity expires. In such cases they demand more ghoose.
    7) Mangalore corporations birth certificate section –once applied for B.C. they will issue after 2 weeks. If bribed within no time/on the same day.
    8) Recruitment offices without bribe nothing.
    9) In Bangalore Medical entrance C.E.T. answers are given to the students & rank will be given if paid hefty goose. This is done by eminent doctors, learned men & businessmen.
    10) Every individual pays less house tax, their self house value declaration is falsely reported by themselves.
    11) Go to R.T.O office without bribe you cannot register your property or newly purchased house of flat.
    12) Whenyou are buying a new flat you have to pay black & white.
    13) House plan cannot be passed w/o bribe to corporation.
    14) New house Electric connection w/o bribe wait for months.

Custom officers in Mangalore deserve this type of treatment Just two years ago myself and my wife arrived at Mangalore to attend a wedding. Since my wife was sick, she didnot wear any of her ornaments, instead she kept in her handbag. A chain, a mangalasutra and four bangles and sum imitation jewellery of my daughter. A fat blacky lady threatened us for not declaring the ornaments. We told her we will be taking the jewellery back to Kuwait and told her to write in my passport and she didnot budge. We were the only passangers left, then finally demanded to give four hundred dollars.

This was over due. At least some one has taken (whether in drunk condition or not) the step which should be done by all every time these goons ask for bribe. I suggest that whenever anyone asks for bribe, make a loud noise and make people to gather so that they get embarrassed and keep quiet. It is high time all passengers join together and teach them a lesson. In developed country, these people would have not dared to even talk about bribe in such public places. Unfortunately In India people want temporary solution by agreeing to pay, just making sure that the next one also faces the same fate.

My first abroad trip was to Abudabi in 2007, this incident happened in Mangalore airport...before the immigration check two of the custom employees were checking every passengers passport....and when they saw my passport they came to known that iam flying abroad for the first time....immediately they asked me the question..... how much money your carrying along with you.....I replied Rs 7000/-, they told me your not supposed to carry more than Rs 3,000/-.....I said alright my dad has not yet left the airport premises....I will give him a call and handover the balance money to my dad.....Immediately he replied no need for it you come along with me....I just followed him and he took me to the wash room,.......WASH ROOM is the only place where there is no CCTV......... by now I came to known Iam trapped......I did not allow him to talk......I said what the hell..... Again Iam not going to talk to you....I want the Airport Manager.....since it was a late night flight airport manager had already left.....Air India Express Manager was available......I just entered his cabin and asked him....how much cash I can carry along with me... he replied Rs 5,000/-..... I said your custom guy is saying it is Rs 3,000/- your saying it is Rs 5,000/-........Whats going on ????.......Now your talking to me if you don't give me the correct picture you guys will be answering the media. Immediately the airport manager apologised for what has happened and the matter was settled...Later I googled regarding the same wherein I came to known we can carry max of 3,000 dollars...

Shame on these custom officers....Majority of the Indian in the gulf sacrifice thier family life by staying away from thier families for years just to feed thier family back in India and these bugers loot them when they arrive...

Customs is the most corrupt bureaucracy after police. Its the same peaple responsible series of bomb attacks since ninties , by allowing smuggled RDX threw costal lines. Times have changed , so now they attack innocent civilians. They should make list about goodies allowed with upper limit also duty can be paid with reciept . ( no bribes and it goes to wrong pockets ). Peaple also should understand laws of land should be followed , also if NRI shop in india itself , it contributes to indian economy and gross gdp. ........//Some peaple buy commodities at lesser price in some intl market , and self bribe the customs at airport. Once goodie out of airport , it becomes legal. Its like give and take policy. ..... Confrontation occurs only when they face honest peaple , or peaple with legal permissible goodies. Peale should confidently face this customs and make them understand they r public servents (our servents . Ifmatters accentuate , there should be legal help desk , just like jan lok pal. )

I’m still at large how could the person left without booking for assault of Govt “on duty” personnel. Definitely something fishy or custom officer might have afraid of his “kala chitta”
A passenger will not deliberately commit such an act until and unless he is provoked to do so. That is the reason left him.
    1) July 26th 2012"Capt Ganesh Karnik Response to the open letter by daiji
“Once the legislative session gets over on August 2, I will visit Mangalore and meet the Airport customs commissioner, and address the issues faced by NRIs,"
    2) Aug 4th 2012, “Congress leader and Rajya Sabha MP Oscar Fernandes on Saturday August 4 said that he will take the issue regarding Customs Act of 1967 (which allows male passengers to carry gold worth only Rs 10,000, and women gold worth Rs 20,000) to higher level and discuss it with the Prime Minister directly”.
    3) Aug 2nd 2012, “Prime Minister Dr Manmohan Singh has assured a delegation of members of parliament that very soon, the customs rules will be amended. The new rule will be based on the quantity of gold imported and not on its value”
Dear Editor In chief, Will you please bring some news to the above three promises by the elected/ed members?. What they promised till date implemented of remains as “politician promise”

Well, most of our readers says that these officiers don't know with what difficulty we are earning in Gulf. We are destined to work hard as it was our decision to work in Gulf or any other country. But how come we can break the law with this excuse? I too experienced wrath of these people when i carried 5 watches but then i showed the bill and told them its under acceptable limits. They saw my face and let me go. One of the reader commented about nido powder. As of Indian export rules meat, plants, seeds or milk products are banned to bring in. This is what we mention in immigration slip which will be given in planes. You agree for the rules and at the same time break the rules is something we need to think off.
These rules are made by central govt many more years back. There is no politics while creating these rules. But in some matters like gold its out dated and our govt is not showing interest in changing it. What we are facing presently in airports of India is implementation of out dated rules and we cant blame custom dept for this. we need to wake up the govt.

