BJP's Poll Poser - How to Net Gujarat's Muslim Vote

Will Gujarat's ruling Bharatiya Janata Party (BJP) manage the unthinkable and garner Muslim votes when the state goes to the polls next month? The party is certainly hoping that the Muslim community, comprising almost 10 percent of the population, will forget the volatile past but has done little to win back the confidence of what is a valuable 'vote bank'.

As Chief Minister Narendra Modi makes a third bid for power, the BJP at the national and state levels acknowledges the importance of getting the Muslim vote. But party leaders are evasive when asked what was being done to woo the Muslim vote.

The refrain is that their party's poll strategy is not community-specific. Instead, they are fighting on the poll plank of development and good governance.

Gujarat's Muslim community constitutes 9.89 percent of the state's 60 million population. They have historically experienced riots at regular intervals, including in 2002 when at least 1,000 people, mostly Muslims, were killed.

"The Gujarat BJP's strategy will be for all six crore Gujaratis, including Muslims," Rajya Sabha MP from Gujarat Parshottam Rupala told IANS.

Minister Jay Narayan Vyas, who holds multiple portfolios, echoed Rupala: "Our slogan is 'Sabka Saath, Sabka Vikas' (Participation and progress for all). The BJP has been working for the progress and development of all Gujaratis, irrespective of caste or community. And our poll strategy will be likewise."

Agreed BJP spokesperson Mukhtar Abbas Naqvi: "Good governance is our poll plank."

But behind the scenes, BJP planners, it is learnt, are trying their best to woo Muslims. They have to, for demography and delimitation dictate so.

Muslims can influence the outcome of the elections in at least 35 of Gujarat's 182 constituencies. In 10 constituencies, the Muslim vote is more than 25 percent. Five of these 10 constituencies lie in Gujarat's largest city, Ahmedabad: Jamalpur-Khadia (61 percent), Dani Limda (48 percent), Dariapur (46 percent), Vejalpur (35 percent) and Bapunagar (28 percent).

There are 25 other constituencies where the Muslim component is more than 15 percent. Of these, seven have more than 20 percent Muslim vote: Godhra, Wankaner, Abdasa, Mandvi (Kutch), Siddhpur, Somnath and Surat (East).

The party is hoping some of the steps it has taken will show dividends.

The head of its minority cell, Mehboob Ali Chishti, aka Mahebub Ali Bavasaheb, is from the liberal Sunni Barelvi sect that has a large following in the state. As the December polls draw closer, Bavasaheb has been exhorting Muslims, especially Barelvis, to vote for the BJP and 'share in Gujarat's development'.

In recent days, the BJP has bagged two influential Muslim faces: Congress spokesperson Asifa Khan and retired IPS officer A.I. Saiyed.

But will just this be enough?

"I think there is a major change in the mindset of Gujarat's Muslims. Till now they have been taken for granted by the Congress. But as they witness the benefits of development that the BJP rule has been bringing to the state, they might just switch sides this time," said Naqvi.

What about tickets? BJP circles in Gandhinagar are abuzz with chatter that Narendra Modi has decided to commit 'sacrilege' by fielding Muslim candidates this time. The party had not done so in the 2002 and 2007 polls and no clear answer is forthcoming this time.

"A poll ticket is not a guarantee of the community's political importance or presence. Parties give tickets to Muslims in several states. But that is just to cash in on Muslim votes. The Muslims who are elected are just 'goonga guddas'. They don't raise community issues at all," said Naqvi.

Ultimately though, it all boils down to acceptance.

"All these manoeuvres won't work for the BJP until it expresses regret over 2002. Until then, Muslims won't accept it," said former Gujarat University political science professor Dinesh Shukla.

Given the trajectory of events in the party, that is unlikely to happen.

    Few people of your nature branding Mr.Modi as a cancer or otherwise does not matter for him as a CM of Gujarat.It is evident from his electing as CM repeatedly is a clear proof that he is required for the state.He has been elected by the people of Gujarat and you better keepaway the communal views about him and allow the people of Gujarat to decide their future.Gujarat muslims are more prudent than you people here.If you are so inclined to be prejudicial about him go to Gujarat and see that he is defeated in the forthcoming elction and install man of your choice be it Abdul Bukhari or other 'muslim kattarvadis'There are many writters who are spitting venom in these columns and you can carry them also with you to assist in your great nation building task.Pl rember Hindus never indulge in riots in first instance and never happened this so far in Indian history.Whatever riots happened are the fallout reprecussions of a particular mischief done against them by others.Hindus are the most toterent sect on the earth since ages.

    ...M.H Rashid..what about karsevaks who burnt alive in train..this resulted in riots as we all know..eventhough i am not justifying the post godhra riots...you are argued & justified that Bombay seriel blasts are results of Ayodhya incident..still ever year bomb blasts happens in December & inncocent dies but any of you or religious leaders condemn it...i thank God, these things did'nt happened to my family & yours family, but what about thousands of Sikh family who are slaughtered for death of INDIRA gandhi..still you are viting congress, still they are enjoying power,still accused are ministers...you can't be biased & preoccupied...

    Narendra modi’s government totally failed to give good governance during the riot, encouraged violence against minorities and failed to provide relief and aid to the victims of the carnage. The state police was acted as just spectators when rioters were butchering people and looting shops. The deployment of army was deliberately delayed by state and central governments. The deliberate inaction on the part of state, and in some instances, active connivance with the rioters shows the governing ability of LAHU PURUSH Modi.
    Let me ask a question to the people who support this mass murderer, if this happens to you or your family will you still support him, recommend him to be future PM of India?

    Mr kpr prabu/kudla,banglore, whatever promoted to induge riots,or whatever the reason might be, as a chief minister, he play the role of mass murderer and did not obey his duty.

    And here not all people kept think like you who justifying to agree the massacre.

    We, as muslim in particular, and as human in general, will never forgive this cancer man even if he develop gujrat like heaven.

    Development at the Tomb of innocent infants ? Many people appreicate his development because they have not lost their beloved ones by terrorists of Modi. Muslims have forgotten the carnage ? We can read the agony in the eyes of victims family members. Only because America and UK forgive Modi he is not innocent. A mass murderer is a mass murderer and he will pay for it.

    Britan Welcomed Modi..America is getting ready to issue Visa to Modi..Why not Muslims..? Gujrat Muslims forgot past unlike other states..Do you know that Gujrat ranks first in highest number of Muslims force in Police dept in India.Its 23%,Kerala comes 2nd with 11% ..Mr.Modi has done everything,he treated both hinuds and muslims in the same way.He wants WORK..NO GOSSIP..Unfortunately Congress and other state muslims still hanging around Godhra..Thats why they remain in coma stage..ONLY GUJRAT IS DEVELOPING IN INDIA..Britan & US noticed this develpment..but not Indians..

    Dear Bulsam,Mangalore you are conveniently avoiding to mention what prompted the people to induge in riots in 2002 in Gujarat.If you go to the reasons then anybody will agree why the massacre happened.Please do not write half truth.And also do not poke your nose into Gujrat poe issues by assuming things as a champion of Gujarat muslims.They are capable of understanding ground reality better than you.Allow them to decide their future.

    Mr. Modi’s hateful speeches inflaming communal unrest, during and following one of the worst sectarian massacres in Asia since the partition of India in 1947, are all on the record. Overwhelming evidence showed Mr. Modi played an active role in planning and overseeing that massacre. Mr. Modi and his supporters have repeatedly called Gujarat as the Hindutva Laboratory, which they want replicated all over India.
