Mangalore: Despite Ban, Manual Scavenging Goes on in City

Mangalore, Nov 7: Despite ban on manual scavenging by the high court, two workers were found engaged in cleaning manhole manually at Kankanady here on Tuesday November 6.

The duo had entered the manhole and were engaged in cleaning from 9 am to 10 am.

Manual scavenging, the practice of employing human beings to clean manholes and sewers, is banned under the Employment of Manual Scavengers and Construction of Dry Latrines (Prevention) Act, 1993.

Instead of manual scavenging, the court has asked to make use of jet sucker machines to clean manholes. However, the practice seems to be continuing in in the city.

Sources told Daijiworld that auto sucker machines to clean manholes will soon be implemented in the city, as said by MCC commissioner Harish Kumar.

Even though the machine is small in size, it has high potentiality to clean manholes in an efficient manner. The price of each machine is approximately to Rs 5 lac.

    Why manholes are blocking? This should be the first question one should ask. It is simple. The Underground drainage system is laid in the year 1969 when the population of Mangalore was hardly one lakh. The pipes used at that time were stoneware pipes of 8 inches diameter. But today the population has grown to 5 lakhs but the system of drainage has not been renewed. We can only see the Manhole from above. /there will not be any stoneware pipes left after a lapse of 43 years (2012-1969). Now most of the drinage or sewage water will be flowing to nearby wells and thus underground water of Mangalore is totally contaminated. Anyone who uses well water for drinking should immediately check it with Fr.Mullers or Fisheries College lest he will be drinking sewage water.
    Who is to be blamed for this total failure of MCC to the drainage system. They say they have laid a new system but because of some people not giving land the work is jeopardised. This is the statement of Sri.Harish Corporation commissioner. The new UGD laid at a cost of 450 crores with ADB funding is going to dogs if it is not completed by 2014. 92% of the work is complete. Balance 8% is blamed on the citizens for not giving land. How can a Commissioner make such comment. How can u put the cart before the ox? Why u have not planned in advance? You should have acquired the land well in advance and now u cannot put the blame on citizens. Even the new UGD project is totally below standards. The same 80 mm pipes have been used. There is no cement plastering on both sides of the Manhole. No one is questioning. Citizens please be responsible. it is your money which is being spent. Ofcourse it is ADB loan but it is u who should repay it tomarrow. U may be feeling shy to visit a manhole. Dirty thing. But tomarrow remember your children will be bathing in sewage water if u do not take interest in these things of MCC.
    Please take interest in this great UGD project of MCC.

    When, which year, which century those jet sucker machines will be available for cleaning the gutters\sewers.
    Court says\orders so many things, is any official listening or acting on those directions.
    What about the health of the citizens where every gutter\sewers are overflowing and they will wait and wait for those jet suckers to arrive.
    Court when they give directions, it should give a time limit and warn the officials of dire consequences, if they failed to comply. May be that will hasten the officials concerned to faster job of getting them.

    I am confused.Whether the shown action is treated a manual scavenging? Manual scavenging means cleaning the drainage pit which is not connected to underground drainage system.Every where the system shown in thee picture is in vogue even today.Cleaning the pit the suckking machines are being deployed.

    As long as caste based racial segration prevails in India, people from the backward classes like scheduled castes will be exploited by the higher classes to do jobs not fit for humans. The person who has employed these poor scheduled caste people to do manual scavenging should be incarcerated for life for this inhuman treatment of people.

    Our politicians have jet planes to travel, they have German made bullet-proof limousine to travel, but none of them know about the modern machines available to suck out the
    sewer system, which is attached to a truck. Simply put the tube to the area and that would be sucked out in minutes. This is highly terrible to watch, how the human beings are misused in the 21st century!

    Kindly note that ,these guys charge good amount to do this job,but not aware that their life is very short which i had witnessed. They consume good amount of spirit before and after this job. So do not quote that this is a specialist job,there is no skill involved in it.One cannot compare this job with the money which is being paid.

    With all honesty, yes I have done it and will do it. More over we live in 21st century and there are enough tools, utilities and chemical un-blockers should anything go wrong with the drains. Pls stop for a moment and rethink. If you and your family can clean your own filth, with what conscience would you ask another human being to do it?

    The next alternative to the jet sucking machine is calling a scavenger. Nobody else will or can do this job. A scavenger is a specialist like a cardio thoracic surgeon who does by-pass surgery or stem implants. They need to be credited.

    Dear Harry I agree with you.In Mumbai manual scavanging is still in practice . Go to Kurla, Sion Koliwada. People just make shit on road openly, and the Muncipal workers have to clean the road .Comparing MUmbai, Manglaore is better, but Mumbai govt(congress) is not responsible for cleaning. Mumbai Muncipality is run by Shiv sena.

    This is a specialist job of a scavenger. An IT or aeronautical Engineer cannot understand or do this job to perfection.

    Please note : A scavenger too charges alot knowing well that nobody else does it ! Please do not think that their charges are within Rs 100/- . You will be shocked after you call them.Good Luck.

    To all who have written in these columns on HUMANITY etc etc , Will you do this job yourself if your drainage pipe is blocked or will you call your plumber etc.It is easy to preach but we find it difficult to do this job even in our own compound.Will your wife & children help you clear your clogged drainage pipe ?

    Just think for a minute.Will the law makers ( whom you voted for ) clean your clogged pipe ?

    Certain jobs cannot be done by machines. Many a times traditional and old methods have to be adopted.

    If a clog cannot be rectified / repaired by a jet sucking machine , will our law makers clear the drainage blocks and allow free flow of sewage for the residents ?

    It is easy to say that there is a law.But this 3 letter word cannot clear a drainage block.Besides this creates employment for a few. Can these few sanitary workers do a bank managers job ? Can a carpenter do a masons or IT professionals job ?

    We requested for machine and waited 1 month in one instance to clean our building drain. Supposedly the machine was under maintenance. Further when the machine was used to suck out the drain it promptly broke down in the building driveway for 2 hours.