In July 2012 we were carrying 40 inches LED series 5 via Air India Express. At the Mangalore Airport we were told that we cannot carry anything beyond 32 inches TV individually. After lot of arguments, they asked us bribe of INR 10,000/-. We refused and we asked them to charge us as per policy and we ended up paying only INR 4,500/- against a proper receipt. The officer who asked for bribe and harassed us was Mr. Dayanand Pai. One more officer had the cheek to give me explanation that their salary is only INR 50k per month and hence they have to resort to all this. They are worst then the beggars. Irony is that exactly opposite their counters there is a board by the Customs department which makes people aware about not bribing and giving the email id for complaints. Also please log onto your complaints at www.complaints-india.com with proper receipts/ details etc.

If so, it is well and good for both customs and passengers or else these crooks deserves the same treatment if required. In this case I belive the custom officer is cent percent guilty otherwise why he didn't file a case? If he could have filed a case their reality would have been exposed and thus he might be scared for his job and Dept. Last July I travelled by AIE to Mangalore and carried 6-7 kgs of dry fruits which contains 2 kgs of fresh dates and for my surprise the custom officer claims that the dates are not allowed to carry and it is one of the banned product in customs, then aftere a long chit chat he allowed me to go but I haven't paid any money to him. Are dates bannable fruit? Can customs suggests please?

What ever may be the storyline of this episode, NRI passengers should remember that any criminal complaints will abstain you from leaving your country. Every country has its rules. In some airports we need to remove from gold to footware for check and in modern countries like USA we need to go through rigorous check. There we can't complain of travelling for 20 hours. The better solution is evasive action such as know what you can carry and what not and also know the limit of acceptance.
We need to think about not only passengers but also about custom officiers conditions. Its humans errors to lose temper but atleast we can control it for a while for the hussle free future.
Good that this officier has not lodged a complaint about the passenger. They might be thought of his (passenger) future too.

Customs officer is employed by the Government and does not own the department. He should perform his duty in an professional manner. Should be polite and courteous. But we find the customs officers in mangalore are sometimes, implolite and behave like they have the authority to do anything and say anything to an inocent passenger. We have travelled to many countires around the world but have not seen such an attitude by customs officers even when the passenger happens to be of different nationality. This only happens in India and the victims are mostly Indians unfortunately - why ? When are we going to change ? We do not know the full story in this particular case, and physical assult is not permitted in a civilsed society. But this happens sometimes to certain individuals when provoked. Nevertheless, there is no smoke without fire !!

The passenger would have been directly behind the bars for atleast 3 months. Ofcourse there has been harrasment at the Airports, at all levels. All of them try to get the benefits. The assualt against the preventive officer and no action has been taken that is most tolerable incident. In Gulf to drink people had to pay heaveily, but at flight its comes free and no control. There is some fishy in the incident or passenger must have been under some pressure behind him. I don't blame either of them, unless the real fact comes to the light.

The Flight Landed at 6:30 in the morning , Do anyone agree that the passenger was drinking till morning in the flight ??
The Customs officer must have harassed the Passenger for money !!! This happens every day ....the costume officers are like a bunch of wild dogs awaiting for the passengers coming from gulf to loot them ....PLEASE UNDERSTAND THAT THE PEPOLE IN GULF SLOG THEIR ASS OUT FOR THE EARNING and I am not surprised that the passenger assaulted the Customs officer because he knows how hard he's worked for the money !! THIS IS THE ONLY WAY TO MAKE THE AUTORITIES KNOW WHATS HAPPENING IN THE MANAGLORE AIRPORT

I think the reason for such incident is patience, as it takes a long time (around 45 to minutes)to get their luggage as if porters have to carry each piece by hand from the aircraft. This will frustrate any quiet passenger and when they receive the luggade then the customs officials start their part and at the end passengers loose their patience. One has to understand that these passengers are traveling throughout the night and when they land at Mangalore airport they expect a pleasant and speedy actions so that they reach home early. Unfortunately very few officials understand their difficulties. Hope such incidents will not be repeated and all passengers will have a smooth and quick move out of airport. Now that Mangalore is an international airport the authorities have to look into all the areas to improve the services for the smooth movement of passengers.

Liquor should be banned in flight to avoid misbehavior of passengers in Flight as well as in Airport - Hussein, Mangalore.

Wow..Hussein, what a suggestion..So you mean to say that all terrorist activities in India happening due to consumption of liquor? Don't jump into conclusions and don't give stupid ideas without knowing the true facts. May be passenger was harrassed by custom officer and may be passenger has blood pressure. My only point is alchohol is not the single cause for assaults. And many passengers in Air India Express don't consume liquor as they have to pay for it.

Whomever he is...not a right thing to do ...but a great job done....Mangalore airport is a harassment zone...sometimes a treatment of such kind is very useful and benificial.

I am sure the passenger refused to give what customs officer demanded (bribe). So he started to tests passenger patients and tries to get something from him. This is what all customs officer doing in all airports. (I have very bad experience) From to officer to cleaner making money in BAJPE AIR PORT. They stealing passenger money as much as possible. WHO WILL TAKE ACTION? POLICE? MINISTARES? OUR LAW? ALL ARE CORREPTED…My small suggestion and request to all passengers, don’t bribe any single penny to any one in airport. Maintain your dignity and your rights.

There is no justification whatsoever to assualt an officer on duty.Airport custom officials are tolerant and handle passengers in the manner they are duty bound.Passengers without self respect can be the only ones who can misbehave and assualt an officer.Such acts of same should to put to end by immediate arrest.

Though the assault is wrong, I cannot blame the passenger alone. Some of the custom officer at Mangalore airport are very crooked and they harass innocents for money. These custom officers want easy money and they don't understand how hard it is to earn money in gulf.
